In reaction to medical cannabis access referendums on the ballots in Arizona and California, former presidents Gerald Ford, Jimmy Carter, and George Bush signed a letter stating that they "categorically oppose'' access to cannabis for its many proven therapeutic uses such as the prevention of blindness and epileptic seizures [1].
Their chief concern was that legal medical access would send the message that cannabis is safe. The presidents can, however, lay their safety concerns to rest because the scientific literature overwhelmingly confirms that cannabis is both an effective and safe medicine.

The HARVARD MEDICAL SCHOOL MENTAL HEALTH LETTER [11] reports the findings of other major cannabis studies:
In three major studies conducted in Jamaica, Costa Rica, and Greece, researchers have compared heavy long-term cannabis users with non-users and found no evidence of intellectual or neurological damage, no changes in personality, and no loss of the will to work or participate in society. ... This paper is dedicated to everyone out there who has been forbidden a safe, natural medicine with a world of benefits far greater than most other medications known to date. It has also proven to be safer than any other alternate medication (including any over-the-counter medications currently available), and most of these alternatives are not even half as useful as this plant. I am talking about the plant which is known by the medical community as Cannabis, which is its rightful name.
These Jamaican studies were largely confirmed by another Carribean study, the 1980 Cannabis in Costa Rica - A Study in Chronic Marijuana Use edited by William Carter for the Institute for Study of Human Issues. Again in this study researchers found no discernible damage to the native population's chronic cannabis smokers. However, alcoholic social problems, evident on neighboring cannabis-free islands, are not found in Costa Rica. And finally, we have the Amsterdam model - which shows a substantial reduction in cannabis consumption among teenagers and a 33% drop in the number of heroin addicts, since they adopted a policy of tolerance and non-prosecution of cannabis and hashish smokers. Their strategy of separating cannabis sales from hard drug dealers by bringing it above ground has been quite successful. (Meiseler, Stanley, "Nothing Works", L.A. Times, August 1989)

It was mentioned in the Portland newspaper that the Oregon Health Division is considering allowing medical marijuana to be used to treat Attention Deficit Disorder (ADD) under the Oregon Medical Marijuana Act. At first glance it might seem counter-intuitive to use a medication that has a public perception of decreasing attention to treat a condition whose primary symptom is a deficit of attention. But just as taking stimulants often calms those with hyperactivity, medical marijuana improves the ability to concentrate in some types of ADD.
Studies of very heavy smokers in Jamaica, Costa Rica, and Greece "found no evidence of intellectual or neurological damage, no changes in personality, and no loss of the will to work or participate in society."(17) The Costa Rican study showed no difference between heavy users (seven or more marihuana cigarettes a day) and lighter users (six or fewer cigarettes a day).(18) In addition, none of the studies involving prolonged and heavy use of medical marijuana have shown any effects on mental abilities suggestive of impairment of brain or cerebral function and cognition.(2)

Cerebral Effects of cannabis use, such as biochemical addiction and the potential for cerebral damage, have been studied at some length. Current advances have discredited earlier claims and offered new insights into natural cannabinoids found in the brain.
Interference with dopamine production is the chemical basis of addiction in the use of alcohol, amphetamines, cocaine, nicotine, opiate compounds, and other powerful addictive substances. Clinical studies show that cannabis is dissimilar to classic addictive drugs in that it does not significantly interfere with dopamine production in the “pleasure centers” of the brain, according to the Office of Technology Assessment after ten years of research. [1]
Jack Fletcher of the University of Texas has been testing the mental skills of heavy long-term cannabis users in Costa Rica for the past 25 years. Studying those who have smoked in the range of ten joints per day for more than thirty years, Fletcher has detected only minor cognitive impairments that fall well within normal ranges. Brian page, an anthropologist from the University of Miami who also took part in the study notes that, “The effects are subtle and sub-clinical.” [14]

Is there. I plan on moving there soon and I have a medical card here in california for my chronic back pain. Don't tell I shouldn't use pot because I've tried every medicine and approach there is. I still go to physical therapy. Just wondering do they have medical marijuana there? I know that it's widely used and widely accepted but is it medical at all? I don't want to smoke gang or trash weed so I'd rather get medical.

I don't know about the laws, although I expect they are very severe on paper. However, all CR laws are severe on paper (you can have your car confiscated for speeding), but as the police can collect fines these things can be negotiated.
I've been to CR about 7 times over the past 7 years and have never had problems getting hold of excellent weed. I know lots of locals, including high school students, and no one seems at all concerned about being caught."

TRENTON BUREAU:
A Senate committee today cleared a measure that would allow medical use of marijuana in New Jersey.
The Senate Health, Human Services and Senior Citizens Committee voted to approve the long-stalled bill by a 6 to 1 margin; two senators abstained.
The bill calls for creating “alternative treatment centers” where people with chronic and terminal diseases would be allowed access to marijuana. Supporters say marijuana is a viable treatment option to alleviate pain in many cases.
“It is the definition of basic human decency that we do whatever we can to ease the pain and suffering of people living with severe chronic and terminal diseases,” said bill sponsor Sen. Nicholas Scutari, D-Union.
“When all other avenues of currently-approved pain relief have been exhausted, we need to give doctors the freedom to prescribe medical marijuana to give their patients a measure of comfort and dignity in the face of their debilitating diseases. This bill is about the most humane, compassionate option for those state residents who have nowhere else to turn in managing their illnesses.”
If ultimately approved by the full Legislature and signed by Governor Corzine, New Jersey would be the 14th state to allow medical use of marijuana.

A new study entitled Marijuana Effectiveness as an HIV Self-Care Strategy, which was released this past weekend in Clinical Nursing Research, indicates that persons living with HIV/AIDS rate cannabis as more effective in treating the symptoms of anxiety, depression, fatigue, diarrhea, and neuropathy than other prescription and over the counter medications.
The study, which was conducted over a two year period and included 775 patients from the USA, Africa, and Puerto Rico, assessed the use of cannabis as a symptom management approach for anxiety, depression, fatigue, diarrhea, nausea, and peripheral neuropathy. 27% of survey participants reported using cannabis for medicinal purposes.
Researchers wrote that cannabis use “was rated slightly more effective than antidepressants for anxiety and depression, Imodium for diarrhea, [over the counter] (OTC) medications for fatigue, and anti-epileptics and OTC medications for neuropathy” while cannabis was rated “slightly less effective for nausea than either prescribed or OTC medications.” Authors concluded that cannabis “is perceived by users as at least as effective as prescribed medications in symptom management.”

As 2014 begins, marijuana advocates are celebrating major legalization events in one Latin American nation and a progressive U.S. state. Activists in favor of cannabis legalization in Costa Rica are certainly encouraged by the current situation in Uruguay and Colorado, and they are longing for the day when they will be able to grow their own stash.
Judging by recent events, however, that day may not arrive anytime soon.

According to the Beckley Foundation’s Global Cannabis Commission Report, marijuana is the most widely used illegal drug in the world. Where is Costa Rica relation to consumption, production and legal status of the world’s favorite and most commonly used illicit drug?
The United Nations Office on Drugs and Crime (UNODC) puts the annual rate of pot smoking among people in Costa Rica between the ages of 12 and 70 at one percent. Compared to marijuana use in far more developed nations, cannabis culture in Costa Rica is just not very prevalent.
Take Canada and the United States, for example; their respective prevalence of marijuana use is 12.6 and 13.7 percent. The prevalence in Mexico is the same as in Costa Rica: just one percent; although the powerful drug cartels in that country deal in massive amounts of it.

A new movement wants to make the use of marijuana legal in Costa Rica. They are hoping a big protest on April 20 will get the government to change the law.
The facebook group “Si a la legalización de la marihuana en Costa Rica” wants to legalize marijuana in Costa Rica through a protest held at the Plaza de la Democracia in San José on April 20.
Similar marches for legalization of marijuana will also take place on the same day in England, Venezuela, the Netherlands and the United States. The organizers are also planning another event for May 7.

Costa Rican President Laura Chinchilla has added her voice to the rising clamor for discussions on drug legalization as an alternative to the current state of affairs, in which Central American nations see themselves as increasingly threatened by the illicit drug trade. The discussion should go on even if the US opposes it, Chinchilla said.
"If we keep doing what we have been when the results today are worse than 10 years ago, we'll never get anywhere and could wind up like Mexico or Colombia," Chinchilla said in San Jose Wednesday in remarks reported by Bloomberg Business News. There needs to be a "serious" discussion of legalization even if the US disagrees, because Central American nations are "paying a very high price" and "we have the right to discuss it," she added.

The presidents of Costa Rica and Guatemala on Sunday showed themselves to be good little obedient Drug Warriors, rejecting a recommendation from a committee of former Latin American presidents and other former world leaders to legalize marijuana in an effort to help stem the violence caused by organized crime in Central America.
Costa Rican President Laura Chinchilla (yeah, that's really her name, man) and her Guatemalan counterpart President Álvaro Colom met over the weekend in San Jose, reports Andrew OReilly at Latin America News Dispatch, where they agreed to claim that last week's proposal by the Commission on Global Drug Policy to decriminalize marijuana "would not work," and would be just an ever-so-icky thing to boot.

US Government Says It Will Stop Interfering with Medical Marijuana |
According to this article, US Attorney General Eric Holder has said that states will be allowed to make their own rules about medical marijuana, and that the US federal government will stop raiding medical marijuana dispensaries in California. (See article “Can Marijuana Help Rescue California’s Economy?”at this link)
In the 1990s, several US states passed referendums which allowed marijuana to be used legally for medical purposes. In a referendum, the registered voters vote directly on the proposed law, as opposed to the law being passed by the state legislature. Thus, when these states passed these referendums, it meant that the citizens of these states really wanted medical marijuana to be made legal.
However, in a blatant disregard for democracy and the people’s will, under the Bush administration, the national government refused to accept this law, and carried out raids of the medical marijuana dispensaries.

This mind altering drug goes by other names as well; names such as weed, pot, joint, blunt, hash and mary jane are quite common among users. Cannabis is a plant that contains a chemical called cannabinoids or cannabinolidic acids.
Another substance that is found in cannabis is THC, or Tetrahydrocannabinol, which gives the users that “high” sensation. When speaking of marijuana, the actual substance used in creating the high feeling comes from the leaves and flowering tops of the cannabis plant. Marijuana is considered to be a schedule 1 controlled substance today, because of the THC, which can be highly potent, depending upon the concentration factor of the THC.

1. Since 1996, twelve states have legalized medical marijuana use: AK, CA, CO, HI, ME, MT, NV, NM, OR, RI, VT, and WA. Eight of the twelve did so through the initiative process. Hawaii's law was enacted by the legislature and signed by the governor in 2000, Vermont's was enacted by the legislature and passed into law without the governor's signature in May 2004, Rhode Island's was passed into law over the governor's veto in January 2006, and New Mexico's legislation was signed into law by Governor Bill Richardson on April 2, 2007.

Costa Rica is a country in

In 2007, the Costa Rican government announced plans for Costa Rica to become the first carbon-neutral country by 2021. According to the New Economics Foundation, Costa Rica ranks first in the Happy Planet Index and is the "greenest" country in the world.

Law Enforcement:
If the cops see you smoking it they will bust you, but they will gladly take 10-20 bucks and let you go.
Where to buy marijuana:
I was there for quite some time and ended up with a really good hookup who goes by Shadow. If you go to any of the clubs in town after 10 or 11 at night you will surely be propositioned. They push coke really hard because they make more money on it but if you just want smoke most will have that too. If you don’t want to go to the clubs you can walk down the sidewalk by a restaurant called planet food.
There are a couple of darker guys that hang out on the corner there after dark. If you look like you smoke they will ask you. If they don’t just ask them.
Marijuana Prices:
When I first got there I was paying $30 for a quarter from the sidewalk guy. Got him down to 20 after a few times though. Once I met my friend shadow I could get an ounce for 50.
