Cannabis's accepted medical use in the United States is increasingly recognized by health care professionals and the medical community, including the Institute of Medicine. Numerous medical organizations support legal access to cannabis for medicinal purposes. A new medical journal released in 2001 focuses on the medicinal use of cannabis and cannabinoids. National clinical conferences on the medicinal use of cannabis have been held in the United States in 2000 and 2002 and are scheduled to continue on a biennial basis. Most importantly, data on the number of physicians currently recommending therapeutic marijuana use to their patients demonstrate its acceptance by the medical community in the United States.

N.J. Senate approves medical marijuana bill -

TRENTON BUREAU:
A Senate committee today cleared a measure that would allow medical use of marijuana in New Jersey.
The Senate Health, Human Services and Senior Citizens Committee voted to approve the long-stalled bill by a 6 to 1 margin; two senators abstained.
The bill calls for creating “alternative treatment centers” where people with chronic and terminal diseases would be allowed access to marijuana. Supporters say marijuana is a viable treatment option to alleviate pain in many cases.
“It is the definition of basic human decency that we do whatever we can to ease the pain and suffering of people living with severe chronic and terminal diseases,” said bill sponsor Sen. Nicholas Scutari, D-Union.
“When all other avenues of currently-approved pain relief have been exhausted, we need to give doctors the freedom to prescribe medical marijuana to give their patients a measure of comfort and dignity in the face of their debilitating diseases. This bill is about the most humane, compassionate option for those state residents who have nowhere else to turn in managing their illnesses.”
If ultimately approved by the full Legislature and signed by Governor Corzine, New Jersey would be the 14th state to allow medical use of marijuana.

A new study entitled Marijuana Effectiveness as an HIV Self-Care Strategy, which was released this past weekend in Clinical Nursing Research, indicates that persons living with HIV/AIDS rate cannabis as more effective in treating the symptoms of anxiety, depression, fatigue, diarrhea, and neuropathy than other prescription and over the counter medications.
The study, which was conducted over a two year period and included 775 patients from the USA, Africa, and Puerto Rico, assessed the use of cannabis as a symptom management approach for anxiety, depression, fatigue, diarrhea, nausea, and peripheral neuropathy. 27% of survey participants reported using cannabis for medicinal purposes.
Researchers wrote that cannabis use “was rated slightly more effective than antidepressants for anxiety and depression, Imodium for diarrhea, [over the counter] (OTC) medications for fatigue, and anti-epileptics and OTC medications for neuropathy” while cannabis was rated “slightly less effective for nausea than either prescribed or OTC medications.” Authors concluded that cannabis “is perceived by users as at least as effective as prescribed medications in symptom management.”

LEGAL MARIJUANA TAKES ROOT IN LATIN AMERICA

MONTEVIDEO ( AFP ) - After Uruguay first moved to legalize marijuana in 2013, the approach has taken root in Latin America with several other countries now considering a revamp of their own drug laws. "Someone has to start in South America," Uruguayan President Jose Mujica said in late 2013 as he unveiled plans to make cannabis legal in his country.
Under Mujica, Uruguay became the first country in the world to fully legalize marijuana all the way from the cannabis field to the joint, setting up a regulated market for cultivation, sales and use. Though marijuana is not yet being sold in pharmacies, the National Drug Council, or JND, already counts 1,300 of the country's 3.3 million inhabitants registered as self-producers. There are also six clubs of up to 45 consumers.
Uruguay's neighbors are intrigued.
"Because Uruguay did it and has not yet suffered any massive negative consequence, either in terms of international relations, foreign policy, sanctions or domestic political repudiation, it's become an option for other countries to consider," John Walsh of the Washington Office on Latin America said. Pien Metaal of the Transnational Institute in Amsterdam agreed that "Uruguay has inspired many countries to at least take a few steps in that direction." "It is not possible to go back. The genie came out of the bottle and there is no way to get him back inside," she added.
In late October, Chile became the first in the region to grow cannabis for therapeutic uses, though the drug is still officially considered a narcotic.
A bill under consideration seeks to decriminalize growing cannabis for personal uses. In Colombia, parliament is debating a bill allowing medical use of the drug, with support from center-right President Juan Manuel Santos. A bill backed by Argentine Secretary General to the Presidency Anibal Fernandez seeks to decriminalize marijuana cultivation for personal use, but the government overall is still opposed.
Another bill seeks to decriminalize therapeutic consumption and uses of the drug. In several countries in the region, marijuana possession for personal use is no longer subject to penalties.
US example
Beyond the region, Latin America is also looking to its huge northern neighbor, the United States. Despite its troubled history with the war on drugs, which saw Washington engage in a long campaign of drug prohibition, military aid and military intervention in Latin America and beyond, reforms are now underway in the country itself.
Four states have already regulated cannabis for recreational use-Alaska, Colorado, Oregon and Washington-and 23 have legalized its medical use. "This makes the United States lose a bit of credibility when it dictates its drug policies to Latin America, as it has done for the past several decades," Metaal said.
After having long advocated for prohibition, "it is time for the United States to show coherence in the way it deals with countries in the region, and to stop preaching something they cannot apply at home," said Eduardo Vergara, who heads Chile's Asuntos del Sur think-tank. But he noted that "the region remains divided," and some Latin-American countries are still hesitant, Vergara added.
"Legalizing drugs is not on the agenda right now," Brazilian Justice Minister Jose Eduardo Cardozo said recently, despite a raft of bills seeking to do just that. Costa Rica, Mexico, Nicaragua, Panama, Peru and Venezuela also share similar positions.
But there is also a chorus defending legalization, including from ex-presidents Fernando Henrique Cardoso of Brazil and Vicente Fox of Mexico. And calls for a new approach are rising in the region, the world's biggest producer of cocaine and long in the grips of violence linked to drug trafficking. The repressive approach has "failed," according to Colombian leader Santos, while his Ecuadoran counterpart Rafael Correa labels it a "complete failure."
And with the support of Colombia, Guatemala and Mexico-all facing a bloody drug-related wave of violence-the United Nations will hold a special session on drug policy next year. But while marijuana legalization is taking place in the United States through public pressure, change is more gradual in its southern neighbors. "There is public skepticism in Latin America, where the public may not be pleased with their drug war, but also tend to associate the idea of legalization as permissive or surrendering," Walsh said. Even Uruguay's marijuana law faces an uncertain future, as it is opposed by president-elect Tabare Vazquez.

DENVER, Colo. — It’s been more than 18 months since the tiny South American country of Uruguay legalized the cultivation, taxation and sale of recreational marijuana.
The most striking element of Uruguay’s legislation is that the government has pledged to hire companies to cultivate its own marijuana, which will then be sold to the public in pharmacies.
Yet, more than a year and a half later, and the Uruguayan government is yet to announce even the companies that will be growing its weed. In January, a government minister told reporters that the government was days away from announcing the companies. That never happened.
The most radical part of Uruguay’s pioneering pot plan looks in trouble. The pot law was pushed forwards by Uruguay’s former President Jose “Pepe” Mujica, a left-wing former revolutionary, who also ushered in the legalization of gay marriage and abortion. But Mujica, who was termed out this year, was replaced in March by Tabare Vazquez, whose politics are much more centrist.
Vazquez has been lukewarm on the idea of government-grown pot all along. Vazquez’s pot czar said back in March that there was “no rush” for the government to start growing and selling marijuana, and since then, there’s been no news about this aspect of the law moving forwards.
So, what’s the current status of the law?

MONTEVIDEO, Uruguay — As this country's remarkable legal marijuana experiment continues to unfold, an unexpected detail has emerged: It could cost more for cancer patients to buy weed for pain relief than for plain old stoners getting high just for fun.
Citing Uruguay's drug czar Julio Calzada, El Observador newspaper reported on Feb. 6 that medical marijuana will cost more than recreational weed.
A National Drug Council spokesman confirmed on Wednesday that cannabis grown in Uruguay for medicinal uses — like treating pain and nausea caused by chemotherapy, or helping boost appetites for HIV/AIDS patients — will cost more than recreational pot.
The reason: Medical marijuana will be grown separately from the recreational type, by different companies. It will likely have higher levels of tetrahydrocannabinol or THC, the plant's chemical compound that makes users high, and will be grown under stricter controls than pot grown purely for fun.
It's the latest twist in the South American country's breakthrough cannabis policy.
There have been some notable hold-ups in the rollout, and any new details that emerge need to be taken with a pinch of salt.
Until a few months ago, Uruguayan politicians were adamant that pot would be sold for $1 a gram, a claim they're now backing away from. El Observador also revealed that weed with different THC levels will sell for different prices, with only the very weakest at about $1 a gram.

The Uruguayan government has unveiled long-awaited regulations for its recreational marijuana market — a move that steers the tiny nation of 3.3 million people away from the prohibitionist war on drugs, with its disastrous consequences in Latin America, and toward a drug policy based on improving public health and security. Although Uruguay’s Congress approved the measure in December — becoming the first country in the world to legalize recreational pot use — it was just this week that the government of President José Mujica announced all the details.
The regulations allow three forms of access to marijuana. Uruguayans can purchase up to 40 grams per month – with a limit of 10 grams per week – from registered pharmacies. They can also choose to cultivate up to 6 homegrown plants, with a cap on annual production at 480 grams. Finally, as members of cannabis clubs, Uruguayans will be able to cultivate up to 99 plants per group, with a production cap of 480 grams per member. But smokers must choose one form of acquiring pot, and will be denied access to the drug by the other two means. The law officially takes effect on May 6, the government announced Friday.
The “experiment,” as Mujica has labeled the law, will be closely monitored throughout the hemisphere – from Mexico to Guatemala to Argentina – as a growing list of countries increasingly mull alternatives to a militarized drug policy that has seen governments outgunned by trafficking syndicates, who rake in billions of dollars annually through illicit sales.
The rest of the world will be watching, too. The United Nations and United States have cast a wary eye on the measure, which contravenes international agreements on drug control. But the Obama administration finds itself in an awkward position internationally, and will likely temper its criticism of the Uruguay program, since Colorado and Washington state voted to legalize recreational pot use in November 2012. Since then, Latin American leaders have aggressively questioned U.S.-led drug control policy. They wonder why they should spend resources – and lose lives – defending drug laws when the U.S. government has allowed two of its states to experiment with marijuana legalization.
Moreover, the similarities between Uruguay’s measure and those of Colorado and Washington state are no coincidence. Julio Calzada, Uruguay’s drug czar, has long pointed to the U.S. measures as inspiration for his country’s law. Uruguay’s home cultivation provision, for example, mirrors Colorado policy. The Latin American nation will also register and track every government-grown marijuana plant in a process similar to Colorado’s Inventory Tracking System. And like Washington state residents, Uruguayans will be subjected to a DUI provision. Transit and municipal police will set up checkpoints and arrest drivers whose blood contains more than a set limit of THC, marijuana’s major psychoactive ingredient.

After several meetings with the United Nations, Uruguay has stood up to the international body once again over the country’s legalization of marijuana consumption.
On Thursday, June 26, Juan Andrés Roballo, the president of Uruguay’s National Drug Board (JND) announced he will present a report before the UN High Commissioner for Human Rights defending the country’s regulation of the marijuana market. He says he will urge the international body to discuss the topic “without taboos.”+
“Uruguay has embarked on a different path. Not only have we made proposals, we have also taken effective, concrete measures in a different sense,” said Roballo.
He added that the whole world is looking closely at Uruguay and highlighted the “special commitment” the country has domestically to run a successful legalization process.
For its part, the United Nations claims the law approved by Uruguay “is incompatible with what is stipulated in the 1961 Convention,” an international treaty limiting the production, manufacture, export, import, and distribution of different types of narcotics.+
JND Secretary Milton Romani says Uruguay’s legalization of marijuana has “kicked the hornet’s nest.”
According to Romani, Uruguay “will not pull back,” arguing that the repressive anti-drug policies adopted prior to the law are “more dangerous than the drug itself.” He explained they are not “talking about revising the conventions, but rather about upholding the ultimate goals of these treaties, which explicitly say they seek to improve humankind’s health and well-being.”
The United Nations Office on Drugs and Crime (UNODC) criticized Uruguay in 2014 and suggested their new marijuana policy would “not only affect drug control in Uruguay, but also negatively impact the fight against drugs in other countries, neighbors or not, especially the control of cannabis.”

Uruguay made the headlines 17 month ago by being the first country to completely decriminalize marijuana use, a decision that was not without controversy and opposition – for example, the country’s pharmacies have refused to distribute the product. But that’s recreational cannabis; this report is about medical cannabis and here, again, Uruguay seems to be setting the pace: it was the first nation in the world to fully legalise the research and development, as well as cultivation, distribution, sale and consumption of non-synthetic cannabinoids and hemp. Enter a junior Australian exploration company looking for a new direction. International Goldfields (ASX:IGS) has 35% of a Brazilian gold project, and earlier this year considered and then dropped acquiring a West Australian precious and base metals target.
Now it is entering the medical cannabis business by taking an 85% interest in Winter Garden Biosciences, a pharmaceutical company based in Uruguay that is developing mass market, non-synthetic cannabis products. The attraction of this small South American nation is that, according to IGS, in the rest of the world laws prohibit growth and research on hemp with a THC content of more than 0.03% (THC being tetrahydrocannabinol, the mind-altering substance in cannabis). As the company says, this has altered every aspect of the plant to the point “that it offers almost no useful research benefits”. IGS argues that if the THC level is below 1%, that level is considered non-psychoactive. The company says the US Drug Enforcement Agency and Food and Drugs Administration have lobbied the world to get level down to 0.03%.
Only synthetic plants can be utilised in most global R&D and, again according to IGS, “these are ineffective and inadequate for both research as well as pharma-grade medical applications”.Winter Garden is at present the only company in the world licensed to operate in Uruguay using natural levels of THC and cannabinoids, with accompanying patent, marketing and clinical trials. IGS says that, within 12 months, Winter Garden aims to produce strains on a commercial scale to target neurological pain and palsy, anti-tumor, anti-inflammation, anti-nausea and anti-depression needs.

MONTEVIDEO, Uruguay — There's a revolution happening in the streets of this sleepy South American capital — one full of controversial land mines, landmark precedents and intense international heat.
It's the kind of uprising you can smell, and it's a familiar scent in Colorado.
Marijuana is on the lips and minds of many Uruguayans. While the possession of cannabis has been federally legal here since 1974, the government's recent effort to regulate the sale of recreational marijuana has thrust the quiet, modest country of 3.3 million into the international limelight.
Uruguay will be the only country in the world with legal, regulated recreational marijuana sales, and President José Mujica — who donates 80 to 90 percent of his salary to the poor and opts to live at his semirural flower farm instead of the opulent, more traditional presidential palace — is at the center of the lively national conversation.
"The political decision to go from total prohibition to regulation happened entirely due to the fact that Uruguay's president today is José Mujica," said Julio Calzada, secretary general of Uruguay's National Drug Council.
In his five-year term, President Mujica has overseen the legalization of same-sex marriage and abortion and created a regulated marijuana market, igniting passionate youths to activism and alienating much of Montevideo's wealthy elite. It's a bold track record, especially considering that multiple polls showed only 27 percent of Uruguayans supporting the marijuana measures.

Labs that have been prohibited from doing life saving research on cannabinoids in their own country, want to fire up new labs in the tiny South American country of Uruguay. Now leading the world on the topic of marijuana legalization, Uruguay’s congress recently agreed with it’s president – and fired up the globe’s first government backed marketplace for legal pot. Maintaining a tight grip on their new revenue source, the Uruguayan government will keep a close eye on all growers, sellers, and smokers.
Per ABC news; “Uruguay’s presidential spokesperson, Diego Canepa, noted Monday that foreign labs have told the government they’d like to set up there. Canepa is quoted by the local daily El Observador as saying that “Uruguay will become a hub for biotechnology.“
As a side note: Canada’s leaders have initiated talks with Uruguay about importing cannabis from Uruguay for Canadian medicinal needs.

The Uruguayan government published on Wednesday, February 4, the decree that will regulate the production, distribution, and acquisition of marijuana for medical and scientific purposes. It also sets the conditions for importing and exporting marijuana derivatives.+
Medical marijuana will be sold in pharmacies only to those with an “official prescription” from a doctor, and users must be over 18 years old.
The law establishes that any scientific research must be authorized by the Ministry of Public Health, and the findings must also be presented before the ministry.
Scientists and researchers may produce their own cannabis or purchase it from producers authorized by the Cannabis Regulation and Control Institute.
As with recreational marijuana, medicinal cannabis is exempt from rural-products taxes for all activities associated with the plant and its derivatives. The decree also bans all advertisement of marijuana products.
Marijuana in Uruguay will be available to consumers in private clubs, pharmacies, as well as through self-cultivation. Cannabis clubs must also meet certain requirements as set forth by government regulation. Each club must be registered as a civil association with the Ministry of Education and Culture, maintain a membership list of between 15 and 45 people, among other requirements set by the Cannabis Regulation and Control Institute.+

In the blink of an eye, global debates about cannabis regulation have shifted from “whether” to “how,” reports John Collins in Foreign Affairs.
In 2014, Uruguay became the first nation to explicitly regulate cannabis from seed to sale.
Its preferred strategy? State-regulated production, cannabis clubs, and personal growing.
Meanwhile, four U.S. states and the District of Columbia have moved ahead with legal regulation, Colorado and Washington being the first, and the federal government seems unlikely to intervene.
More states, possibly even California, look set to follow.

Uruguay is taking its time with the implementation of its legal, regulated recreational cannabis sales — something that has been delayed a number of times by the nation’s government. But now there’s a new twist to the South American country’s plan, one that will surprise legalization advocates and anti-pot opposition alike.
In Uruguay, medical marijuana will cost more than recreational pot, according to multiple sources. Drug czar Julio Calzada told El Observador about the unusual price structure, and a National Drug Council spokesman confirmed the news to The Global Post.
One reason that kind of pricing comes off as odd: The government would be charging more for medicine than they would drugs meant for recreational use, indicating an unusual emphasis. Another reason: It goes against everything the legalization movement has seen in the U.S., where medical prices are often half of their recreational counterparts in Colorado and Washington shops.
The reason, according to The Global Post:

Remember when former Uruguayan president Jose Mujica, who first pursued the regulated sale of cannabis, called out the medical marijuana system in Colorado? “It’s a complete fiction what they do in Colorado,” he told the AP in May 2014.

Joyous climate spoils Uruguay’s pot drive

Interestingly, his first criticism was not so much about legalization itself, but about the party-like atmosphere in which it is taking place. He fears it will lead to a generalized increase in drug consumption.
“They have created a joyous atmosphere and a climate of permissiveness around marijuana, when in fact it’s known that it is very harmful,” Sanguinetti told me. “Its effects are not immediate, like those of cocaine, but it the long run it harms your brain.”
According to Sanguinetti, the marijuana legalization bill was the result of “a series of improvisations” that started when Mujica once mentioned almost in passing the idea that the government should take control of the marijuana business, in order to take it away from the cartels, and to keep youngsters from using harder drugs.
Sanguinetti said that Mujica “is a romantic anarchist who speaks all day long” about whatever comes to his mind, and that “once he threw out the idea of legalization and he saw that it generated an international debate in which he was at center stage, he charged on.”

Finally, a nation legalizes pot

(CNN) -- In a closely watched vote, Uruguayan lawmakers approved a proposal to make recreational marijuana legal for adults and to regulate its production, distribution and sale. Once it's signed by President Jose Mujica, who initiated the proposal, Uruguay will be the first nation in the world to fully legalize the drug.
In the year and a half since President Mujica announced the proposal in June 2012 as part of a comprehensive package aimed at fighting crime and public insecurity, a strong coalition of LGBT, women's rights, health, student, environmental and human rights organizations joined forces with trade unions, doctors, musicians, lawyers, athletes, writers, actors and academics under the banner of Regulacion Responsable (Responsible Regulation) to support the initiative and created a lively public campaign in favor of the proposal.
Under the proposal, people will have four ways to access marijuana: medical marijuana through the Ministry of Public Health, domestic cultivation of up to six plants, membership clubs similar to those found in Spain and licensed sale to adults in pharmacies. The bill was approved in the Chamber of Deputies in late July and passed in the Chamber of Senators on Tuesday.

The marijuana legalization debate is now in the parliamentary
pipeline in Uruguay, and what would be unthinkable in the US,
majority and opposition parties agree on the failure of drug
prohibition.
Guatemalan President Perez Molina will propose a global debate about
drug legalization at the 76th UN assembly in New York on September 26.
The OAS (Organization of American States) is funding a feasibility
study of legalization. It is anybody's guess of what will be left of
the committee's recommendations after its report has been revised by
the US and Canadian censors.
Drug policy will also take front stage at the 22nd Ibero-America
Summit, November 16 - 17 2012 in Cadiz, Spain.
Meanwhile, drug use and possession for personal use has been
decriminalized throughout the region, or is in the process of
decriminalization.

MONTEVIDEO, Uruguay (AP) — Prisoners in the jails of Uruguay will be able to use marijuana if a doctor says it will benefit their health.
Uruguay's drug czar Julio Calzada told The Associated Press on Tuesday that any inmates with doctors' orders will be prescribed marijuana to their improve physical or mental health.
Meanwhile, social development minister Daniel Olesker told a medical marijuana symposium in Montevideo that medicinal pot will be incorporated into the country's public health system, alongside acupuncture and homeopathic remedies.
Calzada says his agency needs two more weeks to complete the regulations for the government's legal marijuana market, which he now expects to issue between April 20 and 25. He says the actual rollout won't be until the end of the year.

Uruguay: Lawmakers Authorize Marijuana Production And Sales

Members of the Uruguay Senate late today approved legislation authorizing for the licensed production and retail sale of cannabis to all citizens age 18 and older. Members of Uruguay’s House had previously approved the measure months earlier. The bill now goes to President José Mujica, who intends to sign the measure into law in the coming days.
Uruguay will be the first nation in modern history to regulate the licensed production and sale of cannabis.
“This is an attempt to bring an end to the illegal drugs trade by identifying the market and bringing it into the light of day,” said President Mujica in a statement.
Under the pending law, residents of the South American nation will be able to legally purchase up to 40 grams per cannabis per month. (Sales to non-residents are will not be allowed.) Price controls will set the cost of cannabis available at state-stores to $1 per gram. The forthcoming law would also allow households to grow up to six cannabis plants each; it also allows for the establishment of cooperatives, which will be able to grow as many as 99 plants.

Apparently Uruguay is breaking the International Conventions on Drug Control with the Cannabis Legislation approved by its Congress. That’s according to this lame press release sent out by the International Narcotics Control Board (INCB). They say they regret the decision. They have quoted some unknown and unheard of bureaucrat, Raymond Yans, President of the INCB, saying he was “surprised that a legislative body that has endorsed an international law and agreements, and a Government that is an active partner in international cooperation and in the maintenance of the international rule of law, knowingly decided to break the universally agreed and internationally endorsed legal provisions of the treaty”.
Raymond Yans further states that “the main aim of the 1961 Single Convention is to protect the health and welfare of humankind. Cannabis is controlled under the 1961 Convention, which requires States Parties to limit its use to medical and scientific purposes, due to its dependence-producing potential.”Right, because prohibition of cannabis has been such an overwhelming success, hasn’t it? Trillions of dollars have been spent worldwide policing these daft laws and millions of people (usually at the bottom end of the ladder) have been incarcerated for what is a victimless crime, yet pot is still somehow everywhere and the market is controlled largely by organised crime.

Uruguay president: Only pot will be legal
The Associated Press | BOGOTA, Colombia -- Uruguay's president has made it clear that his plan for legalizing marijuana in the South American nation does not mean he favors legalizing any other illicit drugs.
President Jose Mujica said in an interview Thursday with Colombia's RCN radio network that he does not yet know when his government will present Uruguay's Congress with the legislative proposal. Mujica's party dominates Congress.
He says the plan is for the government to sell marijuana at a cheap and reasonable price then monitor what each consumer uses. The idea is to take drug profits out of the hands of criminals.
Mujica says that while drug addiction is a medical problem, drug trafficking is an unwinnable police problem. Uruguay would be the world's first nation to sell marijuana directly.

The government of Uruguay announced yesterday that it will submit a proposal for the
legalization of the sale of marijuana (possession and use of marijuana is already legal in Uruguay). If adopted, Uruguay would become the first country in the world to establish a controlled marketplace for marijuana. We know that pressure must already be building on the Uruguayan government to drop its marijuana legalization project, just like it did on Guatemala and its neighbors last February. El gobierno uruguayo anunció el 20 de junio que enviaría una iniciativa de ley para la legalización de la venta de la mariguana (la posesión y uso ya son legales en este país). Si se aprueba esta ley, Uruguay sería el primer país en el mundo en establecer un mercado legal para la mariguana; esto sería un cambio paradigmático mayor ya que rompería el tabú, cuestionaría leyes internacionales existentes y sentaría un precedente único. En el últimos año, Uruguay también ha estado debatiendo la posibilidad del cultivo de la mariguana para uso personal. Si ambas medidas se aprueban esto sería un gran paso adelante.
Sabemos que vendrá mucha presión en contra del gobierno uruguayo para que abandone este proyecto de legalización, tal como se hizo contra Guatemala y sus vecinos en febrero de este año. The government of Uruguay announced yesterday that it will submit a proposal for the legalization of the sale of marijuana (possession and use of marijuana is already legal in Uruguay). The proposal was drafted by President José Mujica and his government and requires parliamentary debate before final approval. If adopted, Uruguay would become the first country in the world to establish a controlled marketplace for marijuana. The proposal already generated a vigorous debate on social networks.
According to the proposal, marijuana will be legally available under government control through a user registry and subject to quality control and traceability. Users will be limited to a maximum of 40 marijuana cigarettes per month. The price will be accessible but taxes will be levied to finance addiction treatment.

US Government Says It Will Stop Interfering with Medical Marijuana |
According to this article, US Attorney General Eric Holder has said that states will be allowed to make their own rules about medical marijuana, and that the US federal government will stop raiding medical marijuana dispensaries in California. (See article “Can Marijuana Help Rescue California’s Economy?”at this link)
In the 1990s, several US states passed referendums which allowed marijuana to be used legally for medical purposes. In a referendum, the registered voters vote directly on the proposed law, as opposed to the law being passed by the state legislature. Thus, when these states passed these referendums, it meant that the citizens of these states really wanted medical marijuana to be made legal.
However, in a blatant disregard for democracy and the people’s will, under the Bush administration, the national government refused to accept this law, and carried out raids of the medical marijuana dispensaries.

This mind altering drug goes by other names as well; names such as weed, pot, joint, blunt, hash and mary jane are quite common among users. Cannabis is a plant that contains a chemical called cannabinoids or cannabinolidic acids.
Another substance that is found in cannabis is THC, or Tetrahydrocannabinol, which gives the users that “high” sensation. When speaking of marijuana, the actual substance used in creating the high feeling comes from the leaves and flowering tops of the cannabis plant. Marijuana is considered to be a schedule 1 controlled substance today, because of the THC, which can be highly potent, depending upon the concentration factor of the THC.

1. Since 1996, twelve states have legalized medical marijuana use: AK, CA, CO, HI, ME, MT, NV, NM, OR, RI, VT, and WA. Eight of the twelve did so through the initiative process. Hawaii's law was enacted by the legislature and signed by the governor in 2000, Vermont's was enacted by the legislature and passed into law without the governor's signature in May 2004, Rhode Island's was passed into law over the governor's veto in January 2006, and New Mexico's legislation was signed into law by Governor Bill Richardson on April 2, 2007.
