Medical Marijuana |
Marijuana is one of the most beneficial and therapeutically active substances known to man.
Medical Cannabis refers to the use of the drug cannabis as a physician-recommended herbal therapy, most notably as an antiemetic.
Cannabis has been used for medicinal purposes for approximately 4,000 years. Writings from ancient India confirm that its psychoactive properties were recognized, and doctors used it for a variety of illnesses and ailments. These included a whole host of gastrointestinal disorders, insomnia, headaches and as a pain reliever frequently used in childbirth.
In the 1970s, a synthetic version of THC, the primary active ingredient in cannabis, was synthesized to make the drug Marinol.
Due to the prohibition of marijuana however; it's use as a medicine is restricted. However, recent Canadian government legislation have made it more available to patients. Patients are now able to apply for personal possession and even a limited cultivation license.

Possession of any amount of cannabis is illegal in New Zealand and can result in a fine of up to $500 or even a 3-month prison sentence. Anyone caught in possession of more than 28 grams of cannabis or 100 cannabis joints is classed as a dealer unless s/he can prove they are not.
Medical Cannabis - Health Minister Annette King has stated that she is not "unsympathetic to using cannabis in a medicinal form, but that's different to saying we should let everybody smoke it." Her official position is that more conclusive studies are needed, and a method of regulating dosage is necessary before she support medical access to cannabis.

The Government’s current policy in relation to drugs is decades old and does nothing to reduce harm. Our policy would go a long way to fixing these problems.

The Green Party of Aotearoa (New Zealand) conducted a medical marijuana survey of physicians in New Zealand. The survey (published in October 2003) reported that out of the 225 responses received (margin of error +/- 6.5%):
"37% of doctors felt they did not have sufficient knowledge about the potential of medicinal uses of cannabis.
32% of doctors indicated they would consider prescribing medicinal cannabis products if it were legal to do so.
Very few doctors had ever recommended medicinal use of cannabis to a patient (6%) regardless of vocation.
Between all other physicians, and ophthalmologists, 11% of ophthalmologists and 39% of Other Doctors indicated they would consider prescribing medicinal cannabis if it were legal to do so ...
33% of Other Doctors and 23% of Ophthalmologists thought medical practitioners should be able to prescribe cannabis products."

Law enforcement: grass is tollerated, everyone smokes weed here, but no one admits to it. If the police catch you doing somthing illagle and find weed on you, then its a trip to the popo station. But i have often smoked a joint in the middle of town and no one really cares, just play it cool.
Where to buy marijuana: If you’re in auckland over a weekend be sure to try Aeotera Square, toward the top of queen street on a friday/saturday night.
Quality wise, on the street its not the best, but its allways weed.. Unlike other countries NZ wont rip you off completly.
Else jump on the train and go further south from auckland (Otara/Papakura) you can score much easier, but you will usually end up buying from gangs.
Else spot a stoner, say wassup, and most people will hook you up.

Marijuana prices: A foil is typically 1 gram, and cost you $20 NZD. $50 will get you 3-4g.

Possession and being under the influence of marijuana is illegal in New Zealand but it’s really not that big of a deal. Alot of cops just ignore it if you only have small amounts on you. But some cops (mainly the older cops) will arrest you.
Our Local reporter added this: Don’t be fooled by some of the other comments on this site about NZ. I’ve been to prison (we have nasty prisons) for having cannabis and so have many others I know.
Law enforcement: The penalties are as follows: New Zealand has a police caution scheme that they call “Diversion”, as in being diverted from the courts. You only get one though.
After that you get a fine and a possession conviction.
Our police are more focused on meth, known as ‘P’ in NZ.
The South Island is far worse than the North. In most North Island towns the cops will just ignore cannabis. They even ignore the growers in many North Island towns. South Island towns (including Christchurch) are plain weird. You never know which way the cops will go.
Never harass them or they’ll bust you just for the sake of it. All NZ cops like to take your weed even if they don’t bust you. Even large amounts (over a kg) may simply be “removed.” NZ cops are a law unto themselves so don’t be fooled by the tolerant attitude. Just keep a low profile and avoid ever attracting police attention.
Watch out for the gangs. They have the best weed but they’re as dangerous as any gang anywhere in the world. Up north they’re often armed… with guns.
Where to buy marijuana: In Christchurch… ask skaters, they’re usually cool. Hookers in Manchester St can also help you out. Whoever it is will probably want a “cut” though. That means they want you to smoke at least some of what you buy with them.
Gang members always have weed (and P) but they’re just as likely to bash you and take your money as deal with you. Tinny houses exist all over Christchurch but you need an introduction.
Very hard to find unless you know a local. If you’re desperate and brave try Manchester St in the city center, sometimes there are pushers on the street. Try the prostitutes, sometimes they have some or they know where to get some.
Marijuana prices: Tinnie(1 gram)- $20;
50 Bag(about 3 grams)- $50;
1/2 OZ(14 grams)- $150-$200;
1 OZ(28 Grams)- $250-350$;
Ounces $150 (bush) right up to $450 for primo “skunk”.
Hash oil is $10 – $60 for a capsule of oil.
Marijuana brands: NZ weed is some of the best in the world. Rarely any seedy bud. Alot of good quality bush grown weed, mostly sativa.
These days alot more people are growing indoors, so there is alot of skunk. Afghan, White Widow, Nothern Lights etc. Sometimes there is imported weed from Cambodia or Thailand, usually it’s fairly good, can be seedy and harsh.
Anything and everything and usually top quality. Even the outdoor can be the highest quality, often better than indoor. Almost all NZ weed is locally grown. All Dutch brands are grown from imported seed.
Hash is rarely seen but hash oil is more common than weed in some North Island locations. Weed is almost always good but oil can be “mersh” which is slang for low grade commercial or it might be lovely “first wash” honey oil.
More information: I repeat that the cops are bent and the laws are crazy. There are grow shops everywhere that legally sell commercial size indoor growing kits… yet an individual cop can still bust you for a single joint.
The courts are just as weird. In some parts of NZ you can get a small fine for growing twenty plants while in other parts of the country you can go to prison for up to seven years for the same offence. If you are poor then you are about a hundred times more likely to end up in prison. The more hard cash you have on hand then the more likely you can walk away from just about any sort of cannabis bust.
BE WARNED ... your weed is not the only thing that can get seized or go “missing” during a police search of your person or property. NZ police are notoriously light fingered. Cash and personal items may simply mysteriously dissappear ... especially if they decide not to lay charges.
I have been smoking for 8 years and I’ve never been searched or arrested. Just don’t blow smoke in the cops face and you will be fine.

Cannabis in New Zealand has the distinction of being the most widely used illegal drug in that island country. In the population of more than 4-million, 13.4% of those between the ages of 16-64 use cannabis.
This ranks as the ninth highest marijuana consumption level in the world. The use of cannabis in New Zealand is governed by the Misuse of Drugs Act 1975, which makes unauthorized possession of any amount of cannabis illegal. However, there are some political efforts seeking to remove penalty on its use for those over 18 years of age.

Possession of any amount of cannabis is illegal and can result in a fine of up to $500 or even a 3-month prison sentence (though the latter is rarely used). Anyone caught in possession of more than 28 grams of cannabis or 100 cannabis joints is classed as a dealer unless s/he can prove they are not.
Cannabis is a Class C drug, of which the penalty for dealing can result in a maximum prison sentence of 14 years under the Act. There have been many public campaigns to decriminalise Cannabis but so far none have succeeded. It is generally accepted that the usage rate is high and possession in small quantities may not often be prosecuted. In some cases first offences may not always result in convictions.

This age will discuss the important issues regarding Marijuana law reform in New Zealand.
I will be doing some research over the coming weeks, into such matters as the Tasman Pulp and Paper Mill which uses a Chorine based bleaching process to create paper from trees (when they should be using hemp, which makes better paper anyway). Citing rising medical costs as the primary reason, New Zealand officials are calling for more education against the dangers of cannabis, after the results of a recent government study were published.
The National Drug Intelligence Bureau report stated marijuana is the most widely used illicit drug in the country, and responsible for more than $30 million in medical bills. The country provides universal health care for all of its citizens, and said that a rise in the drug’s potency is part of the reason there was a 50-percent rise in in medical costs between 2004 and 2005.
One of the major findings of the study was that most of the hospital admissions were suffering from a psychotic disorder, followed by cannabis poisoning, harmful use, and dependence and acute intoxication.
As reported by the Dominion Post:
Bureau co-ordinator Detective Inspector Stuart Mills said the report provided the first big picture of cannabis’ harmful effects. We talk about methamphetamine, but here we can see the harm it causes with the number of hospital admissions caused solely by cannabis.

TRENTON BUREAU:
A Senate committee today cleared a measure that would allow medical use of marijuana in New Jersey.
The Senate Health, Human Services and Senior Citizens Committee voted to approve the long-stalled bill by a 6 to 1 margin; two senators abstained.
The bill calls for creating “alternative treatment centers” where people with chronic and terminal diseases would be allowed access to marijuana. Supporters say marijuana is a viable treatment option to alleviate pain in many cases.
“It is the definition of basic human decency that we do whatever we can to ease the pain and suffering of people living with severe chronic and terminal diseases,” said bill sponsor Sen. Nicholas Scutari, D-Union.
“When all other avenues of currently-approved pain relief have been exhausted, we need to give doctors the freedom to prescribe medical marijuana to give their patients a measure of comfort and dignity in the face of their debilitating diseases. This bill is about the most humane, compassionate option for those state residents who have nowhere else to turn in managing their illnesses.”
If ultimately approved by the full Legislature and signed by Governor Corzine, New Jersey would be the 14th state to allow medical use of marijuana.

A new study entitled Marijuana Effectiveness as an HIV Self-Care Strategy, which was released this past weekend in Clinical Nursing Research, indicates that persons living with HIV/AIDS rate cannabis as more effective in treating the symptoms of anxiety, depression, fatigue, diarrhea, and neuropathy than other prescription and over the counter medications.
The study, which was conducted over a two year period and included 775 patients from the USA, Africa, and Puerto Rico, assessed the use of cannabis as a symptom management approach for anxiety, depression, fatigue, diarrhea, nausea, and peripheral neuropathy. 27% of survey participants reported using cannabis for medicinal purposes.
Researchers wrote that cannabis use “was rated slightly more effective than antidepressants for anxiety and depression, Imodium for diarrhea, [over the counter] (OTC) medications for fatigue, and anti-epileptics and OTC medications for neuropathy” while cannabis was rated “slightly less effective for nausea than either prescribed or OTC medications.” Authors concluded that cannabis “is perceived by users as at least as effective as prescribed medications in symptom management.”

ONE of four TVNZ staff accused of smoking marijuana with pro-cannabis
campaigners is understood to be fighting for his job after telling colleagues he was involved.
TVNZ received a complaint about a story, screened on Close Up on Tuesday, which followed cannabis-campaigner Dakta Green from Auckland to Waitangi.
Part of the complaint alleged that TVNZ staffers smoked cannabis on the National Reform of Marijuana Laws (Norml) protest bus at Waitangi, once filming had finished.
It also claimed the state broadcaster's employees' actions had been captured on film and video. It's understood that when a reporter was confronted by more senior TVNZ staff about the allegations, he acknowledged his involvement and that of three other co-workers whom he identified.
One of the other staff members involved is believed to have denied the allegations and another is understood to have blamed "peer pressure".
Sunday News has chosen not to name those involved, one of whom was hand-picked by a TVNZ executive who has mentored him.
TVNZ publicist Megan Richards said: "We've had some serious allegations drawn to our attention and there is an investigation currently underway.
"We can offer a reassurance that the issue is being handled appropriately but because it is an employment issue, and employment issues are always constrained by very strict protocol, we can't, we're not able to, comment any further at this stage."
Sunday News understands no TVNZ staff have been stood down in relation to the cannabis claims.
Yesterday, Green, a Norml board member and the founder of New Zealand's first cannabis club the Daktory, would not "confirm or deny" any TVNZer had smoked cannabis with Norml members.
But in February when Sunday News reported that Daktories may open nationwide, Green claimed a TVNZ employee had smoked at the New Lynn Daktory after One News did a story there when it opened in November 2008.
The 59-year-old said he had not seen any photos or video of TVNZ employees smoking cannabis at Waitangi, nor did he know if the material existed.
He said he didn't know who complained to TVNZ. Making such complaints was against both Norml and Daktory protocol.
"In no way, shape or form, would anyone involved with Norml or the Daktory cause anyone else harm relating to their use or non-use of cannabis to their employer, to their family ... to anyone," he said.
Green said the allegations may have simply been "exaggerated for effect" because the sender was "angry" at the Close Up story, which he said was "unbalanced and biased". The story showed lots of footage of cannabis smoking which had been manipulated.
The five minute-plus story also contained footage more than a year old - without any time reference - of a Norml member who has been in jail for nine months.
Despite thinking the story was a "piece of st" Green said "it was unfortunate" TVNZ staff members were now being investigated. "I don't think anyone's job should be at risk for doing something in their own time," he said.
Pro-cannabis campaigners have made complaints about the item to the Broadcasting Standards Authority and Green is also intending to send one.

Hi, Billy Mckee here, I am the director for GreenCross which is an online support group for medicinal users of marijuana.
I, all GreenCross members and 10-20,000 self medicating NZ`ers from the bottom of our hearts thank the Greens Party and all the other MP`s who supported the compassionate Medical Marijuana bill yesterday in parliament.
We are saddened and disgusted with the remaining cold heartless MP`s who chose to let people suffer in pain, some confined to bed or wheelchairs and ultimately dying, by denying them the only medicine that works for them and has worked for 1,000`s of years as healthy food and healing medicine.
These 80 odd MP`s also ignored numerous national and international recommendations for the use of medical marijuana, they ignored the fact that polls have indicated a 63% plus public support for this proven herb.
This is not democratic and is another method of grinding down the poor and disabled which the National govt excels at.
Prescription drugs kill many people every year, if we could use them we would, but the side effects are lethal. The late great Micheal Jackson is recent proof of the dangers.
We want safe medicine. This is our right and stipulated in the Human rights act, it is also allowed for in the Misuse of drugs act but ignored by some MP`s..
This issue is gone from parliament for now but the problem continues. I urge people to join Norml and/or GreenCross online (we can help with defence), plead "not guilty" and "trial by jury". This will place more pressure on an already overloaded and inefficient system.

Last night New Zealand MPs voted overwhelmingly against a law change that would allow patients to use cannabis for specific medicinal purposes. They thought they knew the interests of these patients better than the patients and their doctors -- and knew the issue better than legislators in Canada, Spain, Germany, the Netherlands and in fourteen states in the US, all places where medical marijuana is legal. They told those patients essentially to go to hell, because that describes the pain that some are in.
The Green Party bill [says TV3 News] would have allowed doctors in New Zealand to prescribe cannabis for 22 approved illnesses and eligible patients would have been given an identification card allowing them to grow, possess and consume marijuana.
ACT MP Heather Roy says that the stance is supported by science.
"There's very good scientific evidence to show that some medical conditions are improved by the use of cannabis," she says.
Evidence that would have been presented at Select Committee, but 86 MPs, a clear majority said with their vote that they didn’t want to even hear.
ACT were all for, including their conservatives. So too were the Greens, whose bill this was. For Maori, all but one were against. Labour was split. And the Nats were all against – very revealing that as a conscience vote not a single Nat broke ranks for the bill. Not one apparently had enough of a conscience to even cross the floor.

WELLINGTON, New Zealand — A New Zealand man who offered to pay with marijuana when he did not have enough money for a snack was caught by a police officer who overheard his unusual proposal, a news report said Tuesday.
Wade Churchward, 28, went to a service station on March 22 in the capital, Wellington, where he picked up two packets of M&Ms candy and some potato chips, the Dominion Post newspaper reported.
Churchward, who had been drinking, began snacking on the goods while standing in line at the cash register.
But when he reached the cashier, he realized he did not have enough money, and instead offered a container with 0.042 ounces of marijuana and a pipe for smoking it.
Churchward failed to notice a patrol car parked outside and a police officer standing behind him in line _ who promptly arrested him.
He pleaded guilty Monday in Masterton District Court to possessing marijuana and to several unrelated charges, the newspaper said.
Masterton police prosecutions section staff were unavailable Tuesday to confirm the details.
Churchward was released on bail and will be sentenced on July 3. Marijuana possession is usually punished by a minor fine in New Zealand.

The nonpartisan New Zealand Drug Foundation (NZDF) is attempting to jump-start a renewed national debate about marijuana policy in the country, and it appears to be working.
Since its call for a "national conversation" a week ago, NZDF has garnered considerable media attention and prompted responses from activist groups, political parties, and government officials.
NZDF campaign graphic"Cannabis is New Zealand's favorite illicit drug," said NZDF executive director Ross Bell as he kicked off the crusade, "but it receives scant attention from politicians, policymakers or the media. When it is discussed, evidence is often discarded in favor of myth, misinformation and polarized posturing."
According to recent national research, 18% of New Zealanders between the ages of 15 and 45 are regular users, while 58% of that group have used it at least once. But while use levels are relatively high, support for legalizing marijuana has declined, according to NZDF-commissioned polls released last week.

WELLINGTON, New Zealand (July 31 2007) -- For heavy-duty users of marijuana, the joint is tough on the lungs, researchers here found.
Action Points:
Explain to patients that for heavy users, that because of long inhaling smoking a single marijuana joint causes chronic bronchitis with lung damage similar to that of smoking up to five cigarettes.
Point out that the pulmonary effects of marijuana smoking do not include the emphysema associated with cigarette smoking.
In fact, a single marijuana joint for such patients can cause more lung damage than 2.5 to five cigarettes, Richard Beasley, MBChB, FRACP, of the Medical Research Institute of New Zealand here, and colleagues, reported online in Thorax.
Cannabis, the plant source of marijuana, was associated with a dose-related impairment of the large airways, causing airflow obstruction and hyperinflation, the researchers said. But unlike cigarette smoking, cannabis was rarely associated with macroscopic emphysema,
Cannabis is the most widely used illegal drug worldwide.
Long-term use is known to cause chronic bronchitis and airflow obstruction, but the prevalence of macroscopic emphysema, the dose-response, and the dose equivalence of cannabis with tobacco had not been determined, Dr. Beasley said.

New Zealand woman reports marijuana plants stolen -

Police in Napier, New Zealand were amused when a 45-year-old woman called to report the theft of her "carefully nurtured" cannabis plants, that she had been growing in buckets at her home.
The crying woman told a constable the plant theft was the fourth from her property in four years.
"I have had three marijuana plants stolen. They were in buckets," a police communications officer was told, "I am a good person. I am sick of these low-lifes stealing my things."
Senior Sergeant Mal Lochrie said that the officer found it hard to stop smiling as the woman gave details of the theft over the phone.
The woman has now been warned that her cannabis plantation could have legal consequences. However, Snr. Sgt. Lochrie said no legal action would be taken against her.

The Government has opened the way for the legal use of medical cannabis if trials under way in Britain prove it is safe.
In the meantime, Associate Health Minister Jim Anderton ruled out relaxing the law on smoking the drug as a method of self medication.
Mr Anderton issued the Government's response yesterday to the report on cannabis from Parliament's health committee, which was the result of a three-year inquiry.
He ruled out legalising cannabis, which was not one of the recommendations of the health committee, adding that would never happen under the present administration.
But he gave the strongest Government support yet for the use of cannabis as a medicine.

US Government Says It Will Stop Interfering with Medical Marijuana |
According to this article, US Attorney General Eric Holder has said that states will be allowed to make their own rules about medical marijuana, and that the US federal government will stop raiding medical marijuana dispensaries in California. (See article “Can Marijuana Help Rescue California’s Economy?”at this link)
In the 1990s, several US states passed referendums which allowed marijuana to be used legally for medical purposes. In a referendum, the registered voters vote directly on the proposed law, as opposed to the law being passed by the state legislature. Thus, when these states passed these referendums, it meant that the citizens of these states really wanted medical marijuana to be made legal.
However, in a blatant disregard for democracy and the people’s will, under the Bush administration, the national government refused to accept this law, and carried out raids of the medical marijuana dispensaries.

If you have ever heard of the song, “Lets Go Get Stoned,” as sung by Ray Charles or Joe Cocker, you know the lyrics were referring to getting high or using cannabis aka marijuana. This mind altering drug goes by other names as well; names such as weed, pot, joint, blunt, hash and mary jane are quite common among users. Cannabis is a plant that contains a chemical called cannabinoids or cannabinolidic acids.
Another substance that is found in cannabis is THC, or Tetrahydrocannabinol, which gives the users that “high” sensation. When speaking of marijuana, the actual substance used in creating the high feeling comes from the leaves and flowering tops of the cannabis plant. Marijuana is considered to be a schedule 1 controlled substance today, because of the THC, which can be highly potent, depending upon the concentration factor of the THC.

1. Since 1996, twelve states have legalized medical marijuana use: AK, CA, CO, HI, ME, MT, NV, NM, OR, RI, VT, and WA. Eight of the twelve did so through the initiative process. Hawaii's law was enacted by the legislature and signed by the governor in 2000, Vermont's was enacted by the legislature and passed into law without the governor's signature in May 2004, Rhode Island's was passed into law over the governor's veto in January 2006, and New Mexico's legislation was signed into law by Governor Bill Richardson on April 2, 2007.
