There are a number of medical cannabis (marijuana) bills in play in states across the US. Here we network on Ways and Means anyone can help with the effort to make each a medical marijuana state.
We need to get the word out and people contacting reps and officials and get this legislation into law. Also, lets not forget efforts at the Federal level.
NETWORK and Spread The Word, both On-Line and Off (!) ON-LINE, You can tell everybody in cyber-space by e-mailing a link to this website to them and/or (OFF-LINE> printing off the info and handing out where possible / necessary. Also phone call and read off and/or visit and hand deliver the info. You can take literature with you and approach businesses, organizations and even people on the street while you're out and about. Wear your pot-leaf shirt and register voters, as feasible. Gather signatures for any related petitions that are happening at the time as well.
This is a chain e-mail you can't refuse. Unlike most, this will actually help you - and a whole buncha others - just by passing it on.
Cannabis consumer or not - from the folks just trying to take care of themselves or a loved one to those who simply see the expensive, immoral waste of making war on the sick and dying - everyone is affected by this issue.
To accomplish this you need to first click on the following links and send a message to all the reps and media you can on the issue.
Then get everybody else to do the same. And follow up.
To do this you need to tell everybody you know.
And can confide in.
Then/or anonymously tell everybody you don't know
- or can't confide in. Yet.
Tell everybody else by Letters-to-the-Editor, displaying signage at street corners and over-passes (wear trenchcoat, fedora and sunglasses if afraid of exposure), and/or anonymously leaving literature and posting on-line at places where people are likely to find it.

INFORM and EDUCATE. Distribute medical marijuana brochures and other literature to your friends, family, local leaders and elected officials in an effort to educate the public and garner support. Educate your community by Printing, posting and handing out Flyers and other Printables in a mall, coffee shop, laundromat, college campus, lamp post, telephone poll, business window (ask first), hospital, or anywhere people will see them. Kansas Governor This past semester I had to watch the father of my boyfriend, my best friend, and my support system suffer through the pain of lung cancer. The pain he had was unbearable to watch. He was on many medications for all sorts of problems, and all I wish is that he could have saved himself some pain by being able to openly smoke medical marijuana. I know it could have helped him before he passed away 2 weeks ago, just as it has helped many other friends and family of mine.So I made this petition to hopefully help you see that this "drug" could HELP real people with real problems. It isn't a harmful drug, and it certainly isn't taking the lives of any citizens.
I am asking for the consideration to legalize medical marijuana in the state of Kansas. Having grown up in Wichita and currently attending the University of Kansas in Lawrence, I am a true Kansan with true reasons for legalizing medical marijuana.
I've done countless hours of research on the topic, as well as being an avid marijuana smoker, and I still have yet to see any reason why the debate about legalizing marijuana is still going on. The amount of pros compared to cons is unmeasurable, and hopefully one day American legislation will realize this.

However, the population does support the legalization of medical marijuana, and new legislation has been proposed repeatedly. Recreational Marijuana in Kansas Possession of less than 450 grams of marijuana is a misdemeanor that is punishable by a $2500 maximum fine and incarceration of 1 year.
First time offenders may become part of the state’s conditional release program, which will remove the violation from their criminal record when conditions are met. Any subsequent offense with any amount is considered a felony which can land you jail for up to 3.5 years and you will have to pay $100,000 maximum fine.
Medical Marijuana in Kansas Medical marijuana is illegal in Kansas, even for the most debilitating physical conditions. The same penalties apply as in the case of recreational marijuana possession and sale. In 2015, bills were presented in both the House and Senate that would have led to comprehensive medical marijuana reform, but these bills died in session.
Consumption of CBD from Hemp Oil in Kansas Consumption of CBD hemp oil is federally legal, as CBD hemp oil falls under the same importation and commerce laws as other hemp products. The state of Kansas has no further policy specifically related to CBD hemp oil. - See more:

Legislation: possession of marijuana was moved from district to municipal court only-no low prioirty–it is NOT TRUE that less than 35 grams is a misdemeanor. There is NO LIMIT on what is called “intent to sell” three grams individually packaged will get you a felony.
Law Enforcement: cops are busting a LOT of people (see Wakarusa music fest reports).
Where to buy marijuana in Lawrence: Massachuttes street is a good place to start when looking for weed. There are many head shops (best place is Free State Glass, good custom pieces) and coffee houses that make pot easier to find, (however – don’t just walk into a coffeeshop and ask for weed – you will probably get blank stares if you do that…) Campus is also a good place to ask around especially around the dorms.
Lawrence marijuana Prices: Schwag: $20 a quarter, $35 a half, $60 an ounce
Mid-grade: $40 a quarter, $70 a half, $125 an ounce High-quality buds: These range in price depending on who you know and where you shop. I currently get Ak-47, Northern lights, blueberry, etc. for $50 an 1/8. Prices on the street range from $50-70 for an eighth.
Lawrence marijuana Brands: AK-47, Blueberry, northern lights, super skunk, white widow, white rhino, romulan, and various crosses of these. There is also a lot of home grown bud that is extremely high quality.
More information: Lawremce is definately the best place in Kansas to find good bud. It could also quite possibly be the best place to get good nugget in the midwest.

Multiple places have decriminalized non-medical cannabis in the United States; however, cannabis is illegal under federal law. Gonzales v. Raich (2005) held in a 6-3 decision that the Commerce Clause of the United States Constitution allowed the federal government to ban the use of cannabis, including medical use even if local laws allow it.

Kansas Bills Would Legalize Medical Marijuana, Effectively Nullify Federal Prohibition

Two Kansas bills would legalize medical marijuana in the state, effectively nullifying the unconstitutional federal prohibition on the same.
House Bill 2011 (HB2011) and Senate Bill 9 (SB9) were prefiled on Jan. 2 for introduction during the 2015 legislative session. Rep. Gail Finney (D-Wichita) is responsible for the house version while Sen. David Haley (D-Kansas City) is responsible for the senate version. Both bills contain the same language.
The bills are based on a solid foundation of anti-commandeering. They read, in part:
“States are not required to enforce federal law or prosecute people for engaging in activities prohibited by federal law. Therefore, compliance with the cannabis compassion and care act does not put the state of Kansas in violation of federal law.”
Qualifying conditions for medical marijuana under HB2011 and SB9 include “cancer, glaucoma, positive status for human immunodeficiency virus, acquired immune deficiency syndrome, hepatitis C, amyotrophic lateral sclerosis, Crohn’s disease, agitation of Alzheimer’s disease, nail patella or the treatment of these conditions.”

Low-level, first-time drug offenders get community based treatment for eighteen months instead of a prison sentence as of November 1, 2003. The bill was originally written to released prisoners retroactively, but the state Senate struck this measure to avoid a conflict with the governor.
State Sen. Pete Brungardt (R-Salina) voted for the bill: “It is a vote to avoid a tax increase for new prison construction and operation. The present system doesn’t work. We must change our methods of dealing with the disease of drug addiction.”

Kansas reduces penalties for marijuana possession

Earlier this year, the legislature took a modest but important step toward more humane marijuana policies by enacting HB 2462. The new law, which took effect on July 1, 2016, reduces penalties for marijuana possession. The penalty for a first offense was reduced from one year to six months in jail. A second offense was reduced from a felony that could be punished by up to three and a half years in prison to a misdemeanor with a maximum sentence of one year.
Given that recent polls show that 63% of Kansans support decriminalizing marijuana and imposing a civil fine, there is tremendous support for a further step — eliminating criminal penalties. If you agree, ask your legislators to remove criminal penalties for marijuana possession.

Medical marijuana bills considered, but fail to pass in 2016

During the 2016 legislative session, Rep. John Wilson introduced a low-THC medical marijuana bill, HB 2049. Unlike most other “CBD bills,” it would have provided in-state access for patients. The Kansas House of Representatives passed the bill 81-36. The Senate considered this and other, more restrictive bills, but did not manage to pass any protections for Kansas patients. Nevertheless, this year’s discussion was a significant step forward for Kansas, as medical marijuana bills have been introduced for several years but have never gotten a favorable vote in either chamber.
Hopefully, the Kansas Legislature will soon catch up with public opinion. Sixty-eight percent of Kansans support patient access to medical marijuana. Please take a moment to let your representatives know you support compassionate access to medical marijuana in Kansas as well.

Medical Marijuana Activist in Kansas Could Face Charges

| WICHITA, Kan. (AP) -- A medical marijuana advocate has lost custody of her 11-year-old son at least temporarily and could face possible charges following comments the boy made during a drug education program at school.
The case of Shona Banda, 37, was forwarded Monday to the Finney County district attorney's office for a decision about charges, Garden City Police Capt. Randy Ralston said. Possible charges include possession of marijuana with intent to distribute, possession of drug paraphernalia and child endangerment, the department said in a news release.
No arrests have been made.
The divorced Garden City mother said she did not get custody of her son back following a hearing Monday in Finney County District Court, after Kansas authorities had placed the boy into protective custody.
"That's OK - I am not giving up," Banda said. "I will, I will get him and I am not going to stop until I do."
Banda, a motivational speaker and author on the medical marijuana issue, has been at the center of a social media storm after she went public with her story. Several supporters rallied Monday at a park near the courthouse.
"It is a hot topic all across the United States," Ralston said of the social media attention. "It doesn't surprise me."
Banda is the author of a book "Live Free or Die: Reclaim your Life . . . Reclaim your Country!" that recounts her use of a concentrated cannabis oil to treat Crohn's Disease.
A gag order has since been issued in the custody case, Banda said. Her attorney, Sarah Swain, did not respond to a phone message left at her office.
Banda's legal problems began March 24 when police were called to her son's school for a child welfare check following a drug and alcohol presentation. Investigators allege the boy told school officials that his mother and other adults in his home were avid drug users and that there was a lot of drug use occurring at the home.

TOPEKA, Kan. – Calling on lawmakers to join nearly two dozen other states, about 40 people rallied Thursday at the Capitol in support of legal medical marijuana, based on reports in the Wichita Eagle and the Topeka Capital-Journal.
Previous efforts to pass legalization measures have failed, but supporters keep trying. Sen. David Haley, D-Kansas City, is spearheading one legalization measure this year.

He and Finney have introduced the legislation every year since 2009 and in previous years have struggled to find any support, but this year they’re a bit more optimistic. Haley noted that the policy would receive an informational hearing next week.
Haley’s legislation would allow individuals with cancer, glaucoma, human immunodeficiency virus (HIV), acquired immune deficiency syndrome (AIDS), hepatitis C, amyotrophic lateral sclerosis, Crohn’s disease, Alzheimer’s disease and nail-patella syndrome to use medical marijuana.
Twenty-three states and the District of Columbia have legalized the use of medical marijuana.
“We have to get this done,” Haley said. “Everyone in this Capitol knows that one day, one day, medical marijuana will be available in every one of the 50 states. We know that. The question is … will Kansas be the 24th state or the 50th?”

Legalization of medical marijuana in Kansas is inevitable, Sen. David Haley told a crowd of about 30 supporters at a rally in the rotunda of the Capitol on Thursday afternoon.
Haley, D-Kansas City, and Rep. Gail Finney, D-Wichita, have introduced companion bills in the House and Senate, SB 9 and HB 2011, that would allow medicinal use of marijuana.
Haley pointed out that 23 states and the District of Columbia have already approved medical marijuana.
“We have to get this done,” Haley said. “Everyone in this Capitol knows that one day, one day, medical marijuana will be available in every one of the 50 states. We know that. The question is … will Kansas be the 24th state or the 50th?”
Haley called medical marijuana common sense. He and Finney have introduced the legislation every year since 2009 and in previous years have struggled to find any support, but this year they’re a bit more optimistic. Haley noted that the policy would receive an informational hearing next week.
Finney said legalizing medical marijuana and taxing it would generate an additional $1.3 million in revenue for the state.
They have at least one Republican lawmaker on board. Rep. J. Basil Dannebohm, R-Ellinwood, spoke in favor of the legislation at the rally. Dannenbohm, a freshman Republican, said one of his constituents has a child who suffers seizures who could be helped by medical marijuana.
“I don’t know if it’s breaking party lines. I don’t know if this is a party issue. You know I had a young constituent come to me with a son … who has 30 seizures a day. They’ve tried everything,” he said. “A child deserves to live a semi-normal life. How can I in good conscience not at least explore the opportunity?”
“It’s about getting voices heard. It’s about getting the data. It’s about getting over the stigma. I mean, my goodness gracious, alcohol was considered evil for quite a time in Kansas history,” Dannebohm said. “Let’s start a dialogue. Let’s start a conversation.”

Legislation to Legalize Medical Cannabis Filed in Kansas, Rally Planned
- January 14, 2015 | Lenexa, Ks – On January 15, 2015, at 1pm, Several Kansas medical cannabis groups, including Bleeding Kansas and Kansas For Change, Sen. Gail Finney, and Sen. David Haley, will be sponsoring a rally in the Topeka capitol rotunda. There will also be a full day of lobbying for patients and caregivers, as they make the rounds of appointments with lawmakers.
They will be asking lawmakers to please support Senate Bill 9 and House Bill 2011 [both filed this month], The Cannabis Compassionate Care Act, currently in the Health and Public Welfare Committee.
SB9: “AN ACT enacting the cannabis compassion and care act; providing for the legal use of cannabis for certain debilitating medical conditions; providing for the registration and functions of compassion centers; authorizing the issuance of identification cards; establishing the compassion board; providing for administration of the act by the department of health and environment…”
Many of the patients represented at the rally are children and adults with severe seizure disorders, including Dravet Syndrome, the most severe form of Epilepsy, and Sodium Channelopathy.
“The Epilepsy Foundation supports the rights of patients and families living with seizures and epilepsy to access physician directed care, including medical marijuana; calls for an end to Drug Enforcement Administration (DEA) restrictions that limit clinical trials and research into medical marijuana for epilepsy; and believes that an end to seizures should not be determined by one’s zip code.”
The record of cannabis efficacy on seizures has been well documented, and recently brought to wide public attention through Dr. Sanjay Gupta’s CNN specials “Weed” and “Weed 2.” We are asking for this same hope for the children of Kansas, including Sofie, Owen, Autumn, Mira, and Gavin.
Many Kansas families have moved and joined the wave of medical cannabis refugees in Colorado, taking their taxes and talent with them. Otis Reed’s family of Lawrence, Kansas is one such family. However, many more Kansas families cannot move. They are begging for the hope that has been given to families in 34 other states.

Wichita Kansas Looks to Decriminalize Cannabis in 2015

| The way that the laws are currently written, you really do not want to get busted with weed in Wichita, Kansas...or any part of Kansas for that matter.
A first-time offense for simple pot possession in Kansas will earn you a misdemeanor charge on your record, up to a $2,500 fine, and even a year in jail. Get popped a second time and you could be looking at a felony.
But if the pro-cannabis advocacy group Kansas for Change has their way, that may be about to change for the better.
As the president of Kansas for Change, Esau Freeman is leading the charge for statewide cannabis reform, and his first battleground is the largest city in the state of Kansas, Wichita.
Freeman says that his group has collected more than enough signatures to put a newly proposed marijuana decriminalization bill on the Wichita city election ballot in April of next year.
A previous effort to place a similar bill before the voters earlier this year fell short by just 36 signatures after 3,600 signatures were deemed inadmissible, and were thrown out.
Polls reflect a 70% approval among voters for implementing a medical marijuana program in the state, but both efforts to create one in 2014 got stalled in the state senate by a handful of pot-hating politicians.
Freeman stops just short of calling this most recent effort a true decriminalization law, as many compromises have been made along the way just to advance the idea this far. "We're calling it the Marijuana Reform Initiative," Freeman said. "It's not decriminalization and no way is it legalization."
"If approved," he continues, "it would send a message to elected officials that Kansans want more-relaxed marijuana laws."
Wichita's proposed new weed law would apply to adults 21 years of age or older. If approved as written, the new penalty for simple pot possession (32 grams or less) will be reduced to a $50 fine.
Instead of a pair of handcuffs and a trip to the police station, the penalties would be issued by citation, or at worst, a summons to appear in court at a later date. Additionally, if the offender in question keeps a clean record for one year after their bust, all records of the incident will be expunged from their permanent record.

1. Since 1996, twelve states have legalized medical marijuana use: AK, CA, CO, HI, ME, MT, NV, NM, OR, RI, VT, and WA. Eight of the twelve did so through the initiative process. Hawaii's law was enacted by the legislature and signed by the governor in 2000, Vermont's was enacted by the legislature and passed into law without the governor's signature in May 2004, Rhode Island's was passed into law over the governor's veto in January 2006, and New Mexico's legislation was signed into law by Governor Bill Richardson on April 2, 2007.
2. The Institute of Medicine's 1999 report on medical marijuana stated, "The accumulated data indicate a potential therapeutic value for cannabinoid drugs, particularly for symptoms such as pain relief, control of nausea and vomiting, and appetite stimulation."

Their chief concern was that legal medical access would send the message that cannabis is safe. The presidents can, however, lay their safety concerns to rest because the scientific literature overwhelmingly confirms that cannabis is both an effective and safe medicine.
The Cannabis Safety Profile. The journal PHARMACOLOGICAL REVIEWS reports that decades of research prove that, "Compared with legal drugs...marijuana does not pose greater risks." Yet based upon mortality statistics, we can safely conclude that cannabis is one of the safest medical drugs known, for, while prescription drugs, defined as safe by the FDA, kill up to 27,000 and aspirin up to 1,000 Americans per year, cannabis kills 0 per year.
