Changes to Plant Limits; Increases amount of medicine available.
7 full plants w/ continuous harvest
(single or multiple gardens) and
28 plants w/ 1 harvest a year - with waiver of the affirmative defense.
NOTE: Affirmative defense waiver just for that CardHolder in that Case!

Clarifies "seedlings" as NOT "plant" and, therefore, allows any number.

Hospice care.
Clarifies rights and responsibilities for hospice health care professionals and facilities.

24 x 7 (LEDS) and Confidentiality.
Establishes 24 x 7 Access system for Law Enforcement for verification
of cardholders outside OMMP office hours and clarifies some Confidentiality issues.

Committee Formation.
This change Forms an ongoing LAC-type committee.
