Gather signatures for any related petitions that are happening at the time as well.

Where to buy marijuana in Hilo: Go to Pahoa, and buy it on the street. If you must stay in Hilo, then look for some stoned students, locals, rastas, hippies, etc. hanging out on the bayfront shopping area.
Don’t lend them your money to go pick up a bag. Check for seeds, maturity. Call it “da crip”.

Where to buy marijuana in Honolulu: Tourists will always get ripped off, no matter what. Hookers DO NOT sell bud in Waikiki (they make more than enough money already). Locals are the ones who are out to rip you. Your best bet might be some local haoles (for those who don’t know, white people) who have lived here for some time.
Marijuana prices in Honolulu: Cheapest I’ve paid for an ounce is $340. Its some of the best bud I’ve seen in my life and nothing compares to it on the east coast. I’d pay $500 for a zip of haze in beantown which was good, but nothing compares to the buds grown in hawaii. Eighths will run you $50 for ok bud, $60-70 for really good bud, and $100+ for purple, kush etc.
Strains: Looking to smoke some Maui Wowi? Keep looking…. its impossible to find anywhere bud Maui and if someone says it is “Maui Wowi” it most likely isnt. The buds we pick up are hairy and dark, a lot of purple in it but not considered “purple haze”

Where to buy marijuana in Maui: Iao Valley State park. Most days of the week there are usually beach bums and hippies hanging out in the parking lot, blasting reggae. Just approach them, tell them how much you’re willing to pay, and walk out with some very nice bud. Nice guys to deal with, very willing to sell to tourists.

If you live in Hawaii you are required to do things a little differently than most states with a registry program. Instead of registering through a state run registry, patients in Hawaii must register with the department of public safety. The application forms are also not distributed to patients, but instead distributed only to medical doctors in the state.
If you are looking for a doctor to recommend medical marijuana in Hawaii, the THC Foundation has a clinic as does Medical Marijuana of Hawaii. Once you obtain your recommendation, you will send it with a $25 fee.

Over the past fifty years, pharmaceutical companies have spent hundreds of billions of dollars trying to develop a “non-addictive” pain medication that could also provide relief from acute and chronic pain, but without the risk of serious side effects.
The medical community has recognized the benefits of medical marijuana for many years. In fact, major pharmaceutical companies actually sold THC (acting ingredient in marijuana) in their drug products for decades until the federal government enacted legislation prohibiting the sale of marijuana back in 1937.
The use of medical marijuana to treat both neuropathic and visceral pain has shown significant promise with very few side effects.

The Hawaii legislature Wednesday voted to override Republican Gov. Linda Lingle's veto of a bill that would establish a task force to examine problems and critical issues surrounding the state's medical marijuana law. Legislators voted to enact the bill, SB 1058, by a margin of 25-0 in the Senate and 38-9 in the House.

Multiple places have decriminalized non-medical cannabis in the United States; however, cannabis is illegal under federal law. Gonzales v. Raich (2005) held in a 6-3 decision that the Commerce Clause of the United States Constitution allowed the federal government to ban the use of cannabis, including medical use even if local laws allow it.
Most places that have decriminalized cannabis have civil fines, drug education, or drug treatment in place of incarceration and/or criminal charges for possession of small amounts of cannabis, or have made various cannabis offenses the lowest priority for law enforcement.

A BILL FOR AN ACT
relating to medical cannabis.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the State's medical marijuana program, enacted into law in 2000, is a public health program conceived out of concern for the health and welfare of the seriously ill. Registration for the program is currently administered by the narcotics enforcement division of the department of public safety.
Many patients, however, are intimidated by the prospect of dealing with a narcotics enforcement agency, and do not apply for certification. Therefore, they do not benefit from the protection from arrest or the threat of arrest by state or county authorities that is offered to those who are certified by the State under this program.
Furthermore, the program's current placement in the narcotics enforcement division is in part responsible for the reluctance of many physicians to certify patients. These physicians are concerned that their written certifications will be reviewed by the same entity that monitors physicians on issues of over-prescribing, "doctor shopping," and similar issues.
In June 2008 the department of public safety violated patients' privacy by mistakenly releasing private patient information to a reporter for the Hawaii Tribune-Herald. The list included the name of each of the four thousand two hundred patients, the location of their cannabis plants, license information, and the names of their physicians.
Since the mission of the department of health is "to protect and improve the health and environment for all people in Hawaii, the department is experienced in dealing with private health records, and the use of medical cannabis is properly regarded as a health issue, not simply as an exception to the State's laws on controlled substances, the legislature finds that the State's medical marijuana program would be more properly administered by the department of health rather than by the department of public safety.

FOREWORD |
This report was undertaken in response to House Concurrent Resolution No. 152, H.D. 2,
2004. The Bureau was requested to "conduct a study on how medical marijuana plants and
products may be procured and distributed to patients registered with Hawaii's medical marijuana
program.
During the 2000 Regular Session, the Hawaii Legislature enacted the Medical Use of
Marijuana law, codified as Part IX of Chapter 329, Hawaii Revised Statutes. Essentially, the
medical use of marijuana by qualified individuals in Hawaii is permitted under certain
conditions. However, the law places certain restrictions on the distribution and use of marijuana.
This situation is exacerbated by a conflicting general federal prohibition on the use of marijuana,
including distribution, for any purposes. This study searches for a viable system within which
medical marijuana may be realistically distributed to qualified patients that both complies with
state law and satisfies federal restrictions.
Ms. Brooke Evans, Public Policy Graduate Fellow, assisted in the research and writing of
this study. Ms. Evans was solely responsible for chapter 3 relating to the federal supply of
marijuana for therapeutic use.

Ten states, including Hawaii, have adopted medical marijuana laws. These laws allow
certain individuals to cultivate and use marijuana for medical purposes. These marijuana users
must comply with the respective state's medical marijuana law, including being certified or
registered for use due to certain specified medical conditions.
Federal law, however, prohibits the cultivation and any use of marijuana. Particularly
nettlesome for users in the ten states that do have medical marijuana laws is the issue of
distribution of marijuana.
This study examines various issues including:
• Distinguishing between legal and illegal marijuana use, including enforcement of
medical marijuana laws
• Experience of other states in obtaining access to marijuana supplied by the federal
government for therapeutic research
• Potential medical marijuana distribution systems
• Other inherent difficulties of compliance with medical marijuana laws including:
• Acquisition
• Possession
• Transport
• Adequate supply
• Distribution

Marijuana policy makes progress

Recent events:
During 2016, there were significant developments in Hawaii’s medical marijuana dispensary program. On May 19, the Department of Health announced it approved eight dispensaries’ applications, each of which can operate up to two locations. Dispensaries are not expected to open before late this year, because a testing laboratory has not been approved yet.
In an effort to improve and clarify the medical marijuana dispensary program enacted in 2015, Gov. David Ige signed into law HB 2707 on July 21. Introduced by Rep. Della Belatti, HB 2707 strengthens the existing medical marijuana program by establishing an advisory commission to evaluate the implementation of the medical marijuana dispensary program, including the impact on patients, the effectiveness of regulatory safeguards, and possible areas of expansion.

In 2000, Hawaii’s legislature became the first in the U.S. to allow seriously ill patients to use medical marijuana. Last year, Hawaii expanded patient access by creating a system for medical marijuana dispensaries under Act 241. As the Department of Health has worked to implement the program, it has become clear that additional legislation is necessary to strengthen and clarify the law.
On July 14, 2015, Gov. David Ige signed two important medical marijuana laws. HB 321 allows medical marijuana dispensaries to operate in Hawaii, and SB 1291 strengthens anti-discrimination protections for patients. Click here for a summary of these laws.

HB 321 initially allows eight dispensaries (three on Oahu, two each on Big Island and Maui, and one on Kauai) with two locations each. Starting in 2017, the Department of Health will be allowed to issue more licenses as needed. Each dispensary license will allow the license holder to have two cultivation sites with up to 3,000 plants, as well as the two dispensing locations that must be separate from the cultivation locations.
SB 1291 strengthens existing civil protections for medical marijuana patients and adds new protections that prevent landlords, schools, and courts from discriminating against medical marijuana patients. Click here for a summary of the law.

Decriminalization
| During its 2015-16 legislative session, the Hawaii Legislature had before it multiple bills to replace criminal penalties for possession of marijuana with a civil violation; however, despite significant public support, the only bill to become law was a study on the impact of decriminalization.
While the legislature continues to delay, voters want reform. A 2012 QMark Research poll found that 69% of Hawaii voters believe that jail time for marijuana offenses is inappropriate. In 2017, MPP plans to work with legislative champions and local allies to enact decriminalization legislation.

In the 2012 QMark poll, a majority of Hawaiians – 57% – supported ending marijuana prohibition and replacing it with a system that would legalize marijuana for adults and regulate it like alcohol. As is the case nationwide, this represents a significant increase in support over a very short period of time. In 2005, only 37% of respondents supported ending prohibition.
During the past several legislative sessions, multiple bills were filed that would end Hawaii’s prohibition of marijuana. It is expected similar legislation will be introduced in 2017.

Time For Hawaii Lawmakers To Be ‘Smart’ on Marijuana

Senate lawmakers took an important step last week to go from being ‘tough’ on crime to being ‘smart’ on crime.
On Friday, Senators voted unopposed in favor of Senate Bill 2450, which seeks to reduce minor marijuana possession penalties from a criminal misdemeanor, punishable by up to 30 days in jail and a $1000 fine, to a civil infraction punishable by a fine only. This is common sense, fiscally responsible proposal that will cut costs, improve public safety, and have a positive impact on the quality of life of tens of thousands of Hawaii adults.
SENATE BILL 2450 WILL IMPROVE THE QUALITY OF LIFE FOR HAWAII CITIZENS
Between 1,000 and 1,500 Hawaii residents are arrested annually for possessing one ounce or less of marijuana. Passage of SB 2450 measure would spare these minor marijuana offenders from criminal arrest, prosecution, and incarceration, as well as the emotional and financial hardships that follow -- including the loss of certain jobs, students loans, federal and state subsidies, and child custody rights.
Most adult marijuana users act responsibly and consume marijuana solely within the privacy of their own homes. They are not part of the crime problem and they should not be treated like serious criminals. Senate Bill 2450 would maintain the monetary sanctions already in place for marijuana possession violations, but would spare offenders from being saddled with lifelong criminal records. This change would continue to discourage marijuana abuse, while halting the practice of permanently criminalizing thousands of otherwise law abiding citizens of Hawaii.

Marijuana: Hawaii Insurer Denies Woman Transplant Because of Pot Use -

Waimea, Hawaii, resident Kimberly Reyes died July 27 at Hilo Medical Center, 10 days after her insurance provider denied the liver transplant she needed because she had tested positive for marijuana in a series of toxicology tests. Reyes was not a registered medical marijuana user, but her family told the Honolulu Advertiser she had used it to deal with nausea, pain, and disorientation caused by the hepatitis that killed her.
Reyes' attorney, Ted Herhold of San Francisco, told the Observer that the diagnostic test results were the sole basis for Hawaii Medical Service Association's (HMSA) denial of transplant coverage. Reyes' husband Robin, and her mother, Noni Kuhns, said the decision was based on failure to comply with HMSA's policy forbidding drug use, but that neither HMSA nor her doctors had told her just what that policy was.
"Just because someone takes a hit off of a joint doesn't mean that it should be the end of their life -- this is not a reason to deny life," said Kuhns.
HMSA has refused to comment or provide its policies on drug use and transplant approval.
Denial of transplants to marijuana users has happened before. Last year, Seattle-area musician Timothy Garon died after being refused a transplant because of doctor-recommended medical marijuana use.
In 2003, Oregon resident Dave Myers was removed from a transplant list merely for Marinol, a prescription medicine related to marijuana.

The U.S. Supreme Court's rejection of two California counties' objections to the state's medical marijuana law removes barriers to systems there and in 12 other states with similar laws. A task force approved by this year's Hawaii Legislature should examine ways to make the program effective.
After the Bush administration raided medical dispensaries in California, the high court ruled in 2005 that the federal government could prosecute medical users of marijuana for violating federal drug laws despite state laws permitting that use. However, Attorney General Eric Holder said two months ago that the Obama administration would not interfere with states' medical marijuana laws.
The Supreme Court, without comment, rejected appeals yesterday by two California counties that objected to the state law and claimed that it should be struck down as violating the federal law. The high court let stand a decision by an appellate state court ruling that the federal law did not render the state law void.
Unfortunately, Hawaii Public Safety Director Clayton A. Frank, whose agency administers the state's medical marijuana system, has insisted on adhering to the federal law. Several of the task force's functions "seem to be aimed at ways to circumvent federal law," he testified to legislators.
"The use of marijuana, even medical marijuana, is still illegal under federal law," Frank insisted more than two weeks after Holder stated the Justice Department's hands-off policy. "Until that law is changed, it is inappropriate for the state of Hawaii law enforcement agencies to recommend ways to maintain, transport or increase the use of marijuana."
Since Hawaii legalized marijuana for medical purposes nine years ago, more than 1,000 residents have registered with Frank's office to use marijuana for easing pain from such diseases as AIDS, cancer and multiple sclerosis. Patients must be certified by a doctor and are limited by the amount of marijuana they may possess.
However, patients in need of it have been "dismayed at the thought that they must go to the criminal market" to obtain it, said Jeanne Y. Ohta, executive director of the Drug Policy Forum of Hawaii. Patients commonly have experienced difficulty in finding a physician or caregiver.
A 13-member task force approved by legislators is to examine and report by the end of August on issues and obstacles encountered by patients and by law-enforcement agencies in the medical marijuana program and compare Hawaii's program with those in other states.
An obvious change would be to place the program under the Department of Health. The Public Safety Department should not administer a program that its director abhors as illegal, even though the U.S. Supreme Court has declined to intervene.

Cannabis churches are stepping up to heal the sick with medicinal sacrament.
As the US federal government closes down medical cannabis clubs, churches are springing up to care for those in need of medicinal marijuana.
It may be a farming community in a sloping valley, a sleepy hamlet in the mountains, or a busy metropolis. Down on the corner, the church bells are ringing, and folks with a host of crippling and life-threatening ailments cane or wheelchair down the block to receive their daily sacrament and medicine cannabis. The preachers who distribute the sacrament from these churches have had spiritual experiences deeply rooted in life-threatening illnesses and family compassion.

The Hawaii Senate passed a bill on 24 April that will allow the medical use of Cannabis by patients with certain severe or life-threatening illnesses. The Hawaiian House of Representatives has already approved the measure, and Gov. Ben Cayetano has said he will sign the law.
Hawaii is the first state of the U.S.A. to approve the medicinal use of marijuana through legislation instead of a voter referendum as in Alaska, Washington, Hawaii, Arizona, Nevada, Oregon, Maine and the District of Columbia. The Federal Justice Department is challenging those laws.
Patients who want to smoke marijuana to alleviate pain, combat chemotherapy treatments and stimulate appetite would require written certification from a doctor and would have to register annually with the state public safety department.
"This bill will protect from arrest both the patient who might find a use for marijuana and the doctor who might recommend its use," said Democratic Sen. Suzanne Chun Oakland, the chairwoman of the Health and Human Services Committee.

1. Since 1996, twelve states have legalized medical marijuana use: AK, CA, CO, HI, ME, MT, NV, NM, OR, RI, VT, and WA. Eight of the twelve did so through the initiative process. Hawaii's law was enacted by the legislature and signed by the governor in 2000, Vermont's was enacted by the legislature and passed into law without the governor's signature in May 2004, Rhode Island's was passed into law over the governor's veto in January 2006, and New Mexico's legislation was signed into law by Governor Bill Richardson on April 2, 2007.
