Oklahoma - Local Resources, Oklahoma Compassionate Care Campaign Oklahoma State Question 788, Medical Marijuana Legalization Initiative (2018) Oklahoma - Medical Cannabis (marijuana) | Election date: November 6, 2018; Topic: Marijuana; Status: Qualified for the ballot; Type: State statute; Origin: Citizens

Oklahoma State Question 788, the Medical Marijuana Legalization Initiative, has qualified to appear on the ballot in Oklahoma as an initiated state statute on November 6, 2018, or at an earlier special election date set by the governor.[1]

A "yes" vote supports this measure to legalize the licensed cultivation, use, and possession of marijuana for medicinal purposes.

A "no" vote opposes this measure to legalize the licensed cultivation, use, and possession of marijuana for medicinal purposes. Signatures for the measure were certified in September 2016.[2] However, the date of signatures submission, a rewrite of the ballot title, and an ensuing court battle meant the initiative was not certified for 2016. On March 27, 2017, the Oklahoma Supreme Court resolved the lawsuit, ruling in favor of the organization supporting the initiative.[3] The finalized ballot title needs to be filed with the secretary of state. As of March 30, 2017, the ballot title had not been filed. Following, the governor will issue a proclamation setting forth an election date for the initiative. A governor has not selected a date different from the general election for an initiative since 2005.[4]   Click >> HERE

Oklahoma - Local Resources, Oklahomans for Health Campaign Oklahoma: Oklahoma - Medical Cannabis (marijuana) Ballot Number: State Question 788 — Although the Secretary of State has certified that initiative proponents have collected sufficient signatures, proponents are now challenging the attorney general's rewording of the ballot title. The legal challenge could force the issue to be decided in a special election after November 8. Proponents: Oklahomans for Health. Summary: The Act establishes a state-licensing system to permit eligible patients to possess and cultivate personal use quantities of cannabis for therapeutic purposes. Those who do not possess such a license face civil fines but not criminal penalties. The Act also establishes a state regulated system for growing and dispensing medical cannabis. Legislature expands Oklahoma’s high-CBD law | Also in 2016, Oklahoma expanded its limited protection for patients who use low-THC, high-CBD cannabis oil for certain medical conditions, which was initially passed in 2015. HB 2835 allows adults to use low-THC cannabis oil (minors were already covered by existing law) and added “spasticity due to multiple sclerosis or due to paraplegia, intractable nausea and vomiting, and appetite stimulation with chronic wasting diseases” to the list of qualifying conditions, in addition to severe epilepsy.     Status: CBD Specific; Law Signed: 2015

    QUALIFYING CONDITIONS: Pediatric Epilepsy

    PATIENT POSSESSION LIMITS: Liquid preparations containing CBD and no more than three-tenths of one percent THC. The statute stipulates CBD products may only be derived from either the "seeds" or "mature stalks" of the marijuana plant.

    Oklahoma - Local Resources, Oklahoma Qualification Oklahoma Medical Marijuana | The State of Oklahoma does not have a medical marijuana program at this time, however, on April 30, 2015, the State of Oklahoma passed a bill that does allow patients diagnosed with severe forms of epilepsy, to now use cannabidiol (CBD) — a cannabinoid found in cannabis — to treat severe cases of epilepsy. CBD cannabis oil has shown to have medical benefit for treating and controlling otherwise uncontrollable seizure disorders.     ACTION; Get involved in the movement for safe and legal access to medical cannabis today. Our power comes from our collective action. Whether it's calling Congress, attending rallies, organizing a local activity or chapter, signing an online petition, or supporting federal defendants, take action today!   There are a number of medical cannabis (marijuana) bills in play in states across the US.   Here we network on Ways and Means anyone can help with the effort to make each a medical marijuana state. We need to get the word out and people contacting reps and officials and get this legislation into law. Also, lets not forget efforts at the Federal level.

    South Dakota - Action, Medical Marijuana Patients NETWORK and Spread The Word, both On-Line and Off (!)   ON-LINE, You can tell everybody in cyber-space by e-mailing a link to this website to them and/or (OFF-LINE> printing off the info and handing out where possible / necessary. Also phone call and read off and/or visit and hand deliver the info. You can take literature with you and approach businesses, organizations and even people on the street while you're out and about. Wear your pot-leaf shirt and register voters, as feasible. Gather signatures for any related petitions that are happening at the time as well.

    This is a chain e-mail you can't refuse. Unlike most, this will actually help you - and a whole buncha others - just by passing it on. Cannabis consumer or not - from the folks just trying to take care of themselves or a loved one to those who simply see the expensive, immoral waste of making war on the sick and dying - everyone is affected by this issue.

    To accomplish this you need to first click on the following links and send a message to all the reps and media you can on the issue. Then get everybody else to do the same. And follow up.

    To do this you need to tell everybody you know. And can confide in. Then/or anonymously tell everybody you don't know - or can't confide in. Yet.

    Tell everybody else by Letters-to-the-Editor, displaying signage at street corners and over-passes (wear trenchcoat, fedora and sunglasses if afraid of exposure), and/or anonymously leaving literature and posting on-line at places where people are likely to find it. Coffeeshops are good places to leave printed material and you can go to the websites of the local newspapers to post items as well. More ideas and supporting tools via the links below.

    Inform, Educate, Activate

Distribute medical marijuana brochures and other literature to your friends, family, local leaders and elected officials in an effort to educate the public and garner support. Educate your community by Printing, posting and handing out Flyers and other Printables in a mall, coffee shop, laundromat, college campus, lamp post, telephone poll, business window (ask first), hospital, or anywhere people will see them.       Where to buy marijuana: Here you kinda have to know some people to get some pot. I have never bought from some random guy off the street. It’s always a friend of mine or someone they know. So you’ll probably have to ask a stoner. A good place to start is some of the head shops. Just ask a stoner that comes out from there if they could hook you up. Another place to look is in the arts district. There are a lot of stoners that hang there. If you are unlucky in the city you may have to travel 20 mins to norman which is a college town and has plenty of goodies. Marijuana prices: Kind Bud: $20-25 per gram $50-70 per eighth Schwag: 30-50 per ouce (yeah, much cheaper, but less quality)

      Marijuana brands: I have had many different types that have made their way to OKC: Big Bud, Bubble Gum(delicious), Cali-haze, White Rhino, Purple Indica, Some madical grade stuff, OC KUSH, M39, AK-47, Blueberry, recently Grand Daddy Purp., and others i can’t think of. You won’t have to much of a choice when it acctually come to buying because you get what the dealer has at the time but these have been available to me before multiple times. Oklahoma initiative makes all marijuana possession offenses misdemeanors! - Last update: November 17, 2016 | On November 8, 58% of Oklahoma voters supported State Question 780, which will make all marijuana possession offenses misdemeanors. It will take effect July 1, 2017. Under current law, second and subsequent offenses are felonies, as is possession that meets other criteria —such as taking place on or near university campuses. The legislature had already taken a step toward reducing penalties by passing HB 2479 earlier in 2016. That bill, which took effect November 1, reduced the penalty for a second marijuana possession offense by half, to a mandatory minimum sentence of one year, a maximum sentence of five years, and a fine of up to $5,000. >>   Visit - http://www.mpp.org/states/Oklahoma/ <<

    Oklahoma still has further to go, as the penalty for first-time marijuana possession will remain up to one year of incarceration and a fine of up to $1,000. Removing possible jail time for marijuana possession altogether, as 21 states have already done, will allow police to focus on solving violent and property crime. In addition, enforcement of these laws is racially biased. According to this report by the ACLU, African Americans in Oklahoma are 2.9 times more likely than whites to be arrested for possession of marijuana, even though blacks and whites consume marijuana at similar rates.     Legislature expands Oklahoma’s high-CBD law | Also in 2016, Oklahoma expanded its limited protection for patients who use low-THC, high-CBD cannabis oil for certain medical conditions, which was initially passed in 2015. HB 2835 allows adults to use low-THC cannabis oil (minors were already covered by existing law) and added “spasticity due to multiple sclerosis or due to paraplegia, intractable nausea and vomiting, and appetite stimulation with chronic wasting diseases” to the list of qualifying conditions, in addition to severe epilepsy. Click here for our summary of the law. Unfortunately, the law still has no way for patients to gain access to cannabis oil in Oklahoma. The Clinic: Medical Marijuana in Oklahoma? - by David Bienenstock · Mon Aug 25, 2014 | Prior to the 2012 election, when Colorado and Washington state voters approved legalizing marijuana by wide margins, longtime pot reformers used to get together in smoky back rooms and debate which state would “go green” first. Now, given all the recent momentum for weed legalization, those same discussions have shifted significantly, to the point that educated heads now speculate over which state will be the last to end marijuana prohibition. Which brings us to Oklahoma, long known for its incredibly harsh cannabis laws and deep-seated opposition to changing them. Only now, it looks like the Sooner state could be approving medical marijuana a lot sooner than anybody thought possible, albeit only in a non-psychoactive form.

    “I do not support legalizing the recreational use of marijuana, nor do I support a broadly-defined ‘medicinal’ marijuana use that makes it easy for healthy adults and teenagers to find and buy drugs. [But] I do support allowing potentially life-saving medicine to find its way to children in need,” Oklahoma Governor Mary Fallin said recently, “I am very interested in allowing limited, heavily supervised use of non-intoxicating CBD to be delivered on a trial-basis to sick children in Oklahoma.” The move comes as an increasing number of states, including many with highly conservative electorates and little to no history of legislative support for marijuana reform, have embraced cannabis-derived medicines rich in cannabidiol (CBD), a component of the marijuana plant that doesn't get you high, but does provide an incredibly effective treatment for pediatric epilepsy, among many other ailments. CBD rose to national prominence last August, when CNN Chief Medical Correspondent Sanjay Gupta aired a television special showing how it dramatically stopped seizures in severely ill children.

    Last year, a broad medical marijuana bill died in the Oklahoma senate's Health and Human Services committee. But now the chair of that committee, Republican Brian Crain, says he's all for CBD, so long as nobody gets their hands on any THC. "We have children who are suffering seizures,” he said, “and if there's something we can do for them, without increasing the risk for substance abuse, we have to try all the options.” How kind of you. Desperate to find a treatment that would work for Zoey, Johnson's odyssey took her through a winding trail of doctors in Oklahoma, Texas and Arizona.

    When Zoey was 3, Johnson learned her daughter had Dravet syndrome. The seizure disorder is so rare ? striking about 1 in 40,000 children ? that one doctor told her: "Google it." Johnson tried a long list of medications and even put Zoey on an extreme diet to stop the seizures ? one lasted two hours ? without much success. On her worst days, Zoey was having hundreds of seizures.

    "Every time we went to a doctor, I would never leave without being in tears," said Johnson, 27. "It was always, 'This is as good as it's going to get. She's never going to learn.' " Johnson, living in Stillwater in 2011, joined a support group for parents whose children had Dravet and similar conditions.     Oklahoma - News, Oklahoma: Medical Marijuana in OK Oklahoma: Medical Marijuana in OK | OKLAHOMA CITY -- (03/05/2010) There's a move underway to legalize the use of medical marijuana in our state. Fourteen states have already done it. One Oklahoma woman tells us, when she tried to talk about the issue with her state senator, she ended up face-to-face with a number of law enforcement officers. Denise Stahl lives taking 12 to 14 pills a day. "I've been diagnosed with chronic Hepatitis C, Post Traumatic Stress Disorder, Arthritis, and Asthma." Denise recently made a trip to the state capitol to discuss legalizing medical marijuana with her state senator.

    She wanted to show him legislation drafted by a pro medical marijuana group called Oklahoma Compassionate Care Campaign. "I feel very much like I was ambushed when I went in there," Stahl said. The senator and a team of law enforcement officials were waiting for her on that day. "I didn't mean to ambush her. I don't feel like she was, but if she felt that way then I apologize for that," said Sen. Cliff Aldridge (R). Aldridge says he simply didn't know enough about the issue and invited some experts to join the talk.

    One of those experts was Mark Woodward from the Oklahoma Bureau of Narcotics. "I've heard this same story repeated over and over," Woodward said. "It does tend to be a gateway drug for many people. It opens a door and puts them on a path that often leads to other places." He says the issue of legalizing marijuana for medical use sends the wrong message, that pot is okay. Sen. Aldridge agrees. "I just don't think it's something that's good for the state as a whole," Sen. Aldridge said.

    But Denise says Oklahoma's laws are keeping her and others in pain from getting the help they need. "We don't advocate it for everyone, only for medical use," Stahl said. "I just want to be able to have the same quality of life as everyone else."     This news report is correct. An amendment to HB 1441 does effective make Oklahoma the 11th state to enact a strict liability zero tolerance per se law for the presence of any active schedule I substance or its metabolite in blood, urine, or saliva. The new law takes effect on October 1, 2013.

    Here is the new clause:

    These laws are not science- based and are discriminatory against those who use cannabis, even those who use it responsibly in private.
