This project is an attempt to make an overview of some of the serious Cannabis situations in Africa. With the overwhelming numbers and dimensions of death and dying in Africa, the AIDS, Malaria and other diseases, the political problems, civil wars, smuggling, slave running, environmental disasters, and international interventions, a new approach is needed.

It has been in widespread cultivation in most regions, cultures, countries and ecosystems over many centuries. It has always been chaotic, but perhaps never quite as much as today. From the famous Hashish Growers of Morrocco in the Northwest, to Sudanese Slave Agriculture, to High Country Deforestation in Kenya, to Smuggling of Diamonds, Guns, Marijuana and Poached Products Trade in Zambia, to various hemp schemes in South Africa, there are serious challenges and great opportunities.

Illegal Cannabis Could Become Legal 'Swazi Gold'
Fundamental shift in Swaziland's attitude towards the cannabis plant, or hemp, the country's most lucrative cash crop, could be on the horizon.

The government is set to allow small-scale production of hemp to see if it has the potential to become an economically viable crop.
"In hemp we have an alternative to cotton, which has let us down badly over the last few years. It has been because of marijuana that we have found it difficult to talk about hemp, but that is changing, and we are beginning to shape public opinion to its benefits," said Lufto Dlamini, the Swazi Minister for Enterprise and Employment.
"The government is considering a proposal to grow hemp, and a decision will be reached by the end of this month. But I expect it will be given the go-ahead to grow for research purposes, and if that proves successful then we will see," he told IRIN.

Legislation: possession, as in Johannesburg, is illegal. If you are caught you will likely get your weed confiscated, but as long as it is only a small amount a fine will be the harshest of penalties. The general hysteria at the moment is tik (crystal meth). This largely overshadows weed.
Law Enforcement: Police tend to target the producers and dealers with big busts rather than the man smoking on the street. There is also the ADT (main security/ armed response) they drive around in Cars, on bikes and on foot. Be wary of the drivers and their vicous egos, but the riders and walkers will likely sell you weed.
Where to Buy Marijuana in Cape Town: Mainly Nigerians and Rastas. These Nigerians are often refugees without work permits and thus have to deal. They will generally identify themselves with rasta colors. A good way to find out if someone will sell is to say something like: “Chise Iree” or “Do you have ganja” or rub your fist in on palm as if mulling weed in it. This is well recognized.

Where to Buy Marijuana in Durban: under any bridge, garage or street corner with a black guy standing on it.. for hydro you gonna need to go to some trouble since it’s pretty hard to get.
Durban Marijuana prices: from about 5$ for swazi red but there is a lot of jut going around for about 2 rand a slope which is a couple of american cents.. Hydro is probabley about 30$ – 50$ a banky, and even though it’s Durban there is hardly any Durban poison unless you go to the Indian areas like sydnem where it is ripe with DP.

Where to Buy Marijuana in Johannesburg: A good source of pure Swazi and Skunk (occasionally) is in a li’l reggae/rastafarian shop in Brixton (near Mayfair, central JHB). It’s a minature version of the African Herb shop in CT city. Go in, buy what you want, and leave – R50 for a jiffy bag (bigger than a normal bankie), and the same price for skunk for a bag slightly smaller than a regular bankie – Open until 7pm most days – Try to avoid buying from the car guards – they are runners for the main dude, but will sometimes try to charge you more.

Possession is illegal, although seeing as SA is partly a third world country, getting caught should not be a problem as long as you are cautious. Be prepared to pay a $20-$30 fine if you are unfortunate enough to get caught.
Law Enforcement: In Pretoria the police tend to focus more on alcohol and violence related crimes, although you would do better avoiding uniformed individuals altogether.
Where to Buy Marijuana in Pretoria: You can pretty much try most black guys loitering around street corners, or even street vendors, low profile parking lot security guards or domestic workers. These will mostly sell you mediocre weed, so if you want some decent skunk you will have to look further. Check out any bars or lounges in the CBD area, just keep it subtle. A great place to visit would be Tings ‘n Times in Hatfield (most young Pretorians should be able to direct you to it). They have great food, openly advocate cannabis use and usually play good, mellow music. Your best bet would be asking a group of students or possibly one of the waiters, they will surely know where to get really good grass.

Over 50 percent of people will use marijuana sometime in their life. While intoxication lasts two to three hours, the active ingredient in marijuana, delta-9-tetrahydrocannabinol, can accumulate in fatty tissues, including the brain and testes. Adverse effects from marijuana use include decreased coordination, epithelial damage to the lungs, increased risk of infection, cardiovascular effects and cognitive deficits. Unexplained behavior changes, altered social relationships and poor performance at school or work can signify a drug problem. Treatment requires a combination of education, social support, drug monitoring and attention to comorbid medical and psychiatric conditions. (Am Fam Physician 1999;60:2583-93.)
Mechanisms of Action
The proposed mechanisms of action of cannabinoids are shown in Table 1.1,4,7,10-14
Marijuana stimulates the dopamine pathway from the ventral tegmental area to the nucleus accumbens, which is believed to be a reward system of the brain.

Increased fluidity of cell membranes,
Change in dopamine in brain reward regions,
Modulation of g-amino butyric acid system,
Alteration of neurotransmitters,

Inhibition of calcium uptake by synaptosomes.
Two endogenous cannabinoid receptors, CB1 (found primarily, but not exclusively, in the brain) and CB2 (found only in peripheral tissues), have been identified.10-12,15 Cannabinoid receptors are most prevalent in the hippocampus, cerebral cortex, basal ganglia and cerebellum, which may account for the primary actions of cannabinoids.
Very few cannabinoid receptors are located in the brain stem, which may explain why marijuana used in high dosages does not suppress respiration and why it has a high therapeutic index.

There are three distinctly different kinds of marijuana-cannabis. Cannabis Sativa, Cannabis Indica, and Cannabis Ruderalis. Cannabis Ruderalis is a type that grows wild in parts of Eastern Europe and Russia. Sativa |
Sativas and Indicas are very different, like night and day. They are tall, thin plants, with much narrower leaves and grow a lighter green in color. They grow very quickly and can reach heights of 20 feet in a single season. They originally come from Colombia, Mexico, Thailand and Southeast Asia.
Once flowering has begun, they can take anywhere from 10 to 16 weeks to fully mature. Flavors range from earthy to sweet and fruity. The high of a Sativa is cerebral, up and energetic. Sativa’s offer more of a “head buzz”.
Indica |
Indicas originally come from the hash producing countries of the world like Afghanistan, Morocco, and Tibet. They are short dense plants, with broad leaves and often grow a darker green. After flowering starts they will be mature in 6 to 8 weeks. The buds will be thick and dense, with flavors and aromas ranging from pungent skunk to sweet and fruity. The smoke from an Indica is generally a body type high, relaxing and laid back.

Some varieties that produce propyl cannabinoids in significant amounts, over five percent of total cannabinoids, have been found in plants from South Africa, Nigeria, Afghanistan, India, Pakistan and Nepal with THCV as high as 53.69% of total cannabinoids.

Will Marijuana Be Legalised in South Africa? |
The current legal status of marijuana in South Africa, as we all know, is illegal. But it’s pretty apparent that the market just keeps on growing, in fact, thriving. This is a trend not only in South Africa, but all over the world. The simple fact is that prohibition doesn’t really work, at all. But I’m not going to go into that now, that isn’t what this article is about. Before we get on to the great possibility of weed being legal in SA, we first need to have a little chat about California…
Nothing is certain yet, except for one thing. If California legalizes pot, they certainly won’t be the last state to do so. And if a first world country like America is generating billions of extra Dollars annually, the rest of the world will have to catch on, including South Africa.
Wouldn’t that be the greenest day of our lives?
So now for the debate… Would you want it legal, decriminalized or keep things the way they are? What are your guy’s thoughts on the prohibition of cannabis in South Africa?

Patricia Erickson - Oh yes, both of them, yes. The federal drug prosecutors are appealing that case, and in our system it would go up from the provincial level.
And ultimately if they go to the Supreme Court, then they don't change the law but they send the message back to Parliament that they had better rethink the law.
Dan Abrahamson - Thank you. Moving south of the border from Canada to the United States, we've got two attorneys who are going to speak about different aspects of cannabis reform in the States, Graham Boyd and Attorney Robert Raich.
Graham Boyd is also going to discuss very briefly legal issues in South Africa, as Mr. Boyd was practicing law there for the past three months and has come away with some insights about the courts and cannabis reform in that country.
Graham Boyd - I'm the director of a project at the American Civil Liberties Union, the ACLU, that focuses on drug policy litigation issues, and in South Africa [I] work as a co-operating attorney with the Legal Resources Centre in Cape Town. I just want to note one thing though before I get into the substance of what I'm saying: If we're talking about distribution of cannabis it seems to me important that we do think about countries like South Africa at the same time that we think about the countries that the rest of us come from, because a lot of the cannabis that is consumed in the countries we're talking about comes from somewhere else.
So, the distribution system isn't just about the coffee shops, or whatever the system is within our own domestic borders, but it's also about thinking on a more global scale about where the cannabis is grown and how it gets from one place to another, and dealing with those issues. I don't have any answers on that, but I just wanted to sort of note that as an issue which we should all probably be thinking about.

Politics v. Science: Understanding Cannabis Therapeutics Before it is Censored -

A milestone quietly occurred last month, and one the U.S. federal government would prefer to ignore. Yet, it could mean a step in the right direction for hundreds of thousands, if not millions, of people who use a centuries-old botanical medicine: cannabis, otherwise know as marijuana.
According to the Washington Independent, the National Cancer Institute (NCI) changed its website on March 17th and for the first time listed cannabis as a Complementary Alternative Medicine (CAM). At that time, the NCI website read:
“The potential benefits of medicinal Cannabis for people living with cancer include antiemetic effects, appetite stimulation, pain relief, and improved sleep. In the practice of integrative oncology, the health care provider may recommend medicinal Cannabis not only for symptom management but also for its possible direct antitumor effect.”

The problem is that HHS has consistently maintained that cannabis is a dangerous drug with no medical value. Specifically, HHS has publicly stated that cannabis “has no currently accepted medical use in treatment in the United States.”
The contradictions don’t stop there. The same production facility at the University of Mississippi that selectively disburses research cannabis also mails out literally pounds of the dried plant each year to the remaining four patients who qualified for the federal Investigational New Drug program.

The hypocrisy will soon be too much for even the federal government to bear.
The science on cannabis will eventually prevail over politics. It’s just not acceptable to hold millions of sick Americans hostage to such a political double standard.
It’s time for the Obama Administration to recognize the science, act with integrity, and reschedule cannabis.

| It has been used around the world for other purposes. In some primitive tribes of South America, Africa, and India, "cannabis" is used in religious ceremonies and for medical purposes. African mine workers have used it to ease the drudgery of their work and many Jamaicans use it at the end of the day to relieve fatigue. Marijuana was first described in print in a Chinese book of medicine, "Herbal," in the 2nd century B.C., and was used in China as an anesthetic 5,000 years ago. The ancient Assyrians, Persians, Greeks, Romans, and East Indians used the drug to control muscle spasms, reduce pain, and to treat indigestion. It was commonly used in folk medicines in Africa and Asia.

N.J. Senate approves medical marijuana bill -

TRENTON BUREAU:
A Senate committee today cleared a measure that would allow medical use of marijuana in New Jersey.
The Senate Health, Human Services and Senior Citizens Committee voted to approve the long-stalled bill by a 6 to 1 margin; two senators abstained.
The bill calls for creating “alternative treatment centers” where people with chronic and terminal diseases would be allowed access to marijuana. Supporters say marijuana is a viable treatment option to alleviate pain in many cases.
“It is the definition of basic human decency that we do whatever we can to ease the pain and suffering of people living with severe chronic and terminal diseases,” said bill sponsor Sen. Nicholas Scutari, D-Union.
“When all other avenues of currently-approved pain relief have been exhausted, we need to give doctors the freedom to prescribe medical marijuana to give their patients a measure of comfort and dignity in the face of their debilitating diseases. This bill is about the most humane, compassionate option for those state residents who have nowhere else to turn in managing their illnesses.”
If ultimately approved by the full Legislature and signed by Governor Corzine, New Jersey would be the 14th state to allow medical use of marijuana.

A new study entitled Marijuana Effectiveness as an HIV Self-Care Strategy, which was released this past weekend in Clinical Nursing Research, indicates that persons living with HIV/AIDS rate cannabis as more effective in treating the symptoms of anxiety, depression, fatigue, diarrhea, and neuropathy than other prescription and over the counter medications.
The study, which was conducted over a two year period and included 775 patients from the USA, Africa, and Puerto Rico, assessed the use of cannabis as a symptom management approach for anxiety, depression, fatigue, diarrhea, nausea, and peripheral neuropathy. 27% of survey participants reported using cannabis for medicinal purposes.
Researchers wrote that cannabis use “was rated slightly more effective than antidepressants for anxiety and depression, Imodium for diarrhea, [over the counter] (OTC) medications for fatigue, and anti-epileptics and OTC medications for neuropathy” while cannabis was rated “slightly less effective for nausea than either prescribed or OTC medications.” Authors concluded that cannabis “is perceived by users as at least as effective as prescribed medications in symptom management.”

Green Party will not stop campaign for the legalization of Marijuana

The Green Party says it will not stop its campaign for the legalization of Marijuana.
Green Party Leader Peter Sinkamba has maintained that Marijuana is the best way to go if the country is to generate more income.
“As the green party we have a task to sell the green agenda by not joining any politics on the constitution making process but ensure that marijuana is legalized. The constitution making process is not worthy following because of the past experiences with the failed commissions to come up with a people driven constitution, Mr. Sinkamba said”.
He says the green party is determined to sell the agenda of legalizing marijuana so that the country can earn a minimum of US $ 15 million to the economy and bring in cheaper medicine for the Zambian people than fighting over the constitution.

South Africa Parliament Introduces Bill To Legalize Dagga

The Medical Innovation Bill, a bill to legalize Cannabis in South Africa for medical, economic and industrial purposes, was introduced in parliament today.
The bill was submitted by Member of Parliament, Mario GR Oriani-Ambrosini from the Inkatha Freedom Party. The Medical Innovation Bill aims to make provision for innovations in medical treatments by legalising the use of cannabis for medical, economic and industrial purposes.
Last year Oriani-Ambrosini was diagnosed with stage four, inoperable lung cancer, which forms the background to this bill. People with life-threatening diseases such as cancer are legally denied access to a medicine that they could be growing themselves. Under current legislation, medical practitioners are legally denied the right to prescribe proven to be effective and harmless medication to their patients, which includes cannabis, on the basis that it hasn’t been approved in terms of the legally required double blind clinical studies.
However, such studies are often considered “economically” unviable. The profits in the pharmaceutical industry come from patents, and cannabis, a plant that’s in the public domain, can’t be patented. Oriani-Ambrosini said that millions of people were going through the hell of being a cancer patient, and die and suffer, possibly unnecessarily, because government was not funding research and expediting approval for treatments where there was no profit to be made. This results in unnecessary human suffering and death on a mass scale, with consequent immense social and economic costs.

TruthOnPot.com – Could South Africa be the next country after Uruguay to legalize marijuana? It’s possible, according to iol News, which reported on Wednesday that the country’s National Drug Master Plan has called for an in-depth study on the need for decriminalizing or legalizing the substance.

A South African humanitarian and marijuana activist whose cultivation case was recently thrown out of court has been missing for more than 72 hours under suspicious circumstances.
Peter Charles Freeman of the family Miller has been well known as a cannabis and industrial hemp activist in South Africa for a number of years.
Peter was arrested on Friday, February 18 for cannabis cultivation, after which his case was thrown out when he claimed his human rights, using the book The Report.
He told his wife on Tuesday, February 22 that he was under the impression that "somebody wanted to stop him" from his efforts to decriminalize marijuana.

Five people found guilty of drug dealing and operating a dagga lab from a Durban North home want their convictions set aside on the basis that their legal representative had been “incompetent”.
Tracy Anne Pretorius, her boyfriend Tyrone Hofland, Travis Bailey, Bonzile Chutshela and Senzele Dlezi were all convicted of dealing in dagga in November 2011.
Magistrate N Kathrada found that while the State’s case had been circumstantial, the defence had not put up evidence to gainsay it as the five had not testified.
The five were arrested in October 2011 following a raid at Pretorius’s Briar Lane home, where 44kg of dagga worth an estimated R2.2 million was found. The dagga was of a more potent strain than the local variety and was being cultivated in a laboratory – in a concealed basement – with a sprinkler system, timers, floodlights, fans and air-conditioning.

In California it has been over a decade since the Compassionate Use Act. Several years since SB420, and almost a year since the California Attorney General's guidelines. We have even had The California Third District Court of Appeal last week issue a ruling reaffirming patients rights to collectively cultivate medical marijuana.
However here in San Diego we still have our leadership debating whether marijuana is medicine. The San Diego DA’s Office and Bonnie Dumanis have stated numerous times that there is no such thing as a legal collective or cooperative, and that anyone who engages in an attempt to cultivate and distribute collectively is obviously in it for profit, "why else would they get in to this activity".

Learning how to get started in the medical marijuana business costs a lot less than an Ivy League education and takes as little as one weekend. Where did we go wrong? asks the health blog of the Wall Street Journal. So far, 60 students have completed two-day weekend sessions in the art and science of the medicinal herb at Oaksterdam University in Oakland, California.
The school prepares students for jobs in California’s medical marijuana industry, teaching them how to cultivate cannabis, cook with it, dispense it and “protect your rights in a police encounter,” among other things. The faculty also teach “which strains are best for various medical conditions.”
“My basic idea is to try to professionalize the industry and have it taken seriously as a real industry, just like beer and distilling hard alcohol,” Richard Lee, a pot-dispensary owner and the school’s founder,” told Associated Press.

Two medical students at the University of Pretoria have been arrested for allegedly growing an illegal herbal remedy in an illicit nursery - their cupboard.
The students, based at the university's health science department, and a friend from Tshwane University of Technology, were bust following a tip-off.
When police raided the Olympus residence behind the Pretoria Academic Hospital, they discovered rows of dagga plants being nurtured in the nursery cupboard which had been converted into a hothouse with specially fitted light bulbs and tinfoil linings.
A further search of the dormitory led to the discovery of dagga being dried between clothes, dagga seeds being grown in cooldrink glasses, while outside on a patio more plants were found.

Sometimes there's a fine line between consent and coercion.
Jack Branson learned that lesson the hard way in October 2004 when officers from the North Metro Drug Task Force knocked on his door.
Would Branson give consent to these officers to conduct a warrantless search of his home in Thornton?
Well, of course he would consent - especially after, as Branson tells it, the dozen or so armed cops explained, in detail, the needless tragedies that would befall his home if they were forced to go through the trouble of returning with a warrant.
In they went.
The police, naturally, knew exactly what they were looking for and quickly seized about a dozen marijuana plants Branson was growing in the backyard.
Charged with felony cultivation and possession with intent to distribute, the 38-year-old Branson, who is in a 20-year fight with HIV, is now facing a maximum six years in prison.
Branson, who had no previous criminal record, claims that a physician named Dr. Cynthia Firnhaber verbally recommended medical marijuana to him in 2002 to help ease his pain.

The main problem for the defense will be Firnhaber. She now teaches in South Africa at the University of Witwatersrand, where she's a specialist in fighting AIDS.
Securing her live testimony in court could prove difficult. Written testimony won't do. And even if they can get her on the phone, a judge would have to allow it.

Paris - Smoking three cannabis joints will cause you to inhale the same amount of toxic chemicals as a whole packet of cigarettes, according to research published in France on Monday.
Cannabis smoke contains seven times more tar and carbon monoxide, the French National Consumers' Institute concluded in research published in the April edition of its monthly magazine.
The institute tested regular Marlboro cigarettes alongside 280 specially rolled joints of cannabis leaves and resin in an artificial smoking machine.

Under the programme, launched in 2003, standardised marijuana is provided by a government-licensed grower under controlled conditions and sold by prescription in pharmacies for use or research.

New York, NY: Pot use is on the rise in Europe, North and South America, Africa and Oceania, while trafficking in marijuana has risen dramatically worldwide, according to a recent report issued by the United Nations Office for Drug Control and Crime Prevention (UNDCP).
There has been "a significant increase" in marijuana trafficking in "every region of the world" since 1999, the report states. "This [increase] is commensurate with the global increase in cannabis use."
The report claims that global seizures of marijuana have risen some 50 percent since 1998, and now total an estimated 4,500 metric tons annually. More than half of all the marijuana seized worldwide was confiscated in North America - primarily Mexico - and nearly one-quarter was seized in Southern Africa. Only five percent of the marijuana seized worldwide was confiscated in the United States, the report said.
Authors of the report noted that cannabis remains the most widely consumed illicit drug in the world, and estimated that 147 million people are regular users of the drug. According to the report, the countries with greatest percentage of marijuana users were Papua New Guinea (29.5 percent), Micronesia (29.1 percent), Ghana (21.5 percent), St. Vincent Grenadines (18.6 percent) and South Africa (18.4 percent).

US Government Says It Will Stop Interfering with Medical Marijuana |
According to this article, US Attorney General Eric Holder has said that states will be allowed to make their own rules about medical marijuana, and that the US federal government will stop raiding medical marijuana dispensaries in California. In the 1990s, several US states passed referendums which allowed marijuana to be used legally for medical purposes. In a referendum, the registered voters vote directly on the proposed law, as opposed to the law being passed by the state legislature. Thus, when these states passed these referendums, it meant that the citizens of these states really wanted medical marijuana to be made legal.
However, in a blatant disregard for democracy and the people’s will, under the Bush administration, the national government refused to accept this law, and carried out raids of the medical marijuana dispensaries.

Their chief concern was that legal medical access would send the message that cannabis is safe. The presidents can, however, lay their safety concerns to rest because the scientific literature overwhelmingly confirms that cannabis is both an effective and safe medicine.
The Cannabis Safety Profile. The journal PHARMACOLOGICAL REVIEWS reports that decades of research prove that, "Compared with legal drugs...marijuana does not pose greater risks." Yet based upon mortality statistics, we can safely conclude that cannabis is one of the safest medical drugs known, for, while prescription drugs, defined as safe by the FDA, kill up to 27,000 and aspirin up to 1,000 Americans per year, cannabis kills 0 per year.
