Our info is that cannabis (kanabis)
medicine in Israel is dispensed thru a state-run, discreet, successful and expanding medical cannabis distribution center, known by it's acronym - MECHKAR.
The center is a
Tel Aviv medical clinic which gives out the drug in
small, controlled quantities when a patient presents
their license.
They also offer cannabis training; teaching people how to use "pot" [medicine] — how long to inhale smoke or vapor, how to administer sublingual drops, or how to ration out a "pot cookie" [or other medible].
Cost(s):
For the first year and a half growers gave cannabis to patients for free, though it soon became clear this was an unsustainable approach.
Finally, the Ministry of Health decided to charge all medical cannabis patients a $100 flat monthly fee, regardless of the amount of cannabis they consumed. This system remains in place today.

Very small scale of legal usage of medicinal cannabis.
Cannabis for recreational purposes is illegal, and even the smallest amounts may lead to an arrest. Up to 15g of marijuana or hash may end up with an interrogation in the police station, but no major acts against the user.
Above 15g will lead to having a police record and is treated as non-personal use.
However, personal use is relatively decriminalized with little to no penalties for convicted first time violators.

Marijuana is in Schedule IV of the Single Convention on Narcotic Drugs, making it subject to special restrictions. Article 2 provides for the following, in reference to Schedule IV drugs:
A Party shall, if in its opinion the prevailing conditions in its country render it the most appropriate means of protecting the public health and welfare, prohibit the production, manufacture, export and import of, trade in, possession or use of any such drug except for amounts which may be necessary for medical and scientific research only, including clinical trials therewith to be conducted under or subject to the direct supervision and control of the Party.
This provision, while apparently providing for the limitation of marijuana to research purposes only, also seems to allow some latitude for nations to make their own judgments. The official Commentary on the Single Convention indicates that Parties are expected to make that judgment in good faith.

Legislation:
Marijuana is illegal in Israel. Period, paragaph, end of discussion.
Smoking Marijuana is a criminal offence, although for small amounts, a good criminal lawyer can get you out of trouble fast.
Law enforcement:
Very slack.
I smoked in bars, on the street, on campus, etc. Unless you’re doing something else, don’t expect a hassle from the police. They’re too busy looking for terrorists to worry about an American smoking a spliff. If you have a whole bunch on you and have a legal run in you might have some problems though.
Where to buy marijuana:
Tough call, hang out at “Crack Square” at night and ask the kids. It’s near the Sbarro, across from the “Coffee Bean” on Jaffa Street. You’ll know it when you see it. I wouldn’t give my money to any kids to “go and get it” though….
Marijuana Prices:
100 shekels ($25) should get you about 4 grams.
Don’t expect anybody to cut you a deal if you buy in bulk either. Most people won’t sell any less than this.
Marijuana brands:
Hash, hash, hash, and more hash. Its everywhere and not too hard to find once you know your way around. Expect to pay around 100 shekels ($25) for about 4 grams. Nobody has scales, so it all depends on your sources eyeball. You’re not going to find any decent weed to smoke. In a year there only twice did I see weed. Once my room mate bought a bag of seeds that had a little bud in it (or at least that’s what it looked like). Another time people wanted 130 shekels ($33) a gram for some pretty decent nugs.

The hash is actually pretty good. Everybody smokes hash melted into cigarette tobbaco. Don’t smoke with an Israeli in their “water bong”. It will be a bent over, melted coke bottle, with black water, packed up with hash/tobbacco mix…YUCK!!! Maybe you’ll get lucky and find some stuff that Israeli backpackers have brought back from India…goooooood stuff =)

Legislation:
Marijuana and Hashish are illegal and so is any related action (buying, selling, growing, smoking). Cannabis is not decriminalized in Israel, but almost every other person smokes it. the enforcement is not strict at all, you can light up a joint in a lot of bars around town as many people do all the time. if you go out at night, you will see someone lighting a joint at one point, while most people smoke Hash (Ha-Shish) as its readily available, its also possible to find some high quality weed (grown indoor) if you meet the right people
Law enforcement:
The police usually ignore marijuana smokers, but will probably arrest you if you got into any other kind of trouble and were carrying pot.
The police is trying to catch the distribution line such as people who run grow operations rather than bust small timers who are just smoking or carrying small amounts, although if you are caught with a small amount most odds are that you will spend a night in a police station and then they will release you with a warning… it happened to the best of us here … sitting in a park smoking a joint then an undercover cop comes to you and asks you to come with him to the station. make sure that you are always lighting up in areas where you have seen other people lighting up before you. don’t be the brave one.
Where to buy marijuana:
If all you are after is a piece of hash so you can make a small joint basically all you need is to find someone kind enough with a joint and ask them for a “Boof”, that is the Hebrew word for small piece of hash… if your lucky you will get a Boof for free, or if youre even luckier you will be able to buy some from them, if you try a few people and you become friends with someone, they will offer to get you something if you leave them a small piece in exchange. They will show you the best stoner friendly places and will introduce you to tel-aviv’s hidden gems.

in Israel they use the metric system, so everything is measured in grams :
A gram of Hashish – should cost ~100shekels
A gram of good hydro – 100-120 shekels (in Jerusalem it could also be 140-160shekels)
Marijuana brands:
In recent years hashish imported from egypt or lebanon has been on the decline and it has now become very difficult and very expensive to source any hash in Tel-Aviv, the entire scene has pretty much switched to indoor grown weed, and you can find different strains depending on availability and who you know. generally a gram of good weed can cost 100 shekels ($25-$30) and there is a chance of scoring even some top shelf quality.

Marijuana and hash are very common in Israel generally, and in the Tel Aviv area in particular, where if you want to go to a party all you need is to go to any mailbox and read the many party fliers that are often even divided into joint filters so if you aren’t interested in a party u can at least roll something for your pleasure… The only problem in smoking in Israel is that it is still (formally) considered illegal, so you will not be able to buy it in a shop but if you’ll hang around enough you’ll know where to find it. Beware of undercover cops and there are plenty of them.
One of the signs to recognize an undercover police car is the license plate that mostly ends with 00 (ex: 99-764-00). But don’t be afraid for being caught cause of saying marijuana in the street. People in Israel are very open-minded about weed, and some parties in the parliament are now working on marijuana legalization.
Now a little about smoking in Israel and the quality:
The hash here is great I must say and even there are many kinds of it and you can really enjoy it. The Jaras here is a more difficult to find but still not impossible. Considering that weed is not legalized here the prices are really good. For example 8 grams of weed (matchbox) will cost 50 shekels (local money) that is about 10$ so the prices are not bad.
50 grams of weed will cost 200 shekels (for now 1$ = 4.50 shekels), so again a really good price 50 grams for 45$. Hash costs about 100-150 shekels for approximately 10 grams (called a “finger” – “eatzba” or “tulla”).
And after you bought your weed I suppose you will want to smoke it…
The most popular way of smoking here is Bongs that are working like hookahs, but smaller and more comfortable. A bong you can buy almost in every kiosk, for really nothing so don’t worry, I think the people in the kiosk will even explain you how to use it. Tel Aviv is full of 24-hour kiosks that sell cigarettes, booze and a wide variety of after hour products ranging.
They are usually safe to ask about smokables. Of course they don’t sell it themselves but might lead you in the right direction. Still always remember to be the final judge of who you ask and how you ask it.

While the U.S. government was busily denouncing medical marijuana as some sort of “drug legalizer” conspiracy, one of America’s closest allies in the world quietly set up a medical marijuana program. Israel’s medical marijuana program has gotten virtually no press in the U.S., but this Jerusalem Post article from a few months ago has some of the basics.
Medical marijuana access is restricted to a handful of indications such as cancer, HIV/AIDS, and Crohn’s disease, and to patients for whom conventional medicines have failed. This week, Dr. Yehuda Baruch, who runs the program, told me that a total of 222 patients have gotten government approval to use medical marijuana, with 113 actively in the program at present.
Israel, of course, is one of America’s closest allies, with both President Bush and Democratic candidate Barack Obama regularly speaking of America’s “special relationship” with that small nation. But perhaps Drug Czar John Walters thinks that Israel, too, is part of the conspiracy to “fool” the public into thinking marijuana is medicine.

Marijuana and hash are very common in Israel generally, and in Tel Aviv in particular. some party fliers you find in bars and restaurants are even perforated into roaches so even if you aren't interested in a party you are at least more equipped. Most people in Israel are relatively open-minded about weed; some political parties in the
Israeli parliament now support some form of marijuana legalization. The pro-cannabis legalization party, "Ale Yarok" (i.e. "Green Leaf"), although they haven't reached the election threshold yet, gain a lot of support from young people, especially students.

For a country that was never that big on tolerance, Israel is proving to be a pioneer in medical marijuana research. To be more precise, the country’s decision to grow medical marijuana with an extreme CBD to THC ratio is commendable to say the least. CBD (Cannabidiol) is a substance found in marijuana, which has anti-inflammatory characteristics. In fact, the effect of this particular substance is quite specific as it can be used to treat rheumatoid arthritis, liver inflammation, diabetes and heart conditions. SAFED, Israel (AP) — Moshe Rute survived the Holocaust by hiding in a barn full of chickens. He nearly lost the use of his hands after a stroke two years ago. He became debilitated by recurring nightmares of his childhood following his wife's death last year.
"But after I found this, everything has been better," said the 80-year-old, as he gingerly packed a pipe with marijuana.
Rute, who lives at the Hadarim nursing home outside of Tel Aviv, is one of more than 10,000 patients who have official government permission to consume marijuana in Israel, a number that has swelled dramatically, up from serving just a few hundred patients in 2005.

N.J. Senate approves medical marijuana bill -

TRENTON BUREAU:
A Senate committee today cleared a measure that would allow medical use of marijuana in New Jersey.
The Senate Health, Human Services and Senior Citizens Committee voted to approve the long-stalled bill by a 6 to 1 margin; two senators abstained.
The bill calls for creating “alternative treatment centers” where people with chronic and terminal diseases would be allowed access to marijuana. Supporters say marijuana is a viable treatment option to alleviate pain in many cases.
“It is the definition of basic human decency that we do whatever we can to ease the pain and suffering of people living with severe chronic and terminal diseases,” said bill sponsor Sen. Nicholas Scutari, D-Union.
“When all other avenues of currently-approved pain relief have been exhausted, we need to give doctors the freedom to prescribe medical marijuana to give their patients a measure of comfort and dignity in the face of their debilitating diseases. This bill is about the most humane, compassionate option for those state residents who have nowhere else to turn in managing their illnesses.”
If ultimately approved by the full Legislature and signed by Governor Corzine, New Jersey would be the 14th state to allow medical use of marijuana.

A new study entitled Marijuana Effectiveness as an HIV Self-Care Strategy, which was released this past weekend in Clinical Nursing Research, indicates that persons living with HIV/AIDS rate cannabis as more effective in treating the symptoms of anxiety, depression, fatigue, diarrhea, and neuropathy than other prescription and over the counter medications.
The study, which was conducted over a two year period and included 775 patients from the USA, Africa, and Puerto Rico, assessed the use of cannabis as a symptom management approach for anxiety, depression, fatigue, diarrhea, nausea, and peripheral neuropathy. 27% of survey participants reported using cannabis for medicinal purposes.
Researchers wrote that cannabis use “was rated slightly more effective than antidepressants for anxiety and depression, Imodium for diarrhea, [over the counter] (OTC) medications for fatigue, and anti-epileptics and OTC medications for neuropathy” while cannabis was rated “slightly less effective for nausea than either prescribed or OTC medications.” Authors concluded that cannabis “is perceived by users as at least as effective as prescribed medications in symptom management.”

Israel’s Biggest Medical Marijuana Company a Model For Industry

In Hebrew, Tikkun Olam means “repairing the world.” The philosophy behind the phrase is idealistic, but the leading Israeli medical marijuana company appears to be trying its best to deliver on that goal.
Tikun Olam was founded in 2006 with the goal of getting medical marijuana to those that needed it (sick people), at no cost. The company is licensed by the Israeli government (which has made medical marijuana federally legal, with tight restrictions) to grow marijuana and distribute it to the nation’s hospitals, clinical research teams, and, of course, to the country’s registered patients.
The company projects an image of scientific research and public service, and has the history to back it up. Tikun Olam has initiated programs encompassing individuals from pediatric late-stage cancer patients to the elderly, and addresses a multitude of physical and psychological ailments that, they believe, can be helped with the educated use of medical marijuana.

There are plenty of companies out there, in the U.S. and abroad, that are taking a more professional approach to the industry; but few have led by example. Tikun Olam breaks from the pack with services such as giving its patients detailed guidelines and recommendations on how to ingest the medicine via literature and a brick-and-mortar “instruction center” in Tel Aviv.
The company works very closely with regulators, supplying and supporting the largest government-run hospital (Sheba Medical Center), and executing PR campaigns reminding the world that Israel is a global leader in science, medicine, and technology — not simply a war-torn nation. On the latter note, the company works towards its eponymous philosophy, too. Tikun Olam has attempted to partner with humanitarian organizations to get its products into the hands of Palestine’s ill. The success of this appears uncertain, though, due to cultural attitudes towards marijuana in the region.
How it works |
For Tikun Olam’s 4,000+ patients, the company runs its business according to the government’s efficient, logical system. Patients pay a $100 monthly membership fee that is not tied to any specific quantity of marijuana. For first-timers, there is a mandatory $40 fee for a tutorial on how to properly consume marijuana. Sick children receive their medication for free.
The company, led by white coat-wearing scientists and agronomists in addition to caregiving nurses and doctors, cultivates a wide variety of strains and manufactures various forms of consumable cannabis. There are high-THC content strains for severe pain relief, and anti-inflammatory CBD strains with no psychoactive effect. Patients can obtain flower, edible and even pill forms of the meds.

Medical marijuana is estimated to be a $40 million industry in Israel, and research conducted there has helped fuel America's own medical marijuana business, which is expected to be worth more than $2 billion this year alone.
The legality of medical marijuana is determined on the state level in the U.S., but it's legal nationally in Israel.
That country's largest medical cannabis supplier, Tikun Olam, was started by businessman Tsachi Cohen in 2006 as a philanthropic, private company aimed at delivering marijuana to sick patients for free. Cohen received the first license to grow marijuana from the Israeli Ministry of Health in 2007.
Following initial success with Israeli hospitals, the company is now appealing to Israeli, Palestinian, and international organizations in an effort to bring medical marijuana to sick children who receive medical care not only within Israel, but under the Palestinian Authority as well.
Unlike in Israel, there is still a major stigma about marijuana as medicine in Palestine.
"Currently, we have a qualified Arab-Israeli male nurse that is fluent in Arabic, and we are also treating a number of Palestinian children from Ramallah and Gaza that have cancer and are hospitalized in Israeli hospitals," Eran Rise, spokesman for Tikun Olam, told CNBC.
Sheba Medical Center is unique in that it's a government-run hospital, where patients consume THC and Cannabidiol (CBD) oil as well as cannabis pills on-site.
Tikun Olam has about 4,000 patients, or about 30 percent of Israel's medical marijuana recipients. The company has 60 employees including nurses, doctors, researchers and agronomists.
Most patients pay Tikun Olam $100 per month for medical cannabis, who also pay a one-time fee of $40 for a tutorial on how to properly use the cannabis. Those prices are determined by the Israeli Ministry of Health, which issues licenses for qualified patients to receive the marijuana. The $100 is a service fee, not dependent on how many grams of marijuana a patient receives.
For children with cancer, the cannabis is free.
Though Tikun Olam has seen success in treating Arab and Jewish patients with marijuana in Israel, it has yet to find a partner to help it do the same in the Palestinian Authority.
The company is now appealing to Doctors without Borders and Physicians for Human Rights (PHR). Tikun Olam has high hopes for Zvi Bentwich, former chairman and current board member of PHR.

Medical marijuana transforms into big business in Israel |
"I issue 40 new prescriptions every month, with an average prescription calling for 100 grams per patient per month," boasts Dr. Yehuda Baruch, the head of the psychiatric hospital "Abarbanel" in Bat Yam. Baruch is also the Health Ministry's point man for medicinal marijuana prescriptions.
At the Hadassah Ein Kerem hospital's Bone Marrow Transplantation department, patients including children and babies are treated using drops of oil derived from Cannabis. "It has no side effects and is largely effective in treating patients," said department chief, Professor Reuven Or. "I would say it is effective in 80 percent of patients, which is a lot."
Professor Or continued, "It stimulates the appetite and minimizes nausea and vomiting, which is of great importance in Oncology. It also has anti-inflammatory properties, which helps in cases of infection or inflammation caused by radiation.
Along with this, Cannabis eases the coping process for patients - it improves their morale and lowers depression, and these are important parameters for patients battling disease."
Half of the patients being treated with Cannabis are Oncology patients, while about a quarter suffer from chronic pain.
"I live with interminable pain that reaches level eight to nine (ten is considered the highest pain level)," said Benny.
"Smoking Cannabis allows me to talk to you and sound coherent even if I haven't slept all night," she continued. "Cannabis is a multipurpose drug that should be included in the public health basket. Its use significantly decreases the use of other drugs, which is cost-effective for the state.
Cannabis improves all patients' functioning, and we are not just talking about relief from symptoms but also about a certain form of therapy."
Several weeks ago, Benny established an organization to advance the use of medicinal Cannabis. "I see this as my mission," she said.
In the mean time, Golan-Gild plans to open three "mercy centers," as he calls them, in Jerusalem, Tel Aviv and Ra'anana. There patients can not only smoke joints, but also - for an additional fee - participate in yoga and Pilates classes and receive training on how to use the Cannabis properly.
Light years away from all these initiatives, in a small simple Tel Aviv apartment, the "Tikkun Olam" group continues to distribute Cannabis for free and insist that patients must not pay for it out of their own pockets.

ISRAELI GOVERNMENT APPROVES GUIDELINES FOR MEDICAL MARIJUANA
| Cabinet Agrees on Arrangements and Supervision of Marijuana Supply in Medical Centers and for Research; 6,000 People in Israel Currently Treated With Medical Cannabis.
The Israeli government approved on Sunday arrangements and supervision regarding the supply of cannabis for medical and research purposes.
A statement from Prime Minister Benjamin Netanyahu's media adviser said "the Health Ministry will - in coordination with the Israel Police and the Israel Anti-Drug Authority - oversee the foregoing and will also be responsible for supplies from imports and local cultivation."
Of approximately 6,000 Israelis currently being treated with medical cannabis ( aka medical marijuana ), most suffer from chronic pain and terminal illnesses. The therapeutic potential of cannabis has been known for many years and is recognized by the Health Ministry.
But many patients - such as sexual assault victims suffering from post-traumatic stress disorder ( PTSD ), who have been recommended psychiatric treatment with medical cannabis - encounter bureaucratic obstacles.

Israel Moves to Allow Export of Medical Marijuana

Israel is known for it’s medical marijuana research and may finally be allowed to export the plant, if some Israeli lawmakers have their way. The Israeli Ministerial Committee on Legalization gave the initial green light for the export of medical marijuana this past Sunday.
According to the Reuters report, the official who introduced the legislation, Yoav Kisch, says it will help Israel’s agricultural industry. He also adds that the bill defines, for the first time, the whole field of medical cannabis and allows regulating its export.
Israel is well-known for it’s cannabis research. Dr. Raphael Mechoulam, nicknamed “The Father of Cannabis”, is organic chemist and professor of Medicinal Chemistry at the Hebrew University of Jerusalem in Israel.
Dr. Mechoulam is hailed as the first person to isolate and synthesize tetrahydrocannabinol, better known as THC.
The country of Israel is a world leader in medical cannabis research, despite its small pool of medical patients. About 23,000 people have medical marijuana permits from the Israeli Health Ministry, and there’s only nine licensed suppliers to service the country. Estimates have Israel’s marijuana market topping at $15 million to $20 million.
In contrast, America, has a massive market. Now that 28 states have legalized medical marijuana – and eight of those states have gone recreational, some estimate the American cannabis industry could reach up to $50 billion by the year 2027.
Many officials are expected to support the new proposal, however, it could take months for the bill to pass though the Israeli government, called the Knesset.

Gone to pot: Israel becoming world leader in medical marijuana

Israeli universities and start-ups leading research for a purified form of the drug, as trend towards legalization continues worldwide. With its moat, wall, barbed wire, armed guards and security cameras, the facility could be mistaken for a military base if it weren't for the pungent odor of marijuana in the air.
Here, on the outskirts of a quiet village in northern Israel, 50,000 plants of 230 varieties grow at the country's second-largest medical cannabis plantation.
"For cannabis, we are in the promised land with a good climate, 300 days of sunshine each year and perfect levels of humidity," said Tamir Gedo, head of BOL Pharma, a company authorized by the Israeli health ministry to grow and distribute medical cannabis.
The recreational use of cannabis is illegal in the Jewish state, but for the past 10 years its therapeutic use has not only been permitted but also encouraged.
Last year, doctors prescribed the herb to about 25,000 patients suffering from cancer, epilepsy, post-traumatic stress and degenerative diseases. The purpose is not to cure them but to alleviate their symptoms.

Medical Marijuana Inhaler Coming to Israel

(JTA) — Teva Pharmaceutical Industries of Israel will market and distribute a cannabis inhaler in the country, becoming the first major medical company in the world to do so.
Teva signed an agreement to exclusively market and distribute the inhaler developed and manufactured by the Tel Aviv-based company Syqe Medical, the companies said in a statement Monday.
Syqe said it was the first time that a major global pharmaceutical company would market a medical cannabis product, according to The Times of Israel. The inhaler has been used at the Rambam Hospital in Haifa.
Israel’s Health Ministry was expected to approve the device for use by patients at home by 2017.
“Teva Israel is entering the field of medical cannabis out of a deep commitment to patients coping with pain, which is one of the company’s core therapeutic areas,” said its CEO, Avinoam Sapir, according to The Times of Israel.

Israel Is High on Medical Marijuana

JNS.org – Google CEO Eric Schmidt believes Israeli entrepreneurs succeed because they challenge authority, question everything and don’t play by the rules.
“The impact of the Israelis on science and technology is immense, so that’s why I’m here and why I’m investing here,” he told a large crowd at Israel’s Weizman Institute in 2015.
Schmidt’s statements not only apply to Israel’s high tech businesses and start-up companies, but also to its budding medical marijuana industry. From organic chemists to entrepreneurs, nearly everyone in Israel’s field of medical marijuana attributes at least a part of their success to Israel’s culture of rule-bending and not taking “no” for an answer.
In 1964, Professor Raphael Mechoulam of the Weizmann Institute showed up at a nearby police station, asked for a bag of hashish for academic research. Mechoulam left that station with a five-kilo bag of marijuana stuffed in his sack and took a public bus back to the lab, confusing other passengers with the fragrant smell coming from his case.
“It turned out we had broken the law because it was the minister of health who had to approve these things,” said Mechoulam, now 85. He went to the Health Ministry, apologized, had coffee with some of his students there, and went on with his research. The incident was dismissed, and with that original bag of hashish, Mechoulam discovered Tetrahydrocannabinol (THC), the psychoactive component of cannabis.

The farm, inland from Caesarea and deep into agricultural Israel, looks similar to others along these little-used roads. But take a second glance. Rather than naming the site, signs warn that dogs patrol the area. High walls enclose the farm and only the curved roofs of its greenhouses are visible from outside. A ditch, muddy from recent rains, encircles the site’s sole entrance, which is topped by security cameras.
Step inside—if you have a police permit—enter one of the greenhouses, and all becomes clear. The aroma wafting off the rows of leafy plants hits like a tsunami.

Israel: Pharmacies to Provide Medical Marijuana
| JERUSALEM — Medical marijuana preparations will soon be available in Israeli pharmacies, a Health Ministry representative announced Monday.
In conjunction with the plan, government officials also intend to license additional physicians to prescribe cannabis therapy.
Medical cannabis will be “prescribed and monitored by the same standards as other medications,” the agency says.
The Israeli government has authorized the limited production and distribution of marijuana as a medical treatment since 2011.

Why is Israel cracking down on medical marijuana?

This trend, which contradicts growing global trends and public debate in Israel, has led many to question whether the Health Ministry is colluding with pharmaceutical companies.
For Eitan, 25, medical cannabis is nothing short of a miracle. He's been using it for quite some time now to combat the nausea, vomiting, excruciating pain and weight loss caused by the pancreatic cancer he suffers from. "Without the cannabis, I honestly cannot function," he says.
But very soon, so it appears, his nightmare could come back to haunt him. "My permit is set to expire in a few weeks, and the hospital isn't going to re-approve it because they've been instructed to cancel permits," Eitan says. "Without medical cannabis, my life will become hell. I'm already dealing with a serious illness, so why make turn my life into a nightmare?"
On taking up his position as director of Ichilov Hospital at Sourasky Medical Center in Tel Aviv last week, former Health Ministry director general Prof. Ronni Gamzu sent out a memo concerning the dispensing of medical cannabis at the institution.
In an email to doctors and nurses, he noted that prescriptions for medical cannabis would be given only to patients with terminal cancer, and only following consultations with pain specialists, oncologists and the approval of the director of the hospital's Oncology Ward.
Gamzu's memo also instructs doctors to consider revoking the permits of patients who come to the hospital's pain clinic already in possession of a prescription for cannabis.
The clinic at Ichilov thus joins a list of other pain clinics around the country that are making it very difficult for patients to begin treatment with medical cannabis or renew their existing permits. This trend, which goes against the grain in relation to the growing trend elsewhere in the world and the public debate in Israel, is a continuation of the policies promoted by the Health Ministry during the last government. Contrary to the testimonies of the patients, the hospitals prefer to dispense other drugs to combat the severe side effects or chronic medical problems from which thousands of patients are currently suffering.
When the demand rises
According to health system officials, around one million Israelis smoke cannabis; and because cannabis is illegal, they claim, many people are going to the pain clinics "with the purpose of trying to receive permits and make their smoking legal."
Over the past four years, says one health system official, the number of Israelis requesting medical cannabis has increased markedly, with the country now a world leader in terms of the number of requests for prescriptions.
"You have to understand that we have no problem with the use of medical cannabis," says a senior doctor. "We have a problem with people who come to the pain clinics to try to get a permit and thereby create a massive workload at the clinics, which then end up handling only requests for permits. It's unbelievable.

When it comes to medical marijuana, Israel is very much ahead of the curve. In America, medical marijuana is considered by the federal government to have ‘no medical value.’ The sad irony being that the United States government holds medical marijuana patents, grows medical marijuana at the University of Mississippi, and supplies that medical marijuana to four federal medical marijuana patients. Compare that to Israel, where medical marijuana research is conducted above board, and the research is embraced. Recently the Health Ministry in Israel announced plans to expand who can prescribe medical marijuana. Per Haaretz:
"The Health Ministry is to temporarily allow family doctors to provide their patients with prescriptions for medical marijuana. The ministry is trying to deal with the heavy load on pain clinics, the medical units that are allowed today to grant the prescriptions.
The new regulations will allow family doctors to write the medical cannabis prescriptions under two conditions: when it is an extension of an existing treatment, and only keeping to an existing dosage.
There are some 18,000 permits for the use of medical marijuana in Israel today, and this number is expected to grow to some 40,000 by 2018. Demand for medical cannabis in Israel has been rising steadily, and the list of conditions and treatments for which it is authorized has also been growing over time. Recently, medical marijuana was also authorized in the treatment certain types of epilepsy for children, as well as in cases of post traumatic stress disorder, in addition to a long list of diseases and conditions for which patients are allowed to use medical marijuana."
This is a great move by the Health Ministry. Anytime the pool of people that can approve medical marijuana is increased it’s a great thing for patients. I wish more countries would follow Israel’s lead when it comes to medical marijuana, especially the United States. Marijuana is medicine. Proven by the United States government’s patents, cultivation program at the University of Mississippi, and people like Elvy Musikka, a federal medical marijuana patient who lives in my home state of Oregon.

State begins extensive medical marijuana studyects, both good and bad, for cannabis users

The Health Ministry has commissioned a comprehensive study into the effects and effectiveness of medical marijuana. The study, which is being carried out by the Israeli National Institute for Health Policy Research, will track up to 2,000 patients using medical cannabis over a two-year period, Haaretz reported on Sunday.
Medical marijuana treatment has become popular and accepted over the last few years in Israel, with about 15,000 registered users and 50 more approved each week by the Health Ministry. Yet there are large gaps in doctors’ understanding of what happens to patients after they begin using cannabis, which the survey will attempt to fill.
There is great enthusiasm for medical marijuana and many find that their condition can be alleviated by its use, but “there are many things we do not know about it,” Pesach Schwartzman, a professor of medicine at Ben-Gurion University who is leading the study, told the paper.
The study, which is already underway, aims to “do proper research on the effects of cannabis” to treat certain conditions and should greatly expand the knowledge base for doctors and patients, Schwartzman said. Information about positive results and negative side effects, the potential for addiction as a result of treatment and why some people stop their medical marijuana treatments are some of the issues to be addressed by the survey.
According to Schwartzman, some of the negative effects of medical marijuana that he says have been underreported, such as the potential for triggering a psychotic episode in those already preconditioned to mental illness, will be examined by the study.
Israel is generally considered to have one of the most forward-thinking and advanced medical marijuana programs in the world, and much of the major scientific research into marijuana is carried out by Israeli institutions. According to the Haaretz report, there are currently only 20 doctors who are authorized to prescribe cannabis, but that number is expected to rise as the demand for medical marijuana increases.

PhD in Weed: Meet Israel’s cannabis scientist

JERUSALEM — An award-winning professor of medicinal chemistry and natural products at the Hebrew University of Jerusalem, Raphael Mechoulam is a trim gentleman who wears tweed jackets and silk scarves.
He is no slacker. At 82, he still works full-time.
Despite Mechoulam's respectability, his greatest fame stems from two scientific breakthroughs that may earn him a warm welcome among denizens of Israel.
In 1964, he was the first person to synthesize THC, tetrahydrocannabinol, the principal active ingredient in weed. That leap is what has enabled the scientific study of cannabis.
Before him it was all myths and smoke.
Mechoulam is almost universally referred to as the father of research on cannabinoids. (But no, he has never partaken in the stuff, he says.)
In fact, CNN's Sanjay Gupta spent a few days in Mechoulam's lab while researching what became his very public about-face this month on the usefulness of medical marijuana.
In 1992, almost three decades after synthesizing THC, Mechoulam identified anandamide, a naturally occurring human cannabinoid neurotransmitter, (translation: the stuff that makes you feel high when you haven't ingested anything.)
Given the opportunity to name it, Mechoulam turned to the Sanskrit word ananda, meaning supreme bliss.
Parallel to these achievements, Mechoulam has spent the better part of a lifetime trying to secure approval for scientific experiments — only to crash into the disapproval of officialdom.
"An academic lab is an open place," he says, "and to have young people in the lab working with illegal stuff… How can the head of a lab determine whether the kid who is working on it isn't taking a bit under the table?"
When just starting his research, in the early 1960s, Mechoulam found some unlikely allies: the narcs. He had a few friends who were cops: "Someone would say 'hey, could you give him 5 kilos of hash? I know the guy.'"
Et voila: his career was launched.
Mechoulam is still fighting. He recently helped save Israel's groundbreaking medical cannabis program from yet another assault by Health Ministry bureaucrats, who tried in late June to limit the forms and varieties of medical cannabis available at legal clinics.
Among other things, the ministry threatened (but failed) to ban Avidekel, a locally developed strain of cannabis containing less than 1 percent THC, the element that gets you high, and 16 percent CBD, a palliative cannabinoid that has no side effects. In other words, it doesn’t get you high.
The ministry's principal concern was that CBD has yet to be isolated and tested in laboratory conditions, in the way that paracetamol, for example, was tested. "Scientists do not like to work with an unidentified mélange when evaluating a compound," Mechoulam explains.
Dr. Boaz Lev, the ministry's Associate Director General, says "remember that what we all want is the best for these patients, a medication that we know and understand and can responsibly prescribe them."
It is easy to giggle about a bum subspecies of weed like the Israeli-developed Avidekel, but for a child undergoing chemotherapy who hopes to keep going to school, non-narcotic cannabis is no laughing matter.
One medical professional said the ministry was thwarted "because Mechoulam stood beside us and never budged, and in the end they couldn't say no to him."
By any measure, he is one of Israel's most renowned scientists.
His groundbreaking article on the synthesis of THC was published almost 50 years ago, in the Journal of the American Chemical Society. Since then, he has been a recipient of numerous research grants awarded by the National Institutes of Health, in Washington, DC.
An experiment he supervised 15 years ago at Jerusalem's Sha'arey Tzedek Hospital had the remarkable result of diminishing the side effects of chemotherapy on "every single child" who was given TCH in drops, under the tongue. "The nausea and vomiting simply stopped. And when the chemo ended, we stopped the treatment," he recalls.
Despite this, legal complications stemming from illicit nature of marijuana have almost completely prevented ongoing research on the effects of THC on cancer patients.
Mechoulam says this is "tragic." Others in Israel are calling it criminal.
The beneficial effects of cannabis for pain relief and in combating chemotherapy's side effects have long been documented. But now, experiments on cancerous growths themselves, conducted by the Spanish researcher Manuel Guzmán, show outstanding results in reducing the size of tumors in human beings.

Professor Avinoam Reches, a Hadassah Hospital professor of neurology, who as chairperson of the ethics committee of the Israel Medical Association has presided over numerous discussions on the use of medical cannabis, prescribes cannabis to patients with diagnoses known to benefit from its palliative treatments such as Parkinson's Disease and Tourette's Syndrome.
Asked to name any colleagues in the world of Israeli medicine who oppose this use of cannabis, Reches replied "no one comes to mind. I can't think of anyone."
"I use cannabis in routine ways in my patients, according to the directives that are part of the medical consensus," he said, underscoring his practice of prescribing cannabis to long-term patients whose case histories he knows well, and mentioning the wariness he feels towards "people who I have never before met, who come in with specific complaints, asking for cannabis. These people do not always tell the truth," he says, "and have a tendency towards over-use or abuse of the drug."
Reches said he found it "astonishing" that questions presented to the NIH regarding scientific research on medical marijuana are directed to the National Institute on Drug Abuse.
Mechoulam is looking ahead. "Governments," he says, "should set aside the recreational aspects and find a way to allow scientific research to advance."

Peleg directs large-scale cannabis training for the Israeli government’s state-run, discreet, successful and expanding medical cannabis distribution center, MECHKAR. MECHKAR began as a tiny program serving about 1,800 people from 2008-2009. Today, supplied by eight farms located all over the country, the program distributes cannabis to 12,000 patients.
While medical marijuana has been approved in 18 U.S. states, and recreational use in two, U.S. federal law still criminalizes the drug, and its future remains uncertain. In Israel, however, the $40-million-per-year medical-marijuana industry is thriving. And, while research efforts have been continually hindered in the states by the National Institute on Drug Abuse and the DEA, the Israeli government is funding and supporting breakthrough research on the many healing potentials of the cannabis plant.
Likud Party MK Haim Katz, who chairs the Labor, Social Welfare and Health Committee in Israel’s Knesset, said in January that the number of doctors allowed to prescribe medical cannabis would double from nine to 20 by the end of the year. Mimi Peleg’s job is to teach people how to use pot—how long to inhale smoke or vapor, how to administer sublingual drops, or how to ration out a pot cookie.
While medical marijuana has been approved in 18 U.S. states, and recreational use in two, U.S. federal law still criminalizes the drug, and its future remains uncertain. In Israel, however, the $40-million-per-year medical-marijuana industry is thriving.
And, while research efforts have been continually hindered in the states by the National Institute on Drug Abuse and the DEA, the Israeli government is funding and supporting breakthrough research on the many healing potentials of the cannabis plant.
“There was always hash here, but not a pot culture so to speak,” Peleg said, noting that most students arrive at her offices terrified they will hallucinate or lose their minds.
“For them [getting high] is an adverse effect,” she said. “So I tell them what to do if they get too high, how to lower their senses a little bit, how to relax, things to expect, and how long they should expect it to stay in their body—which I tell them is between 45 minutes and two hours—before they’ll have to smoke or vape again.”
Unlike California’s medical marijuana program in which doctors recommend the herb for more mild conditions like headaches, anxiety, chronic pain and difficulty sleeping, cannabis in Israel is reserved as a last option for people with serious illnesses, often near the end of their lives.
Patients must exhaust all available pharmaceutical options and complete a long-winded bureaucratic process before they can access cannabis.
On any given day, somewhere between 10 and 30 people with licenses for cannabis will come through the doors of the MECHKAR facility, made up of a few small rooms at the end of a mental hospital. In addition to training and supplying cannabis to patients, MECHKAR is a mecca for the unprecedented cannabis research.
Doctors from all over the world, including the U.S., arrive in Israel to research cannabis’ wide-ranging medical properties. Current studies are looking at cannabis’ use in the treatment of basal-cell carcinoma, post-traumatic stress disorder, fibromyalgia and Crohn’s disease.
Funding for cannabis research in Israel comes from the Israeli Ministry of Health (MOH) as well as private donors.
Peleg is also the clinical research associate for an ongoing study of MDMA-assisted psychotherapy for PTSD, organized by the Santa Cruz, Calif.-based Multidisciplinary Association for Psychedelic Studies (MAPS). She helped write the abstract for a recent study conducted in Israel to assess the use of cannabis to treat chronic PTSD in 30 Israeli combat veterans, which turned out “promising” results.
The study is currently under peer review in the Journal of Psychoactive Drugs.
“We took 30 combat veterans with treatment-resistant PTSD and gave them cannabis over time, and did testing before during and after,” she said.
Currently, about 200 PTSD patients are approved for medical cannabis in Israel, and Peleg said the number is on the rise.
Peleg said the research results for all of the cannabis studies conducted in Israel have been “overwhelmingly positive.” A recent study conducted on fibromyalgia inspired many patients in a senior nursing home to apply and become licensed cannabis users.
Even the many patients diagnosed with PTSD, a common problem in Israel, must cut through thick red tape. Before they can acquire a cannabis prescription, PTSD patients must work with a doctor for a year and show that all other approved medicines did not work.
Peleg said she has also seen cannabis licenses for phantom pain, anorexia, Crohn’s and fibromyalgia, all of which have psychological components.
For the first year and a half growers gave cannabis to patients for free, though it soon became clear this was an unsustainable approach. Finally, the Ministry of Health decided to charge all medical cannabis patients a $100 flat monthly fee, regardless of the amount of cannabis they consumed. This system remains in place today.
Initially the program provided 100 grams a month to patients, and slowly the amount decreased. Today the average dose per month is about an ounce per patient.
Boaz Wachtel co-founded Israel’s Ale Yarok political party, best known for its work to decriminalize cannabis. For decades he has worked to reform the drug policies of his home country, meeting both successes and failures.
“The cannabis medicalization movement, which I am proud to be a member of … has a lot to do with changing the public's and decision-makers’ perceptions of cannabis and reversing government's propagandistic and false descriptions of what cannabis is in reality,” Wachtel said. “The success of cannabis medicalization on national levels in countries such as Israel, Canada, Netherlands, is pointing to the fact that medical cannabis programs... help the sick and the dying.”

KIBBUTZ NAAN, Israel — It may come as a surprise that the THC — the active element in cannabis — that has been used for investigations by the National Institutes of Health in Washington, DC, was imported from Israel at a time when no American scientist could hope to receive funding for research involving marijuana.
In a 2010 book, Israeli scientist Raphael Mechoulam, who first synthesized THC, recalls how it all began: In the mid 1960s, after a US senator inquired about the safety of his son's pot habit, Dr. Dan Efron, the National Institute of Mental Health’s head of pharmacology, flew to Israel and "took with him the ‘world’ supply of tetrahydrocannabinol [THC] … Much of the early work in the United States in the cannabis field was done with the material that Efron presumably smuggled out of Israel into the United States."
For serendipitous reasons — such as premiere research facilities and leniency toward scientists — Israel has long been at the forefront of cannabis research.
For the last 30 years, it has also been on the leading edge of countries that legally dispense medical cannabis.
The diagnosis of an array of medical miseries such as Crohn's disease, multiple sclerosis and chronic pain grants any citizen the right to buy and use medical cannabis. (Tourists, take note: Recreational marijuana is illegal in Israel. You will not find pot cafés lining the pretty boulevards of Tel Aviv.)
Sikorin, 44, is a chain smoker who sports a short, spiky head of jet-black hair. For many years, she never thought of medicating her patients with cannabis. In fact, the idea troubled her. She was raised in a home where marijuana was "something other people did — misfits, homeless people. It was nothing I ever had anything to do with, or wanted to," she says.
Then she encountered a severely disabled patient, tethered to a feeding tube. The woman screamed constantly in pain and was unresponsive to people or medications. Science’s arsenal of medicines — antipsychotics, L-Dopa drugs and analgesics — had no effect.
The patient's family asked Sikorin to investigate whether cannabis could help, and drew her attention to "Prescribed Grass," a documentary on the medical uses of the drug, by Tel Aviv University researcher Zach Klein.
Today, the patient is quiet and serene. Seated in a wheelchair in front of a TV, she turns when she hears her name, then looks back at the screen.
She is fed with a spoon.
One of the most remarkable facts about Hadarim is that not a single one of its acute care patients is on a feeding tube, a situation almost unheard of in any acute care facility.
Nineteen of its 36 patients are prescribed some form of cannabis.
"I feel like this is a God-given drug that we can give these people," Sikorin says, "but people hearing the word cannabis still react as if it were something from Satan. We face real opposition."
"You know the biggest difference since we started using cannabis at Hadarim?" Sikorin asks, opening her arms to the main lounge. "It is this quiet. You never see something like this in an acute geriatric ward. People wail. They have spasms. They cry out. That's the norm. That's what it was like here, until this heaven-sent drug."

"It's not like we're kids and we're getting high and going out and partying. You take it, you're by yourself usually, you just do it because you want to be in a better place. You don't want to sit and stew in the pain," says Malkah, who has been using cannabis for about two years. "It's natural, it helps, you don't have to fill your body full of chemicals. It's terrific."
More importantly, its use for medical purposes is legal in Israel. Malkah and other registered patients are being prescribed cannabis at the premier medical facility in a country known for its advanced medical care. Israel has the world's highest proportion of registered medical marijuana users -- but the program has been kept under tight control of the Health Ministry. Now, Israel's parliament, the Knesset, is set to vote on a bill that would allow private physicians to prescribe cannabis for their patients.
Health Minister Yael German opposes the measure, making the argument that it would open the floodgates of recreational use: "It would not be unrealistic to assume that there would be patients who would pressure doctors to write them a cannabis prescription for any bump, headache or toothache."
In an October 20 editorial, Israel's respected daily Ha'aretz rejected this argument and actually went one better; he called on the Knesset to also open debate on a bill for general legalization. It states: "The admission by 11 MKs [Knesset members] that they have smoked marijuana or hashish at some point in their lives is a welcome step in that direction."

Medical marijuana advocate Montel Williams was speaking recently in the basement of Washington, DC’s Israel Baptist Church to a group of 150 residents of the neighborhood. The mission of the popular former US talk show host and sufferer of multiple sclerosis? To gain the support of the residents for his plan to open a medical marijuana facility on a nearby street.
Williams, who was diagnosed with MS in 1999, has since been an outspoken advocate of medical marijuana to relieve pain caused by the disease, and uses the drug on a daily basis.
“I had heard from trusted colleagues and advisors that Israel was far ahead of its counterparts in areas of study critical to my condition, from new medicine development to novel treatments using ultrasound technology to medicinal cannabis,” said Williams after his weeklong visit to Israel in October, 2011.
“I was extremely impressed with what I saw, so much so that I plan to seek the advice of some of the practitioners I met as I continue the daily struggle against this disease.”

| The graduate of a master class in pastry making has started a company registered with the Israeli Health Ministry and is now baking cannabis cookies for about 350 patients -- and as of this week, they are kosher for Passover.
Moshe Ichiya, a graduate of the Estella school's master class in pastry making, runs the company Cannabliss in a location he will describe only as being "in the center of the country," reports Mitch Ginsburg at the Times of Israel.
Cannabliss is one of several companies registered with the Health Ministry and is the sole supplier of medicinal marijuana products to the Sharett Institute of Oncology at the Hadassah-Hebrew University Medical Center.
"You see their flyers around the ward," one recent patient said. Patients at Hadassah then call Ichiya.

Dr. Ronni Gamzi, director-general of the Israeli Health Ministry, announced last week that the ministry will establish a unit to produce and oversee the supply of medicinal cannabis. The unit will begin operating in January 2012, to meet an anticipated exploding demand without resorting to imports.
Until now, authorization for the use of medical marijuana has been authorized for individual patients by Dr. Yehuda Baruch, a psychiatrist at the government’s Abarbanel State Mental Health Center in Bat Yam. Currently, medical cannabis is supplied exclusively by local growers to some 6,000 patients authorized by Dr. Baruch, but the number is expected to reach 40,000 in 2016.

Officials decided, based on data gathered by the Health Ministry, to establish a rehabilitation center for patients who have become addicted to painkillers, including medicinal cannabis.
Drug rehabilitation centers aren’t a new concept, but one being built by Israel’s Health Ministry is different: the new facility will help recipients of medical marijuana who had grown addicted to kick the habit.
An undetermined but large percentage of those who are prescribed cannabis as a painkiller have a hard time weaning themselves off it after doctors cease to prescribe it to them, and many of them turn to the illegal drug market to continue smoking pot, Maariv reported on Sunday.

US Government Says It Will Stop Interfering with Medical Marijuana |
According to this article, US Attorney General Eric Holder has said that states will be allowed to make their own rules about medical marijuana, and that the US federal government will stop raiding medical marijuana dispensaries in California. (See article “Can Marijuana Help Rescue California’s Economy?”at this link)
In the 1990s, several US states passed referendums which allowed marijuana to be used legally for medical purposes. In a referendum, the registered voters vote directly on the proposed law, as opposed to the law being passed by the state legislature. Thus, when these states passed these referendums, it meant that the citizens of these states really wanted medical marijuana to be made legal.
However, in a blatant disregard for democracy and the people’s will, under the Bush administration, the national government refused to accept this law, and carried out raids of the medical marijuana dispensaries.

Abstract
Background: The marijuana plant cannabis is known to have therapeutic effects, including improvement of inflammatory processes. However, no report of patients using cannabis for Crohn’s disease (CD) was ever published.
Objectives: To describe the effects of cannabis use in patients suffering from CD.
Methods: In this retrospective observational study we examined disease activity, use of medication, need for surgery, and hospitalization before and after cannabis use in 30 patients (26 males) with CD. Disease activity was assessed by the Harvey Bradshaw index for Crohn’s disease.
Results: Of the 30 patients 21 improved significantly after treatment with cannabis. The average Harvey Bradshaw index improved from 14 ± 6.7 to 7 ± 4.7 (P < 0.001). The need for other medication was significantly reduced. Fifteen of the patients had 19 surgeries during an average period of 9 years before cannabis use, but only 2 required surgery during an average period of 3 years of cannabis use.
Conclusions: This is the first report of cannabis use in Crohn’s disease in humans. The results indicate that cannabis may have a positive effect on disease activity, as reflected by reduction in disease activity index, and in the need for other drugs and surgery. Prospective placebo-controlled studies are warranted to fully evaluate the efficacy and side effects of cannabis in CD.

Many people are at least vaguely aware that government-sanctioned medical marijuana programs exist in Canada and the Netherlands. But few Americans are aware that another of America’s strongest allies, Israel, also has a national medical marijuana program.
And, according to a translation posted by MAPS of a recent article in the Israeli newspaper Maariv, that program is growing.
Three hundred patients are now enrolled, representing a 1,400% increase in new permissions to use medical marijuana in the last two years, according to the paper.
Strikingly, the program includes not only the obvious indications like neuropathic pain or nausea and vomiting related to treatments for cancer or HIV/AIDS, but conditions like post-traumatic stress disorder that are often not included in U.S. medical marijuana laws, though there is reason to believe that marijuana may be helpful for at least some PTSD patients.

Ricks efforts in Israel involved consulting with the Ministry of Health about the possibility of allowing production facilities to sell marijuana to Ministry of Health-approved patients in order to create a sustainable system.
Currently, the Israeli government has only given Golan, and several other producers, permission to give away the medicine they grow, but not to sell it. Rick is hopeful that the Ministry of Health will eventually permit sales of marijuana, but he recognizes that the wheels of bureaucracy turn slowly.
On Tuesday, May 12, 2009, Mike Corral--an experienced medical marijuana grower from the Wo/mens Alliance for Medical Marijuana--arrived in Israel to consult with three different growing facilities on techniques to maximize yield while reducing costs. If you have ever heard of the song, “Lets Go Get Stoned,” as sung by Ray Charles or Joe Cocker, you know the lyrics were referring to getting high or using cannabis aka marijuana. This mind altering drug goes by other names as well; names such as weed, pot, joint, blunt, hash and mary jane are quite common among users. Cannabis is a plant that contains a chemical called cannabinoids or cannabinolidic acids.
Another substance that is found in cannabis is THC, or Tetrahydrocannabinol, which gives the users that “high” sensation. When speaking of marijuana, the actual substance used in creating the high feeling comes from the leaves and flowering tops of the cannabis plant. Marijuana is considered to be a schedule 1 controlled substance today, because of the THC, which can be highly potent, depending upon the concentration factor of the THC.

1. Since 1996, twelve states have legalized medical marijuana use: AK, CA, CO, HI, ME, MT, NV, NM, OR, RI, VT, and WA. Eight of the twelve did so through the initiative process. Hawaii's law was enacted by the legislature and signed by the governor in 2000, Vermont's was enacted by the legislature and passed into law without the governor's signature in May 2004, Rhode Island's was passed into law over the governor's veto in January 2006, and New Mexico's legislation was signed into law by Governor Bill Richardson on April 2, 2007.
