The Movement for Peace and Justice in Mexico

Mexico - Action, The Movement for Peace and Justice in Mexico Mexico > The Movement for Peace and Justice | A new peace movement to end the US-sponsored drug war begins with buses rolling and feet marching from the Tijuana–San Diego border on August 12 through twenty-five US cities to Washington, DC, in September. Named the Caravan for Peace, the trek is intended to put human faces and names on the estimated 60,000 dead, 10,000 disappeared and 160,000 displaced people in Mexico since 2006, when the US Drug Enforcement Agency, Pentagon and the CIA supported the escalation of the Mexican armed forces. "We are dedicated to giving voice to the families of victims of this violence and to publicizing the real costs of this war. We have made it clear that the Mexican state must stop denying its responsibilities, which it does by criminalizing the victims of violence. Instead, it must accept that there are victims, and that it is the Mexican government's responsibility to provide justice and reparations to them. With this in mind, we have asked for a change from the current security strategy to one focused on human security. To these ends, the Movement has organized two "caravans" that have traversed the North and South of Mexico. These actions prompted meetings with the President and Legislature to seek policy alternatives to war. These experiences have allowed us to see first-hand the grave situation we face as a society.

"As part of our quest for peace and justice, the Movement would like to extend to you a cordial invitation to be part of a new endeavor: the US Peace Caravan. This caravan will leave this August from San Diego, CA and arrive in Washington, DC in September. This initiative seeks to promote dialogue with American civil society and its government regarding the following themes: the need to stop gun trafficking; the need to debate alternatives to drug prohibition; the need for better tools to combat money laundering; and the need to promote bilateral cooperation in human rights and human security in two priority areas: promotion of civil society and safety, as well as protection and safety for migrants. The MPJD seeks the support of the diverse array of groups we believe would be interested in promoting and end to, or alternatives to, the aforementioned policies. We believe that the solutions must emerge from within civil society and from a regional dialogue. For these reasons, we invite you to be our counterpart in an exercise of civilian diplomacy that can return peace, justice and dignity to the victims of this war. We hope we will be able to count on your valuable participation as an ally and partner in this historic event."

Mexico - Information Mexico >> Background: Map of Mexico Mexico is a country north of the sub-continent of Central America. Mexico ( Spanish: México, IPA: [mexiko] ), officially the United Mexican States (Spanish: Estados Unidos Mexicanos ), is a federal constitutional republic officially in (part of) North America continent. It is bordered on the north by the United States of America; on the south and west by the Pacific Ocean; on the southeast by Guatemala, Belize, and the Caribbean Sea; and on the east by the Gulf of Mexico. Covering almost two million square kilometres (over 760,000 sq mi), Mexico is the fifth largest country in the Americas by total area and the thirteenth largest independent nation in the world. With an estimated population of over 113 million, it is the eleventh most populous country and the most populous Spanish-speaking country. Mexico is a federation comprising thirty-one states and a Federal District, the capital city. In Pre-Columbian Mexico many cultures matured into advanced civilizations such as the Olmec, the Toltec, the Teotihuacan, the Zapotec, the Maya and the Aztec before the first contact with Europeans. In 1521, Spain conquered and colonized the territory from its base in México-Tenochtitlan, which was administered as the Viceroyalty of New Spain. This territory would eventually become Mexico as the colony's independence was recognized in 1821. The post-independence period was characterized by economic instability, the Mexican-American War and territorial cession to the United States, a civil war, two empires and a domestic dictatorship. The latter led to the Mexican Revolution in 1910, which culminated with the promulgation of the 1917 Constitution and the emergence of the country's current political system. Elections held in July 2000 marked the first time that an opposition party won the presidency from the Institutional Revolutionary Party.

Mexico has one of the world's largest economies, and is considered both a regional power and middle power. In addition, Mexico was the first Latin American member of the Organisation for Economic Co-operation and Development OECD (since 1994), and considered an upper-middle income country by the World Bank. Mexico is considered a and an emerging power. It has the thirteenth largest nominal GDP and the eleventh largest by purchasing power parity. The economy is strongly linked to those of its North American Free Trade Agreement (NAFTA) partners, especially the United States. Mexico ranks fifth in the world and first in the Americas by number of UNESCO World Heritage Sites with 31, and in 2007 was the tenth most visited country in the world with 21.4 million international arrivals per year.

Mexico - status Legal and medical status of cannabis From Wikipedia, the free encyclopedia | Mexico (North America {Central America}) Decriminalized /Illegal | In Mexico, where tens of thousands have been killed in drug war violence in the past seven years, there is no general push to legalize or regulate marijuana for recreational use. Yet, in August 2009, a new law decrminalized a number of drugs, including cannabis, with small quantities of cannabis (up to 5 grams) not prosecuted as crimes. In more liberal Mexico City, a metropolis of 8 million, lawmakers have introduced a measure to allow stores to sell up to 5 grams of pot. Mexico - status Mexico City | Updated: 16/12/2007 | Smoking tolerance level [1= very illegal 5=virtually legal]: 4 | Legislation: The "Codigo Penal" law at "Articulo 195Bis" specify a max. of 250Grams to be considered personal consuming and not to be procecuted. And 5Grams of Hash. But many local laws are in conflict with this federal law. So many states and city's are more "illegal" than others. Law Enforcement: If you are ever caught smoking or carrying grass, do not panic, the police in Mexico city will most surely be willing to come to an arrangement, the only difference in the amount of time they will harass you, and the amount of money they will ask for, this depends on how you treat them. I always recommend being POLITE, CALM, and accepting you mistake and asking them for to help you, they will usually tell you that in order to help you, you must help them in return, meaning they will set a price on your liberty that is always at least double of what you should actually pay, so be clever and talk them in to charging less money, specially if you are tourist. Locals like me, usually pay between 15-30 usd, foreigners may have to pay double. Remember always that even if you are taking you police headquarters, you will end up being released due to the fact that if you are only carrying one kind of drug, and in small amounts, it is not considered a criminal offense.

Where to buy marijuana in Mexico City: Go to Coyoacan, to the big street market on the main squre. There are lot\'s of hippies selling clothes, pipes, etc. Ask around the ones that sell pipes. and also: "As a tourist you will most certainly pay a higher price for your weed, and if you are looking for a easy place to buy a small amount, even if at higher prices (20gr = 20-30usd), try the going to the Zona Rosa, and look for a street called Amberes, most of the guys who will wash cars or take care of them (not offical valets), sell small amounts of pot, in my experience they are only around from 5 to 11pm. Or try Xochimilco, if you are visting this area, ask the locals for a place called Embarcadero de belem, and then ask of the little chapel that is located nearby (1-2 streets away), look for guys that are lurking around selling pot, they will most surely come and offer, prices are good considering the nice quality of the weed, 30grs cost 15USD."

International law

Marijuana is in Schedule IV of the Single Convention on Narcotic Drugs, making it subject to special restrictions. Article 2 provides for the following, in reference to Schedule IV drugs:

    A Party shall, if in its opinion the prevailing conditions in its country render it the most appropriate means of protecting the public health and welfare, prohibit the production, manufacture, export and import of, trade in, possession or use of any such drug except for amounts which may be necessary for medical and scientific research only, including clinical trials therewith to be conducted under or subject to the direct supervision and control of the Party.

This provision, while apparently providing for the limitation of marijuana to research purposes only, also seems to allow some latitude for nations to make their own judgments. The official Commentary on the Single Convention indicates that Parties are expected to make that judgment in good faith. Sinaloa is often called “the cradle of Mexican narco-trafficking,” and Congressman Urias has had enough. “Narco-trafficking has increased, controlled more capital, moved a greater volume of drugs, consumption has gone up, the consequences have gone up, the violence engendered by trafficking has gone up each year,” says Urias. The cause of all this trouble, says the Congressman, of the center-left PRD (Democratic Revolution Party), is not the drugs, but their illegality, and the current policy of prohibition is only making the problems worse. nats88653 | hey im from mexico making mary jane legal in mexico has beeing discused for years, here legal proceses take a wile but buying some is realy easy weather they legalize it or not it will always be easy to get because there are alot of consumers. its not legal yet because many people arent well infored about this plant and just because its illegal people think its bad stuff, ive been a consumer for a wile now and its has never been a problem for me just once because i was smoking on the street

as you have said, police are very corrupt but that makes it easier to consume becouse you wont have many problems, eventhoug you rather mantein out of problems, if you keep your smoking private (not so much ;D) you will not have any problem, and most of all becouse many police men smoke too.. haha ... A press conference to announce the move is set for Monday, and the bill should be filed Tuesday, a day before the Mexican congress goes on vacation. The bill would make medical marijuana available for seriously ill patients. It proposes a system of licensed dispensaries to handle supply. The text of the bill was not available by Thursday afternoon.

"I will introduce the bill on Tuesday," said Deputy Conde, "If marijuana helps sick people, we should not punish them for using it," she said Thursday. Elsa CondeAlternativo is a small party with only four seats in the 500-member Chamber of Deputies, but bill supporters said the measure also has support from some members of the leftist Revolutionary Democratic Party (PRD), at least one member of the Institutional Revolutionary Party (PRI), and may pick up some support from a key member of the conservative governing National Action Party (PAN). The Senate Health, Human Services and Senior Citizens Committee voted to approve the long-stalled bill by a 6 to 1 margin; two senators abstained. The bill calls for creating “alternative treatment centers” where people with chronic and terminal diseases would be allowed access to marijuana. Supporters say marijuana is a viable treatment option to alleviate pain in many cases.

“It is the definition of basic human decency that we do whatever we can to ease the pain and suffering of people living with severe chronic and terminal diseases,” said bill sponsor Sen. Nicholas Scutari, D-Union. “When all other avenues of currently-approved pain relief have been exhausted, we need to give doctors the freedom to prescribe medical marijuana to give their patients a measure of comfort and dignity in the face of their debilitating diseases. This bill is about the most humane, compassionate option for those state residents who have nowhere else to turn in managing their illnesses.”

Archive for the ‘International’ Category In Case there was any Doubt… Tuesday, May 12th, 2009 Posted by elizabeth |   A new study entitled Marijuana Effectiveness as an HIV Self-Care Strategy, which was released this past weekend in Clinical Nursing Research, indicates that persons living with HIV/AIDS rate cannabis as more effective in treating the symptoms of anxiety, depression, fatigue, diarrhea, and neuropathy than other prescription and over the counter medications.

The study, which was conducted over a two year period and included 775 patients from the USA, Africa, and Puerto Rico, assessed the use of cannabis as a symptom management approach for anxiety, depression, fatigue, diarrhea, nausea, and peripheral neuropathy.  27% of survey participants reported using cannabis for medicinal purposes.

Researchers wrote that cannabis use “was rated slightly more effective than antidepressants for anxiety and depression, Imodium for diarrhea, [over the counter] (OTC) medications for fatigue, and anti-epileptics and OTC medications for neuropathy” while cannabis was rated “slightly less effective for nausea than either prescribed or OTC medications.”   Authors concluded that cannabis “is perceived by users as at least as effective as prescribed medications in symptom management.”   ...   Visit - http://safeaccessnow.org/blog/?cat=22.

Mexico - Resources, News; The Politics of the Drug War in Mexico The Politics of the Drug War in Mexico - by Laura Carlsen, Americas Program Posted on: 16/04/2012 | The starting bell rang for the Mexican presidential campaigns on March 30, and the candidates are out of the gates. As the nation faces an unprecedented crisis in levels of violence and lawlessness, one of the big issues is who will have to take the blame for the disastrous war on drugs. More than 50,000 men, women and children have been killed in violence related to the drug war since December of 2006. That was when President Felipe Calderon made the now deeply regrettable decision to launch thousands of army troops into the streets to confront drug cartels.

Almost no one believes the drug war has been a success. In one recent poll, 53% of Mexicans surveyed said that organized crime was winning the war. Their perception is born out by statistics. The same poll, by Consulta Mitofsky and Mexicans United Against Crime, reported that in the five years since the drug war began (2006-2011) crimes have increased 15%, with homicides up 88%, kidnappings 81%, and extortion 46%. According to the US drug report, between 2004-2008, heroin production increased 340% in Mexico. Gender-based violence has also risen dramatically. In the northern border state of Chihuahua, where Ciudad Juarez--already infamous for its femicide rate--is located, assassinations of women rose 1,000% between 2007 and 2010. Chihuahua was one of the first places that the federal government organized a major military operation in the drug war and it continues to have heavy military presence. Yet, far from being safe, its citizens live in fear. Russia - Resources US Government Says It Will Stop Interfering with Medical Marijuana | According to this article, US Attorney General Eric Holder has said that states will be allowed to make their own rules about medical marijuana, and that the US federal government will stop raiding medical marijuana dispensaries in California. (See article “Can Marijuana Help Rescue California’s Economy?”at this link) In the 1990s, several US states passed referendums which allowed marijuana to be used legally for medical purposes. In a referendum, the registered voters vote directly on the proposed law, as opposed to the law being passed by the state legislature. Thus, when these states passed these referendums, it meant that the citizens of these states really wanted medical marijuana to be made legal.
