There are a number of medical cannabis (marijuana) bills in play in states across the US. Here we network on Ways and Means anyone can help with the effort to make each a medical marijuana state.
We need to get the word out and people contacting reps and officials and get this legislation into law. Also, lets not forget efforts at the Federal level.
NETWORK and Spread The Word, both On-Line and Off (!) ON-LINE, You can tell everybody in cyber-space by e-mailing a link to this website to them and/or (OFF-LINE> printing off the info and handing out where possible / necessary. Also phone call and read off and/or visit and hand deliver the info. You can take literature with you and approach businesses, organizations and even people on the street while you're out and about. Wear your pot-leaf shirt and register voters, as feasible. Gather signatures for any related petitions that are happening at the time as well.
This is a chain e-mail you can't refuse. Unlike most, this will actually help you - and a whole buncha others - just by passing it on.
Cannabis consumer or not - from the folks just trying to take care of themselves or a loved one to those who simply see the expensive, immoral waste of making war on the sick and dying - everyone is affected by this issue.
To accomplish this you need to first click on the following links and send a message to all the reps and media you can on the issue.
Then get everybody else to do the same. And follow up.
To do this you need to tell everybody you know.
And can confide in.
Then/or anonymously tell everybody you don't know
- or can't confide in. Yet.
Tell everybody else by Letters-to-the-Editor, displaying signage at street corners and over-passes (wear trenchcoat, fedora and sunglasses if afraid of exposure), and/or anonymously leaving literature and posting on-line at places where people are likely to find it.

Inform, Educate, Activate
INFORM and EDUCATE. Distribute medical marijuana brochures and other literature to your friends, family, local leaders and elected officials in an effort to educate the public and garner support. Educate your community by Printing, posting and handing out Flyers and other Printables in a mall, coffee shop, laundromat, college campus, lamp post, telephone poll, business window (ask first), hospital, or anywhere people will see them. Contact these groups for some.

OUTREACH and Gather TESTIMONY. Ask your doctor, clergy member, local leader, or organization you are a member of to sign a statement of principle. One way to get that done is to download MPPs medical marijuana statement of principle, print it out, and ask your doctor or other individual to sign it the next time you have the opportunity. BROADCAST and PUBLICIZE. Help get the word out by downloading and sharing MPP's public service announcements with radio stations in your area. If you're a talk radio listener, call in and express support for medical marijuana laws. For example, if the issue is health care, you can point out that treatment decisions are better off being left to patients and physicians than police and prosecutors.

Smoking tolerance level [1= very illegal 5=virtually legal]: 4 ---
Legislation: Possession of any amount of marijuana is a misdemeanor and is punishable by up to one year in jail and a fine up to $2,000.
Law enforcement: They never hunt for people gettin stoned, but if your high they will take you in. The farther North in NH you go the more tolerant they are, but the worse the product. UP North you hardly ever get pulled over for anything, and as long as you aren’t blatantly high they won’t search your car, and ussually you just get a warning, whether your out of state or live in NH. In the larger cities (Manchester) they have a little more enforcement, but it is still very unlikely you will get caught and they never really have set ups or busts. Just don’t yell your high and you won’t get caught.
another reporter added: “Generally don’t care, but they highly trained and bored, and will try to fuck you if they pull you over after 10 pm. Otherwise they leave you alone. Most people get busted after doing something else that draws the cops attention. So just don’t be stupid and you’ll be fine.”
Where to buy marijuana: Anywhere. It helps if you have friends of course, but if you find any college student that looks like they smoke, then they almost definitely do. Even if they don’t look like they smoke they probablly do. Everyone is pretty laid back about it, so as long as you ask nicely and don’t act like a cop they will hook you up.
and also: “Anywhere. The local colleges or the public highschool are good spots to find stoners. Occasionally dealers walk around the parks with bags on them, but usually they only sell to people they know. Just ask pretty much any one under 30 and chances are they smoke. The more they look like a stoner the more likely they can find you bud.”
Marijuana prices: 1/4=20-40 1/2=45-80 1=85+
Watch out for prices though, they very greatly. A lot of dealers will try to overprice their stuff, but they ussually can be bargained down. If not then move on to the next one.
and also: “An 1/8 will generally run you 40 bucks. Quality will fun from some decent mids, to actaully pretty dope beasters. 80 for quarter, 130 a half 240 an O. Prices vary depending on the dealer and who’s getting from the dealer for you.
You can find outdoors for real cheap 20 for an 1/8 and the prices drops the more you buy, usually starting at a half but some people cut breaks on a quarter. The outdoors quality is sometimes real crap, but othertimes its just as good as the beast, only it has seeds.
If you’re really determined you can find headies, but they’re usually pretty low quality for headies. 20 a gram, 60 a 1/8. Most people won’t sell more than that. Occaisonally some good stuff roles through. Most dealers have danks at least once a month, but they usually only sell it to freinds or smoke it all, so if you’re just heading through town, don’t count on it.”
Marijuana brands: N/A
More information: The weed is bad quality. Very rarely is there any good stuff. The farther you get up north, the worse the quality. It is typical to get a bag with stems and seeds as well as bud. A lot of dealers don’t weigh, they jsut eye the product and say a number off the top of their head. Sometimes you can get really good deals this way, and sometimes they are way over priced. If you want good ganj then go farther up north to Canada, but if you want some alright ganj for pretty good prices then stay in NH.
The stoners in concord generally try to keep a low profile, especially the dealers, its chill, but not that chill.
If you know what to look for they’re still pretty easy to spot. If it looks like a hippy, it is a hippy. Anyone dressed like a skater knows whats up. The goth and freak kids can find it too, but half of them are straight edge and the other half are into heavy shit. They’re all pretty nice though, so it doesn’t hurt to ask. Cafe’s like In a Pinch, Einstein’s or Bagleworks often employ hippies, but some of them are really parinoid. Just be chill, and realize you might have to ask around a bit. Its there though and most people are willing to help out, and there are plenty of people who will be more than willing to smoke you up, which is probaly the best way to go about it anyway..

Multiple places have decriminalized non-medical cannabis in the United States; however, cannabis is illegal under federal law. Gonzales v. Raich (2005) held in a 6-3 decision that the Commerce Clause of the United States Constitution allowed the federal government to ban the use of cannabis, including medical use even if local laws allow it.
Most places that have decriminalized cannabis have civil fines, drug education, or drug treatment in place of incarceration and/or criminal charges for possession of small amounts of cannabis, or have made various cannabis offenses the lowest priority for law enforcement.

HASSAN SIGNS BILL MAKING NH 19TH STATE TO LEGALIZE MARIJUANA
However, this legislative session, Hassan opposed allowing patients and caregivers to grow their own marijuana because she said it would be too difficult to enforce. Massachusetts, Maine, Vermont and Rhode Island permit patients to grow their own marijuana.
"It is ironic that in the 'Live Free or Die' state, patients and caregivers aren't able to have direct access to a substance that can do so much to relieve pain," Simon said.
Crete credited Hassan with erasing the home-grown option but said even with dispensaries, the marijuana could be diverted for recreational use.

Despite the repeated passage of decriminalization bills in the New Hampshire House of Representatives, the “Live Free or Die” state remains the only state in New England that continues to arrest and prosecute people simply for possessing small amounts of marijuana. Fortunately, that appears likely to change in 2017. For the first time in the state’s history, both major parties’ nominees for governor, Executive Councilors Colin Van Ostern (D) and Chris Sununu (R), are clearly on record in favor of decriminalizing marijuana possession.
Even more exciting than the governor’s race is the prospect of improving the make-up of the state Senate, which has killed seven decriminalization bills dating back to 2008. As MPP’s New Hampshire voter guide illustrates, several of the worst prohibitionist senators from last session are not seeking re-election, and many of the candidates seeking to replace them have much more enlightened positions on marijuana policy. State finally issues first ID cards; four dispensaries begin serving patients

On July 23, 2013, Gov. Maggie Hassan signed a bill allowing seriously ill New Hampshire residents to use marijuana for medical purposes. Unfortunately, before doing so, she insisted on several changes. As a result, As a result, the rollout of the program was beset by delays. MPP’s Matt Simon described the situation — and the frustrations felt by patients — in “Confusion, Delays, and Continued Arrests,” a report issued on the two-year “anniversary” of the signing of HB 573.
In November 2015, the Department of Health and Human Services began allowing patients to pre-register for medical marijuana ID cards. Despite the fact that patients were still being arrested in the state, the AG’s office argued that patients should not be able to obtain ID cards (which would protect them from arrest) until the first dispensary was ready to open.
A terminally ill lung cancer patient, Linda Horan, became the first patient to receive an ID card in December after she sued the state and won, and she was able to visit a dispensary in Maine to obtain cannabis legally. MPP was proud to have supported this lawsuit, and we are grateful to Linda, her attorney, Paul Twomey, and Rep. Renny Cushing (D-Hampton) for their efforts on behalf of all New Hampshire patients.
The first dispensary began serving patients on April 30, 2016, and the other three approved dispensaries opened over the summer.

N.H. House makes history, votes to legalize and regulate marijuana

On January 15, 2014, the New Hampshire House of Representatives voted 170-162 to approve a bill that would legalize, tax, and regulate marijuana for use by adults in the “Live Free or Die” state. This was the first time any state legislative chamber has approved such a bill.
Unfortunately, Gov. Maggie Hassan said she would veto the bill if it reached her desk. “I just think it’s the wrong message to send to young people,” she explained. The bill failed to pass the House on a second vote after the governor’s veto threat.
While some politicians continue to oppose sensible reforms, public opinion continues to turn strongly against the prohibition of marijuana. In 2016, two consecutive polls from new polling from the University of New Hampshire Survey Center have found that 60% of Granite Staters support legalizing marijuana.
Despite this strong public support, the House killed two bills in 2016 that would have regulated marijuana for legal adult use.

CONCORD - Gov. Maggie Hassan made New Hampshire the 19th state to legalize use of medical marijuana for seriously ill patients Tuesday, calling it the "compassionate and right policy" because it will prevent abuse.
Hassan signed the measure privately in her office, avoiding a public ceremony.
"Allowing doctors to provide relief to patients through the use of appropriately regulated and dispensed medical marijuana is the compassionate and right policy for the state of New Hampshire, and this legislation ensures that we approach this policy in the right way with measures to prevent abuse," Hassan said.

New Hampshire Jury Acquits Pot-Growing Rastafarian

A few months ago, New Hampshire Gov. John Lynch signed a bill declaring
that "in all criminal proceedings the court shall permit the defense to
inform the jury of its right to judge the facts and the application of the
law in relation to the facts in controversy." Although the new law does
not take effect until next January, a case decided yesterday in Belknap
County illustrates the importance of the nullification power it
recognizes. A jury unanimously acquitted Doug Darrell, a 59-year-old
Rastafarian charged with marijuana cultivation, after his lawyer, Mark
Sisti, argued that a conviction would be unjust in light of the fact that
Darrell was growing cannabis for his own religious and medicinal use.

that the State has proven each and every element of the offense charged
beyond a reasonable doubt, you may still find the defendant not guilty if
you have a conscientious feeling that a not guilty verdict would be a fair

Medical marijuana now legal in N.H., but rule-writing means delay for patients, dispensaries

Medical marijuana is now legal in New Hampshire, but patients with serious or terminal diseases will have to wait awhile longer before they can use marijuana to ease their pain and other symptoms without fear of arrest.
A bill allowing “the use of cannabis for therapeutic purposes” passed the Legislature with broad bipartisan support and was signed into law last month by Gov. Maggie Hassan. But the Department of Health and Human Services still has to draft administrative rules and regulations for the program.
Officials have 18 months, or until January 2015, to write rules governing the dispensaries, or “alternative treatment centers,” that will grow marijuana and sell it to patients. Rules for the registry program – which will allow patients to obtain a special identification card – must be ready by July 2014.
“I hope they can do that sooner than that, because that’s the only way patients can have any kind of legal protection,” said Matt Simon, a legislative analyst with the Marijuana Policy Project.
With a registry card, a patient or a designated caregiver can legally possess up to 2 ounces of marijuana. Without one, a patient can be arrested and prosecuted under New Hampshire’s drug laws, even if he or she has cancer, Lou Gehrig’s disease, multiple sclerosis or one of the new law’s other qualifying conditions.
Michael Holt, the rules coordinator at HHS, said people shouldn’t expect a rush job on the rules.
“This is a brand new program for the department,” he said. “If we get them done sooner, that would be a great success, but I suspect it will take us the full year to get this program up and running.”
In the meantime, it’s likely some lawmakers will seek to expand the medical marijuana program by filing bills for next year. Allowing patients to grow their own marijuana and including post-traumatic stress disorder as a qualifying condition were both proposed this year; due to opposition from Hassan, neither made it into the final bill.
But even supporters aren’t optimistic they can overcome Hassan’s opposition on those fronts.
“Unless she changes some aspect of her position, it would take a two-thirds vote in the Senate to override her,” Simon said. “And given the dynamics of the Senate, that would be a hard thing to do.”
Siting dispensaries
New Hampshire has one big advantage in writing its rules, officials said last week: it’s the 19th state to legalize medical marijuana.
“A lot of other states now have implemented this, so there’s somewhere to look for direction,” said Sen. John Reagan, a Deerfield Republican. “We don’t have to invent the wheel. We just have to pick out the segments of the wheel that already exist to do what we want to do.”

Medical Marijuana: New Hampshire | HB 442: Use of Marijuana for Medicinal Purposes was passed on 16th March 2011 with a majority of 221-96 – 69.7%.
A word of caution here: when a state legalizes marijuana it always takes a while for the administrative functions to be set up. In other words, just because the House has passed the Bill, don’t expect to be able to get your medical marijuana tomorrow!
However, the new Bill does allow for the state to license facilities that will then be allowed to produce and distribute medical marijuana to patients who qualify under the auspices of the legislation.
Qualifying Patients |
A qualifying patient is somebody who has been diagnosed by a physician as having a debilitating medical condition. The physician will be required to issue a written statement to the effect that the patient’s medical condition will be alleviated by the use of marijuana.
The written statement will be valid for one year only.
Alternative Treatment Centers |
Patients will obtain their medical marijuana from alternative treatment centers, which are defined as:
a not-for-profit entity registered under RSA 126-V:8 that acquires, possesses, cultivates, manufactures, delivers, transfers, transports, sells, supplies, or dispenses marijuana, or related supplies and educational materials, to a registered qualifying patient who has designated it, either by dispensing it directly to the registered qualifying patient or by dispensing it to his or her registered designated caregiver.

1. Since 1996, twelve states have legalized medical marijuana use: AK, CA, CO, HI, ME, MT, NV, NM, OR, RI, VT, and WA. Eight of the twelve did so through the initiative process. Hawaii's law was enacted by the legislature and signed by the governor in 2000, Vermont's was enacted by the legislature and passed into law without the governor's signature in May 2004, Rhode Island's was passed into law over the governor's veto in January 2006, and New Mexico's legislation was signed into law by Governor Bill Richardson on April 2, 2007.
2. The Institute of Medicine's 1999 report on medical marijuana stated, "The accumulated data indicate a potential therapeutic value for cannabinoid drugs, particularly for symptoms such as pain relief, control of nausea and vomiting, and appetite stimulation."

Their chief concern was that legal medical access would send the message that cannabis is safe. The presidents can, however, lay their safety concerns to rest because the scientific literature overwhelmingly confirms that cannabis is both an effective and safe medicine.
The Cannabis Safety Profile. The journal PHARMACOLOGICAL REVIEWS reports that decades of research prove that, "Compared with legal drugs...marijuana does not pose greater risks." Yet based upon mortality statistics, we can safely conclude that cannabis is one of the safest medical drugs known, for, while prescription drugs, defined as safe by the FDA, kill up to 27,000 and aspirin up to 1,000 Americans per year, cannabis kills 0 per year.
