To the Editor, Scott Heiser and Drug Czar Walters! (9/11/04) What a lying combo. Scott Heiser’s organization was instrumental in the attempted dismantling of the Oregon Medical Marijuana Program (OMMP) in the 2003 legislature - an attempt turned back by the overwhelming response from program clients and the public. When Sen Morrissette asked that the OMMP management create a legislative advisory committee to formulate a consensus bill, Heiser withdrew in a huff claiming that the committee was an attempt to legalize marijuana! What he meant was that he and his cohorts could not get the committee to gut the program like he failed to do in 2003. Czar Walters is lying to keep you ignorant. The Federal government, whining that Cannabis is not medicine, gives six pounds a year to participants in the Compassionate Use program. It is this program's guidelines which provided the ones in #33. Mr. Heiser lies when he claims that Benton County would be forced to give away Cannabis at "taxpayer's" expense. #33 gives health departments the OPTION of applying for a dispensary license if no other dispensary is established. That dispensary would be expected to operate like all others, being required to provide an amount of medicine to indigent patients equal to 20% of the value of the medicine SOLD. It is expected that any dispensary will operate as a self sufficient entity using its own funds to provide that medicine not taxes. #33 is about medicine, not legalization. Anyone who claims otherwise is ignorant or wants you to be. Vote yes on #33! Sincerely,
