Cytochrome P450 is the major liver enzyme responsible for drug metabolism, however it can be inhibited or induced by other chemicals, making prescribing multiple medicines challenging. Cannabis extract is being trialled for the treatment of patients with multiple sclerosis and this research seeks to study its effects on the enzyme, to predict its effects on drug metabolism.

Cannabis's accepted medical use in the United States is increasingly recognized by health care professionals and the medical community, including the Institute of Medicine. Numerous medical organizations support legal access to cannabis for medicinal purposes. A new medical journal released in 2001 focuses on the medicinal use of cannabis and cannabinoids. National clinical conferences on the medicinal use of cannabis have been held in the United States in 2000 and 2002 and are scheduled to continue on a biennial basis. Most importantly, data on the number of physicians currently recommending therapeutic marijuana use to their patients demonstrate its acceptance by the medical community in the United States.

I'm taking a backpacking trip for 2 weeks to Scotland/Ireland in June, and I was wondering if anyone could give me help/advice on how to find someone that I could buy some herb from, and then try and smuggle it back here.

TRENTON BUREAU:
A Senate committee today cleared a measure that would allow medical use of marijuana in New Jersey.
The Senate Health, Human Services and Senior Citizens Committee voted to approve the long-stalled bill by a 6 to 1 margin; two senators abstained.
The bill calls for creating “alternative treatment centers” where people with chronic and terminal diseases would be allowed access to marijuana. Supporters say marijuana is a viable treatment option to alleviate pain in many cases.
“It is the definition of basic human decency that we do whatever we can to ease the pain and suffering of people living with severe chronic and terminal diseases,” said bill sponsor Sen. Nicholas Scutari, D-Union.
“When all other avenues of currently-approved pain relief have been exhausted, we need to give doctors the freedom to prescribe medical marijuana to give their patients a measure of comfort and dignity in the face of their debilitating diseases. This bill is about the most humane, compassionate option for those state residents who have nowhere else to turn in managing their illnesses.”
If ultimately approved by the full Legislature and signed by Governor Corzine, New Jersey would be the 14th state to allow medical use of marijuana.

A new study entitled Marijuana Effectiveness as an HIV Self-Care Strategy, which was released this past weekend in Clinical Nursing Research, indicates that persons living with HIV/AIDS rate cannabis as more effective in treating the symptoms of anxiety, depression, fatigue, diarrhea, and neuropathy than other prescription and over the counter medications.
The study, which was conducted over a two year period and included 775 patients from the USA, Africa, and Puerto Rico, assessed the use of cannabis as a symptom management approach for anxiety, depression, fatigue, diarrhea, nausea, and peripheral neuropathy. 27% of survey participants reported using cannabis for medicinal purposes.
Researchers wrote that cannabis use “was rated slightly more effective than antidepressants for anxiety and depression, Imodium for diarrhea, [over the counter] (OTC) medications for fatigue, and anti-epileptics and OTC medications for neuropathy” while cannabis was rated “slightly less effective for nausea than either prescribed or OTC medications.” Authors concluded that cannabis “is perceived by users as at least as effective as prescribed medications in symptom management.”

HALF of the Scottish National party’s shadow cabinet, who could be
running the country within a week, have admitted smoking cannabis before
they entered politics.
Among those who said they had tried the drug are Nicola Sturgeon, the
party’s deputy leader, Shona Robison, who could become Scotland’s next
health minister, and Fiona Hyslop, potentially the next schools minister.
Others include Tricia Marwick, the SNP’s housing spokeswoman, Stewart
Maxwell, its culture spokesman, and Bruce Crawford, its business manager
and campaign chief.
Crawford said he smoked a joint to relieve the disappointment of
watching Scotland lose a football match against Spain.
Fergus Ewing, the party’s transport spokesman, said he had been
suspended for two weeks after being caught smoking the drug as a
16-year-old pupil at Loretto, Scotland’s oldest independent boarding
school, near Edinburgh.
Sturgeon and the other six frontbenchers said they did not believe that
experimenting with a soft drug in their youth should count against
serving politicians.

A former paratrooper has been jailed for eight months for growing £5000 worth of cannabis in his home.
Steven McGinty, from Livingston, claimed he had produced the drug for his own use because he was suffering from post-traumatic stress disorder.
But in court, his lawyer admitted that medical evidence indicated that cannabis use was likely to make the condition worse rather than better.
A search of his home on December 8 last year uncovered 41 cannabis plants at different stages of development and eight glass jars packed with nearly 1lb of cannabis buds.
Livingston Sheriff Court was told that the Class B drugs were valued at £5000, with the growing equipment worth £2000.
Ian Smith, defending, said McGinty had grown and harvested the plants for his own use and there was no indication he was dealing in cannabis.

UK Drug Policy Commission Suggests Harm Reduction Measures

A report released by the UK Drug Policy Commission, released on July 30, 2009 and discussed here by the British Press Association, found in their survey of law enforcement officers that "[n]ine out of 10 of those questioned said it was 'unlikely' UK drugs markets would be eradicated in the near future." The study did not limit itself to law enforcement but also addressed drug markets and drug dealers themselves. For example, the Commission found that "drug dealers were often able to avoid having their operations shut down by police" and were "quick to adapt" when avoidance was not possible.
But the Commission did not limit itself to simple observations. Instead, it used its findings to make recommendations regarding how and where law enforcement should distribute its resources. As the Press Association states, "the authors suggested targeting law enforcement efforts at reducing the harm caused by illegal drugs." The study suggested such practices as "moving drug dealers from residential neighbourhoods to different areas where they would cause less harm" and "measuring success" based on something other than "arrests and seizures," which the report characterized as having "limited value." Indeed, the Commission suggested that "[e]ven successful police operations can sometimes have negative consequences if, for example, they create a turf war between rival gangs." The Commission seems to have discovered what drug policy reformers have known for over a decade.

Cannabis spray reduces pain of cancer patients - study; reported by

Cancer patients who used a cannabis mouthspray had their pain levels reduced by 30%, researchers at a Scottish university have revealed.
The cannabis-based spray, like a mouth freshener, was used on 177 patients by researchers from Edinburgh University.
The spray was developed so that it did not affect the mental state of patients in the way that using cannabis would.
The researchers said their findings, reported in the Journal of Pain and Symptom Management, did not justify smoking cannabis as this could increase the risk of cancer.
They said the spray works by activating molecules in the body called cannabinoid receptors which can stop nerve signals being sent to the brain from the site of pain.
Edinburgh University's Professor Marie Fallon said: "These early results are very promising and demonstrate that cannabis-based medicines may deliver effective treatment for people with severe pain.
"Prescription of these drugs can be very useful in combating debilitating pain, but it is important to understand the difference between their medical and recreational use."

A senior police officer warns that international gangs have set up dozens of cannabis factories in Scotland.
Graeme Pearson, head of the Scottish Crime and Drug Enforcement Agency, said more than 60 industrial-level cannabis farms had been raided in the last year.
Mr Pearson revealed there had been virtually no major cannabis production in Scotland until 12 months ago.
He said the illegal factories were being set up by organised crime gangs.

Scottish public opinion is taking a harder line toward drug use and drug users, according to the Scottish Social Attitudes Survey 2009. Support for marijuana legalization has declined by half since 2001, while attitudes toward heroin users are harsh, and support for harsh punishments is stronger than support for harm reduction measures.
The poll comes after several years of a full-blown Reefer Madness epidemic in the United Kingdom press, where sensational assertions that "cannabis causes psychosis" have gained considerably more traction than they have in the US. It also comes as Scotland confronts an intractable, seemingly permanent, population of problem heroin users and increasing calls from Conservatives to treat them more harshly.
Throughout the 1980s and 1990s, support for marijuana legalization rose in Scotland, as if did throughout the UK, reaching 37% by 2001. Last year, it was down to 24%. The decline was especially dramatic among young people, with 62% of 18-to-24-year-olds supporting legalization in 2001 and only 24% last year.

Cannabis plants with an estimated street value of £50,000 have been discovered in a vacant shop in Dundee.
Tayside Police officers found about 160 plants after searching a property in the city's Forest Park Road.
The find came as senior officers reported an increase in the number of cannabis cultivations found across Tayside.
Assistant Chief Constable Bill Harkins urged the community as a whole to be aware of any suspicious activity.
Police said they were continuing to look for those behind the latest cultivation discovery.
Det Insp Mike Pirie from Tayside Police's drugs branch, said landlords were being lured into a false sense of security by some tenants.
He said: "'The properties where we find these cannabis cultivations are nearly always rented. Tenants seem reasonable, check out perfectly, pay their rent on time, but have turned their properties into cannabis factories once a level of trust has been achieved.

Fixed Fine Plan for Cannabis Users in Scotland

| Cannabis users should be given on-the-spot police fines rather than a criminal record, an official government report has recommended.
The report, published yesterday by senior researcher Ben Cavanagh of the Justice Analytical Services Division of the Scottish Government, reveals that 83% of police officers and other staff interviewed called for those found with “personal amounts of cannabis” to be given a fixed penalty notice (FPN) and therefore no criminal record.
The research reveals that 22,000 police hours have been saved and more than 65,000 £40 notices handed out to low-level offenders.

However, the call to extend their use to cannabis is expected to prove far more controversial.
The study involved in-depth interviews with eight local authority community safety officers, 22 senior police and 247 frontline officers.
The aim of the scheme, launched across Scotland in 2007 following a pilot in Tayside, was to free police time and remove minor offences from courts to allow prosecutors to concentrate on more serious crimes.

Parliamentary Thinktank Recommends Safe Injection Site, Heroin Maintenance, Cannabis Regulation

Scotland's Futures Forum, a nonpartisan thinktank set up by Parliament, has published a report calling for radical changes in drug policies including heroin maintenance, sanitary consumption facilities, and cannabis regulation/taxation.
The BBC reported on June 9, 2008 "Forum sets out radical drugs plan") that " Recommendations include the setting up of "consumption rooms" where addicts would be able to take drugs safely, and for heroin to be prescribed to users. The report also suggested the taxation of cannabis to enable it to be more tightly regulated. The Scotland's Futures Forum was asked to look at ways of tackling addiction. The think tank was established by the parliament and was tasked with looking at the challenges facing Scotland, and seeking ways to meet those challenges. In this latest report it asked how the damage caused by alcohol and drugs in Scotland could be halved by 2025."
According to the BBC, " The forum believes cannabis should be taxed and highly regulated to help reduce availability and harm. A Scottish Government spokesman ruled out any imminent establishment of drug consumption rooms. 'There are complex legal and ethical issues around consumption rooms that cannot be easily resolved,' he said. Approaches to heroin prescribing are currently being piloted in England, the spokesman added. He said Scotland would 'wait and see' what lessons can be learned from those."

Almost two thirds of Scots want to see cannabis legalised for medical use, according to a new poll.
A total of 64% of those interviewed said the drug should be legalised on prescription, while a further 15% said it should be made available for general use.
Almost one fifth, 19%, of those surveyed for the System Three poll in The Herald newspaper did not want to see the drug legalised, while 3% had no view.
The poll found strong cross-party support for medical legalisation, with 60% of supporters of all parties endorsing such a move.

George Venters, M.D., the committee chairman, argued that there was no evidence that cannabis was addictive and said, "I think more than half the population would support legislation if you laid out the evidence." The doctors contend the illegal status of marijuana encourages people to categorize the drug with heroin and cocaine, which in turn leads to the assumption that taking hard drugs is no more damaging than smoking marijuana. Venters asserted, "There is much more damage done by smoking [cigarettes] and alcohol than by cannabis. That is the issue." Dr. Brian Potter, Scottish secretary of the BMA, said, "What [the committee] is trying to say is that there are other dangerous drugs which are legalised and cause a lot more deaths. Certainly in Scotland, 35 people a day die from tobacco use. Maybe we should be focusing on that rather than putting our energies on cannabis."
Anti-drug agencies rejected the group's call to action, claiming decriminalization would lead young people to experiment with harder drugs. The director of Scotland Against Drugs, Alistair Ramsey, said that the legal status of cannabis was investigated last year by a select committee from the House of Lords and no reason was found to decriminalize or legalize the drug.

Leading doctors from the British Medical Association's (BMA) Scottish committee for public health are pushing to remove criminal penalties for the recreational use of marijuana.
"We want to encourage public debate on this issue and examine the evidence, rather than [have] people leaping to prejudice," committee chairman Dr. George Venters said. "I think more than half the population would support legalization if you laid out the evidence."
The doctors' group argues that separating marijuana from the illegal drug market would effectively dissuade users from graduating to harder drugs. "Marijuana is in the same boat as heroin and cocaine [under the law] and that's entirely anomalous," Venters said. "Cannabis has been around a long time. It's not addictive; it's not in the same league as these other drugs."
Venter's said that improperly categorizing marijuana with hard drugs like heroin and cocaine costs anti-drug proponents credibility with adolescents. "If we want to be listened to about drugs, we cannot talk a lot of nonsense. Young people know exactly what is going on."

Decriminalize Marijuana Use, Says Church of Scotland Report DRUG POLICY STUDIES

| Decriminalize marijuana smoking, says a Church of Scotland report published on March 25 after a two-year study into drug use ("Report of the Study Group on the Decriminalisation of Drugs," Church of Scotland, Board of Social Responsibility, March 25, 1997; Carlos Alba and Robbie Dinwoodie, "Blair at Odds With Church Over Drugs; Kirk's Soft Line on Cannabis," The Herald (Glasgow), March 26, 1997, p. 1).
The "Kirk report," as it is called, concluded that using cannabis is no more sinful than drinking alcohol, smoking tobacco or overeating. The Rev. Jim Cowie, who led the study, said, "We do not believe that the consumption of cannabis is unduly detrimental to people's health or to society." Cowie added, "The cost to society if people choose cannabis instead of alcohol and tobacco, to both legal and health services, would be greatly reduced." Cowie also said, "Medical use of cannabis, which the Government recently voted against, is recommended." The report was conducted by the Church of Scotland's Board of Social Responsibility (BSR).
The report calls for 1) "the appropriate legal authorities to ensure that resources are in place for greater and more consistent use to be made of diversion schemes in dealing with cannabis users," 2) "a Royal Commission [to] be appointed to consider and make recommendations on the issues involved in the legalisation of cannabis," 3) "the Department of Health to initiate a review of the medical uses of cannabis," and 4) "the Board to continue to monitor, research and challenge the reasons for the misuse of drugs as they relate to the full range of social conditions."

US Government Says It Will Stop Interfering with Medical Marijuana |
According to this article, US Attorney General Eric Holder has said that states will be allowed to make their own rules about medical marijuana, and that the US federal government will stop raiding medical marijuana dispensaries in California. In the 1990s, several US states passed referendums which allowed marijuana to be used legally for medical purposes. In a referendum, the registered voters vote directly on the proposed law, as opposed to the law being passed by the state legislature. Thus, when these states passed these referendums, it meant that the citizens of these states really wanted medical marijuana to be made legal.
However, in a blatant disregard for democracy and the people’s will, under the Bush administration, the national government refused to accept this law, and carried out raids of the medical marijuana dispensaries.

1. Since 1996, twelve states have legalized medical marijuana use: AK, CA, CO, HI, ME, MT, NV, NM, OR, RI, VT, and WA. Eight of the twelve did so through the initiative process. Hawaii's law was enacted by the legislature and signed by the governor in 2000, Vermont's was enacted by the legislature and passed into law without the governor's signature in May 2004, Rhode Island's was passed into law over the governor's veto in January 2006, and New Mexico's legislation was signed into law by Governor Bill Richardson on April 2, 2007.
2. The Institute of Medicine's 1999 report on medical marijuana stated, "The accumulated data indicate a potential therapeutic value for cannabinoid drugs, particularly for symptoms such as pain relief, control of nausea and vomiting, and appetite stimulation."

Their chief concern was that legal medical access would send the message that cannabis is safe. The presidents can, however, lay their safety concerns to rest because the scientific literature overwhelmingly confirms that cannabis is both an effective and safe medicine.
The Cannabis Safety Profile. The journal PHARMACOLOGICAL REVIEWS reports that decades of research prove that, "Compared with legal drugs...marijuana does not pose greater risks." Yet based upon mortality statistics, we can safely conclude that cannabis is one of the safest medical drugs known, for, while prescription drugs, defined as safe by the FDA, kill up to 27,000 and aspirin up to 1,000 Americans per year, cannabis kills 0 per year.
