There are a number of medical cannabis (marijuana) bills in play in states across the US. Here we network on Ways and Means anyone can help with the effort to make each a medical marijuana state.
We need to get the word out and people contacting reps and officials and get this legislation into law. Also, lets not forget efforts at the Federal level.
NETWORK and Spread The Word, both On-Line and Off (!) ON-LINE, You can tell everybody in cyber-space by e-mailing a link to this website to them and/or (OFF-LINE> printing off the info and handing out where possible / necessary. Also phone call and read off and/or visit and hand deliver the info. You can take literature with you and approach businesses, organizations and even people on the street while you're out and about. Wear your pot-leaf shirt and register voters, as feasible. Gather signatures for any related petitions that are happening at the time as well.
This is a chain e-mail you can't refuse. Unlike most, this will actually help you - and a whole buncha others - just by passing it on.
Cannabis consumer or not - from the folks just trying to take care of themselves or a loved one to those who simply see the expensive, immoral waste of making war on the sick and dying - everyone is affected by this issue.
To accomplish this you need to first click on the following links and send a message to all the reps and media you can on the issue.
Then get everybody else to do the same. And follow up.
To do this you need to tell everybody you know.
And can confide in.
Then/or anonymously tell everybody you don't know
- or can't confide in. Yet.
Tell everybody else by Letters-to-the-Editor, displaying signage at street corners and over-passes (wear trenchcoat, fedora and sunglasses if afraid of exposure), and/or anonymously leaving literature and posting on-line at places where people are likely to find it.

Inform, Educate, Activate
INFORM and EDUCATE. Distribute medical marijuana brochures and other literature to your friends, family, local leaders and elected officials in an effort to educate the public and garner support. Educate your community by Printing, posting and handing out Flyers and other Printables in a mall, coffee shop, laundromat, college campus, lamp post, telephone poll, business window (ask first), hospital, or anywhere people will see them. Smoking tolerance level [1= very illegal 5=virtually legal]: 4 ---
Legislation: The penalty for possession of a small amount (less than 42.5 grams) of marijuana is a fine of up to $200 and possible requirement of drug education. Possession of 42.5 grams or more of marijuana is punishable by up to five years in prison and a fine up to $10,000. Possession of 10 kilograms or more of marijuana increases the penalty to a fine up to $250,000 and up to 20 years in prison. Possession of 50 kilograms or more is punishable by up to 25 years in prison and a fine up to $500,000. For any possession of 100 kilograms or more, the penalty is up to 30 years in prison and a fine up to $1,000,000.
Possession of greater than 1.4 grams in a motor vehicle (except in the trunk) is punishable by up to one year in prison.
Driver’s licenses can be suspended for 30 days if the offense was committed while driving a motor vehicle.
Conditional discharge is a possibility for first time offenders.
Law Enforcement: Police do not actively seek out marijuana users. In the rare event that you are caught, the police will commonly confiscate it and let you go with a warning.
usually you’ll get a ticket for smaller amounts. anything over a qp gets a night or two in the holding cell and possible jailtime if the judge doesn’t give you a 152.18 (2 yrs probation). the judges are more concerned about cracking down on the massive amounts of minnesota meth-heads.
Where to buy Marijuana in Minneapolis: If you just sit on a bench in Uptown, youll probably see some guys just walking around smoking. Any freindly, stoner face on Hennepin or Lyndale is worth asking. Minnesotans are freindly, so you’ll get a freindly yes or no, either way.
“uptown is your best bet, look for people around mcdonalds and coldstone or the calhoun sqaure area, you’ll get some decent bud. but avoid junkies, they’ll always try to rip you off.”

Multiple places have decriminalized non-medical cannabis in the United States; however, cannabis is illegal under federal law. Gonzales v. Raich (2005) held in a 6-3 decision that the Commerce Clause of the United States Constitution allowed the federal government to ban the use of cannabis, including medical use even if local laws allow it.
Most places that have decriminalized cannabis have civil fines, drug education, or drug treatment in place of incarceration and/or criminal charges for possession of small amounts of cannabis, or have made various cannabis offenses the lowest priority for law enforcement.

Schommer said patients who fit one of the law's defined categories will send a doctor's documentation of diagnosis, along with an application, in order to get on the state's medical-marijuana registry.
"If you're on that registry, you would qualify to go to one of the dispensaries," he said.
Possession of medical marijuana, if you are listed on the registry as a patient, caregiver or vendor, will not be a crime in Minnesota. But being on the registry will not legalize possession of bags of raw marijuana plant material that is intended for smoking or other illicit uses.
Once the two manufacturers are chosen by the state ( the deadline is Dec. 1 ), they will be mandated to begin providing medical cannabis -- the state's term for medical marijuana -- by July 1, 2015.
A Pot of Questions
The coming availability of medical marijuana raises a host of questions. Is it safe for me to take it? Is it safe for my children? What is the procedure to get it?
Some of those questions remain to be answered. The Minnesota commissioner of health is directed by state code to review and report medical and scientific findings regarding dosages and chemical compositions of marijuana-based medicines, and how they are best used for the various qualifying medical conditions.
Also, the administrative rules of how the medicine will be prescribed to patients are still under construction by the Department of Health. The state, in its literature, emphasizes the "experimental nature of therapeutic use of medical cannabis." Don't expert your doctor to just automatically write you a prescription next July 1.
In fact, if your doctor behaved that way, says a February, 2012 article about the "therapeutics and politics" of medical marijuana in Mayo Clinic Proceedings, he or she could be prosecuted the same way as a drug dealer.
What actually is required for you to get medical marijuana in Minnesota starting next summer, and for your doctor to legally assist?
Check to see if you have one of the qualifying medical conditions.
Get a doctor to certify your diagnosis for that condition.
Apply to join the registry.
Pay an annual fee of $200 ( $50 for patients receiving Social Security or medical assistance ).
You can only be denied listing on the registry for reasons such as not having certification of your diagnosis or for providing false information.
Is It Right for Me?
How do you decide, as a patient, whether it's actually likely to be of benefit to try medical marijuana?
Mayo Clinic has posted online a list of medical needs and the level of scientific evidence backing use of medical marijuana.
Only two -- chronic pain and multiple sclerosis ( MS ) -- are rated by Mayo as having "good scientific evidence for this use."
None are rated as "strong scientific evidence," while several are rated as "unclear scientific evidence," including ALS, chemotherapy side effects, epilepsy, glaucoma, schizophrenia and Tourette's syndrome.
Locally, spokesman Bryan Anderson said "Mayo Clinic will be reviewing the recently passed legislation from a practice, legal, and research perspective, and make determinations as this law moves into implementation phase."
So it might be several months before it becomes clear how Mayo physicians will handle the situation.
It's also unclear what will happen if a doctor concurs with a medical diagnosis, such as MS, but doesn't believe the scientific evidence is strong enough to warrant use of medical marijuana -- or disagrees on moral grounds with its use.
But health providers are already in preparation mode.
Olmsted Medical Center's Clinical Practice Committee, which "researches and recommends clinical care and treatment policies for the entire organization"
met June 4 to discuss "formulation of an official organizational policy statement on medical marijuana," said OMC President Dr. Kathryn Lombardo.

Minnesota patients with PTSD now have access to medical marijuana! -

MPP teamed up with local allies in 2016 to petition the Minnesota Office of Medical Cannabis to add PTSD to its program as a qualifying condition. The petition was successful, and beginning on August 1, 2017, Minnesota patients suffering from the condition can finally access this medicine!
While Minnesota’s medical cannabis program continues to improve, it still has serious limitations, including its failure to allow whole plant cannabis. It instead allows only extracts and other preparations, which are more costly and which many patients find do not work as well. MPP and our allies are continuing to petition to make the law more inclusive — including to allow patients with nausea, Alzheimer’s, and autism to qualify.

No major changes to Minnesota’s marijuana laws during the 2017 legislative session

The Minnesota Legislature concluded for the year on May 25, 2017. While several bills were introduced seeking to improve the state’s medical cannabis program or to set up a system of regulation that would allow adults to consume cannabis, no major legislation was enacted. In 2012, there were 12,051 marijuana-related arrests in Minnesota. Sixty-two percent of those arrests were for marijuana possession. While the penalty for a first offense of possessing a small amount of marijuana in Minnesota is a $200 fine and mandatory drug education, having two ounces could land Minnesotans in jail for five years! These arrests hit minority communities the hardest. According to data from the ACLU, African Americans in Minnesota are nearly eight times as likely to be arrested for marijuana possession as their white neighbors!

Large numbers of Minnesota doctors say they won’t sign their patients up for medical marijuana.
Two-thirds of physicians who responded to a Minnesota Medical Association survey this week said they will not participate in the state’s medical cannabis registry. Just 9 percent of respondents said they would be certifying patients.
Medical marijuana will be legal — in limited form — in Minnesota on July 1, but to participate in the program, patients must be certified by a doctor or other medical professional to prove they have one of nine qualifying conditions.
Doctors can opt out of certification, and some already have. When Shelly Rapp of Chanhassen asked her neurologist to certify her 18-year-old son Scott, who uses a wheelchair because of epilepsy, she was told that while he was willing, his practice as a whole had opted out of the Health Department program.
“He called me today, and was really nice, but said he was unable to help,” she said.

There Are More Medical Marijuana Doctors In Minnesota Than There Are Patients

Minnesota has one of the most controversial medical marijuana laws in the country. The list of qualifying conditions in Minnesota is much smaller than most other states that have legalized medical marijuana. Also, Minnesota does not allow home cultivation, and medical marijuana cannot be smoked. Minnesota gave a virtual monopoly to just two companies that are responsible for providing all of the medical marijuana for the entire state of Minnesota.
The limited program has resulted in very low patient numbers. In fact, there are more medical marijuana doctors registered in Minnesota than there are patients.
Minnesota should be an example for other states to not follow. All patients should be able to use medical marijuana if they find relief in the plant. All forms of cannabis should be allowed to be consumed.
Until Minnesota drastically improves its medical marijuana law, there will always be a black market, and there will always be patients who are forced to go without medicine, which is obviously unacceptable.

First patients get medical marijuana in Minnesota;
When it became legal at the stroke of midnight, the first patients in the state were hopeful and happy.

Minnesota’s first medical marijuana patients stepped out of clinics in Minneapolis and Eagan on Wednesday, holding hope in a bottle.
“I’m hoping for quite a bit of relief,” said Tyler Lafferty, 20, of Coon Rapids, who has a full-time job, a 2-year-old at home — and debilitating pain and nausea from chemotherapy treatments for the lymphoma he’s been battling for the past two years.
It was his doctor who suggested that Lafferty try cannabis, after other treatments — including oxycodone, morphine and Vicodin — failed. He walked out of the LeafLine Labs clinic in Eagan on Wednesday with a small cannabis vaporizer he hopes will keep him pain-free and functioning through the next nine months of chemo.
“They said I should be able to take this throughout the day and be safe,” he said. “I’m really excited about this. I’m excited to see the results.”
Medical marijuana became legal in Minnesota at the stroke of midnight Wednesday. Moments later, the state’s first cannabis clinic opened its doors.
“We’ve been waiting a long time for this,” said Kim Kelsey, standing outside the Minnesota Medical Solutions clinic in downtown Minneapolis in the early hours of Wednesday morning. She was one of three patients and caregivers eager to buy medical cannabis the moment it was legal. The clinic opened early to accommodate them.
“We decided we weren’t going to make them wait an extra nine hours,” said MinnMed CEO Dr. Kyle Kingsley, who opened the clinic long enough to see its first three patients, then reopened at 9 a.m. for the dozen or more patients who had booked appointments during regular office hours. “It’s really an honor to serve the first three patients in Minnesota.”
Kelsey held up the prescription bottle holding the cannabis pills she would be giving her 24-year-old son, Alec, later in the morning. She and other parents and patients have lobbied for years to legalize the medication. Now she will finally see whether it can help ease the seizures and symptoms of Alec’s epilepsy.
Minnesota’s medical marijuana program is one of the most tightly regulated in the nation, and it is also the most clinical. Cannabis will be sold only in pills, oils or liquids, not as smokable plant material. The hope is that the manufacturers will be able to tailor doses, not only to different conditions but to different patients and their needs.
As of Wednesday, there were 90 patients enrolled with the state’s Office of Medical Cannabis. Participation in the program is limited to patients suffering from one of nine serious medical conditions and who have a doctor or other health care professional willing to certify to the state that they qualify for the program.
Patients with epilepsy make up almost a quarter of the 177 patients who have been certified to participate in the program — although not all have paid the $200 annual enrollment fee or completed their paperwork with the Minnesota Department of Health.
Patients with multiple sclerosis make up the second-largest enrollment group, followed by patients seeking treatment for nausea or severe, chronic pain — likely cancer patients or the terminally ill.
Not every qualified patient has been able to sign up.
“I have been banging my head against the wall,” said Duane Bandel, who has been unable to get certified, despite having one of the qualifying conditions, AIDS, and sitting on the state’s Task Force on Medical Cannabis Therapeutic Research. “I have called, I have written, I have begged, I have pleaded. I have an appointment with my doctor next week, but I have been told that nobody at my clinic and nobody at my HMO [HealthPartners] is certifying.”
Because state law allows health care providers to opt out of certifying their patients, large numbers of Minnesota doctors are shying away from the new program. While large practice groups like HealthPartners are still hammering out their internal certification policies, patients are left hunting for a certifying physician, which could delay their enrollment by months.
The Health Department is debating whether to expand the program to include patients in intractable pain in January, and other conditions could follow.
Minnesota Medical Solutions saw 22 patients on the first day of the program. Ten more had appointments at LeafLine — although five patients suffering from seizure disorders had to rebook appointments after the company announced Tuesday that its epilepsy medication was not ready for distribution and would be reformulated over the next few weeks.
Despite the long fight and slow rollout, the program’s first participants were jubilant on the first day of legalization.
“This is a huge day for Minnesota,” said Patrick McClellan of Bloomington, holding the white prescription bag that held a vaporizer pen and $45 worth of cannabis he will use to treat the agonizing muscle spasms of muscular dystrophy. He had been fighting for legalization since 2012.
“It’s going to be a huge difference,” said McClellan, who had been self-medicating with marijuana for the past four years, in addition to the dozens of different prescriptions he takes to manage his rare form of the disorder. “Now I won’t have the fear of arrest.
“But most importantly, I will be able to get medication in a safe environment and I will be able to get medications that are tailored to work for the needs I have, which is extremely important — when you’re finding stuff on the street, you have no idea what it is.”

If Someone Robbed Your House Would You Call Your Doctor? So Why Do Cops Keep Talking About Medical Cannabis? -

It’s hard to imagine that anyone in Minnesota still believes that the cops are a credible source of information regarding SF 97 and HF 292 — the state’s pending medical marijuana measures.
After all, it was only a few weeks ago when state lawmakers and the local media ‘outed’ law enforcement for continually lying about the bills during their public testimony.
Nevertheless, in the interest of ‘balance’ (and I use that term euphemistically here), state newspapers apparently feel the need to give these tainted folks a platform to spew their lies and propaganda — even though it appears that no one aside from Gov. Tim Pawlenty is listening.
Of course, it’s arguable that by giving law enforcement a forum, editors are actually, if inadvertently, promoting marijuana law reform. After all, the prejudice, fabrications, and misplaced logic exhibited by those who favor prohibition clearly does more to undermine the policy than NORML could ever hope to.
A case in point. Writing in the Minneapolis Star-Tribune, local sheriff Richard Stanek goes off on a tirade about marijuana.
But if one reads between the lines, it becomes readily obvious (to anyone but the sheriff), that his gripe is really with cannabis prohibition.
Lighten up on marijuana? -

" … The connection between marijuana and violent crime should not be underestimated. The violence related to marijuana isn’t a result of the effects on the user but rather stems from the money people can make selling and growing the drug.
Violence is part of the trade. By legalizing marijuana-growing operations and drug traffic, we would invite violence into our communities.
… We should never lose focus on the immediate connection between guns, gangs, kids and drugs — and marijuana is frequently the connection.
I have been in law enforcement for 25 years and have seen this firsthand. When I was captain of the Criminal Investigations Division with the Minneapolis Police Department, we investigated a case involving a man from out-of-state who tried to buy marijuana for personal use. He unwittingly approached a gang-connected dealer. The man was shot and killed so gang members could keep his money and the marijuana."
Read about any gang-related violence surrounding the sale of alcohol lately? How about vicodin or paxil? Didn’t think so.
The irony, of course, is that the very ramifications that Sheriff Stanek claims to lament are, in fact, direct consequences of the public policy he reflexively endorses.
Of course, Sheriff Stanek isn’t alone is his twisted thinking (another euphemism).

Fortunately, despite this deluge of deliberately false information, most Minnesota politicians — former sheriff and current Senator Bill Ingebrigtsen notwithstanding — are voting on the side of truth.
Will Gov. Pawlenty do likewise? If you live in Minnesota, now might be a good time to ask him.

If you have ever heard of the song, “Lets Go Get Stoned,” as sung by Ray Charles or Joe Cocker, you know the lyrics were referring to getting high or using cannabis aka marijuana. This mind altering drug goes by other names as well; names such as weed, pot, joint, blunt, hash and mary jane are quite common among users. Cannabis is a plant that contains a chemical called cannabinoids or cannabinolidic acids.
Another substance that is found in cannabis is THC, or Tetrahydrocannabinol, which gives the users that “high” sensation. When speaking of marijuana, the actual substance used in creating the high feeling comes from the leaves and flowering tops of the cannabis plant. Marijuana is considered to be a schedule 1 controlled substance today, because of the THC, which can be highly potent, depending upon the concentration factor of the THC.

1. Since 1996, twelve states have legalized medical marijuana use: AK, CA, CO, HI, ME, MT, NV, NM, OR, RI, VT, and WA. Eight of the twelve did so through the initiative process. Hawaii's law was enacted by the legislature and signed by the governor in 2000, Vermont's was enacted by the legislature and passed into law without the governor's signature in May 2004, Rhode Island's was passed into law over the governor's veto in January 2006, and New Mexico's legislation was signed into law by Governor Bill Richardson on April 2, 2007.
