Mission Statement To administer the registration program of the Oregon Medical Marijuana Act (OMMA) as approved by the voters of the State of Oregon in November 1998. Organization Annual Performance Measures Who we are:   The Oregon Medical Marijuana Program (OMMP) is a State registry program within the Public Health Division, Oregon Department of Human Services.     Why we are here:   To process the applications of Oregonians suffering from qualifying debilitating medical conditions for the use of medicinal marijuana without the fear of civil or criminal penalties when their doctors advise that such use may provide a medical benefit.     What we are doing: Conducting the administrative process of all applications for the purpose of issuing a medical marijuana registry identification card. Maintaining records in compliance with the Health Insurance Portability & Accountability Act (HIPAA). Providing administrative support to the DHS director appointed Advisory Committee on Medical Marijuana. Promoting knowledge of the Oregon Medical Marijuana Act, program policies and processes to patients, caregivers and growers by participating in advocate work group sessions. Promoting consistency and awareness concerning the Oregon Medical Marijuana Act (OMMA) by providing statewide training to Law Enforcement Agencies. Monitor 24/7 electronic Law Enforcement verification data system to ensure that OMMP cardholders receive the best protection against arrest and prosecution.   The difference we are making:   Since the inception of the Oregon Medical Marijuana Act in 1998, the program has shown continued growth, from just over 500 cardholders in April of 2000, to over 12,000 in April of 2006.  The program actively pursues administrative streamlining processes in an effort to better serve our patients while maintaining the highest level of confidentiality.  Multiple states have requested information on Oregon's program to use as a model for their own medical marijuana initiatives and registration systems.
