There are a number of medical cannabis (marijuana) bills in play in states across the US. Here we network on Ways and Means anyone can help with the effort to make each a medical marijuana state.
We need to get the word out and people contacting reps and officials and get this legislation into law. Also, lets not forget efforts at the Federal level.
NETWORK and Spread The Word, both On-Line and Off (!) ON-LINE, You can tell everybody in cyber-space by e-mailing a link to this website to them and/or (OFF-LINE> printing off the info and handing out where possible / necessary. Also phone call and read off and/or visit and hand deliver the info. You can take literature with you and approach businesses, organizations and even people on the street while you're out and about. Wear your pot-leaf shirt and register voters, as feasible. Gather signatures for any related petitions that are happening at the time as well.
This is a chain e-mail you can't refuse. Unlike most, this will actually help you - and a whole buncha others - just by passing it on.
Cannabis consumer or not - from the folks just trying to take care of themselves or a loved one to those who simply see the expensive, immoral waste of making war on the sick and dying - everyone is affected by this issue.
To accomplish this you need to first click on the following links and send a message to all the reps and media you can on the issue.
Then get everybody else to do the same. And follow up.
To do this you need to tell everybody you know.
And can confide in.
Then/or anonymously tell everybody you don't know
- or can't confide in. Yet.
Tell everybody else by Letters-to-the-Editor, displaying signage at street corners and over-passes (wear trenchcoat, fedora and sunglasses if afraid of exposure), and/or anonymously leaving literature and posting on-line at places where people are likely to find it.

INFORM and EDUCATE. Distribute medical marijuana brochures and other literature to your friends, family, local leaders and elected officials in an effort to educate the public and garner support. Educate your community by Printing, posting and handing out Flyers and other Printables in a mall, coffee shop, laundromat, college campus, lamp post, telephone poll, business window (ask first), hospital, or anywhere people will see them. Multiple places have decriminalized non-medical cannabis in the United States; however, cannabis is illegal under federal law. Gonzales v. Raich (2005) held in a 6-3 decision that the Commerce Clause of the United States Constitution allowed the federal government to ban the use of cannabis, including medical use even if local laws allow it.
Most places that have decriminalized cannabis have civil fines, drug education, or drug treatment in place of incarceration and/or criminal charges for possession of small amounts of cannabis, or have made various cannabis offenses the lowest priority for law enforcement.

| Medical marijuana will be coming to North Dakota, if one of the state’s residents gets his way. Del Snavely, who used to used medical marijuana while living in the state of Washington, is working on securing a ballot measure to enact a similar law in North Dakota.
I’ve never smoked a joint in my life and have no desire to do so, yet I find the med-marijuana campaign–which has succeeded in “more than dozen states,” according to the article–encouraging. First, it’s simply a pro-freedom move. It also expands the scope of health care options by a tiny bit.

When 64% of North Dakotans said yes to medical marijuana last November, seriously ill patients in the state were thrilled that they would finally be able to access their medicine. Unfortunately, lawmakers have proposed to alter the program beyond recognition. Urge your lawmakers to vote NO on SB 2344 and keep Measure 5 intact!
If passed, SB 2344 would prohibit whole plant cannabis and all other forms of cannabis other than liquids and pills. You can learn more about the benefits of whole plant here. SB 2344 would also eliminate the already very restrictive home cultivation provision, which applies only to patients living more than 40 miles from a dispensary. The bill would drastically raise costs, making the program out of reach for many. It undermines the will of the voters, substituting lawmakers’ judgment for that of their constituents.

North Dakota has some of the harshest marijuana laws in the country. First offense possession of even a single joint is punishable by up to a year in prison and a fine of up to $2,000.
These severe penalties disproportionately affect racial minorities.
A 2013 study by the American Civil Liberties Union found that although blacks and whites use marijuana at nearly identical rates, blacks in North Dakota are 4.4 times more likely than whites to be arrested for marijuana possession.

BISMARCK, N.D. — A Fargo man said Wednesday that he will campaign to allow voters to decide if medical marijuana should be legal in North Dakota.
Ray Morgan said he has formed a 25-member committee that will submit an initiative to the secretary of state for approval so they can collect petition signatures.
Morgan hopes the initiative will appear on the November 2016 ballot.
North Dakota’s Republican-led House rejected a bipartisan measure this year to legalize medical marijuana, citing concerns about public safety and the burden on law enforcement.
North Dakota allows residents to put proposed state laws and constitutional amendments directly to a vote if the initiative’s backers can gather enough support.
The National Conference of State Legislatures said 23 states have laws allowing medical marijuana.
But it is still illegal at the federal level and the U.S. Food and Drug Administration hasn’t approved it.
Morgan told KFGO radio (bit.ly/1WEFOAW ) that it gives him hope that medical marijuana is legal in other states.

Summary: The North Dakota Compassionate Care 2016 act permits patients with an eligible debilitating condition to possess and obtain marijuana (up to three ounces) and marijuana-specific preparations under a doctor's written certification.
The measure also establishes a statewide regulatory system for the creation of licensed 'compassionate care centers. Patients (or their caregivers) who do not live in close proximity to such centers may cultivate up to eight marijuana plants in an enclosed, locked facility.

BISMARCK, ND — A bi-partisan group of lawmakers in the North Dakota House has introduced compassionate legislation that would establish a comprehensive, workable medical marijuana program in North Dakota.
Filed last week by Representatives Pamela Anderson (D), Eliot Glassheim (D), Kathy Hawken (R), Andrew Maragos (R), Marvin Nelson (D), Jasper Schneider (D), and Marie Strinden (D), House Bill 1430 would allow seriously ill patients to possess and cultivate a limited amount of marijuana. It would also create a system of registered medical marijuana providers to ensure patients have safe and reliable access.
Under the proposed legislation, qualifying patients would be allowed to possess up to two and a half ounces of marijuana and cultivate up to six cannabis plants.
Qualifying conditions for medical marijuana in North Dakota would include cancer, glaucoma, HIV/AIDS, hepatitis C, amyotrophic lateral sclerosis, Crohn’s disease, ulcerative colitis, Alzheimer’s disease, post-traumatic stress disorder (PTSD), multiple sclerosis, cachexia or wasting syndrome, severe debilitating pain, severe nausea, seizures, or severe and persistent muscle spasms.
The medical marijuana program would be administered by the state’s department of health, who would have the authority to add additional qualifying conditions to the medical marijuana program.
The bill also includes provisions preventing discrimination against medical marijuana cardholders, and prohibits local communities from banning medical marijuana businesses.
The bill has been assigned to the Joint Health and Human Services Committee, and is scheduled for a committee hearing on February 4, 2015. The full text of the bill can be found here.
Twenty-three states and Washington, D.C. have enacted compassionate laws that protect individuals suffering from HIV/AIDS, cancer, ALS, and other serious medical conditions from arrest and prosecution for using marijuana medicinally under their doctors’ recommendations.

U.S.: Federal Govt. Won't Stop Native Americans From Growing, Selling Marijuana Submitted
In an epochal shift likely to change the face of American society forever, the federal Department of Justice on Thursday will tell U.S. Attorneys not to prevent Native American tribes from growing or selling marijuana on their sovereign lands, even in states where cannabis is illegal.
The new memorandum will offer guidance which will be implemented on a case-by-case basis, according to U.S. Attorney Timothy Purdon of North Dakota, chairman of the Attorney General's Subcommittee on Native American Issues, reports Timothy M. Phelps at the Los Angeles Times. Tribes must still follow the eight guidelines or "areas of concern" offered by the federal government after Colorado and Washington voters chose to legalize marijuana in the 2012 elections.
The federal guidelines will also apply in Oregon and Alaska, where voters chose to join the ranks of legal states in 2014. While it is still unknown just how many reservations will take advantage of the new policy, it seems likely that many will, judging by the proliferation of tribal casinos. Many tribes, however, remain opposed to legalizing marijuana on their lands, and federal officials will continue to enforce the law in those areas, if requested.

ST. PAUL – A U.S. Appeals Court panel is considering whether North Dakota law trumps federal law when it comes to raising hemp.
Two North Dakota farmers want to grow hemp, a close relative to illegal marijuana, but the federal Drug Enforcement Administration has not granted them permission. The farmers sued to get the permit, but a federal district court threw out their suit.
The DEA says federal law takes precedent over state law, and it does not allow for hemp production because of its close relationship to marijuana.
North Dakota Rep. David Monson, an Osnabrock Republican, and Wayne Hauge of Ray applied to grow hemp under a North Dakota law, which at the time required a federal permit. The state law has changed, so a federal permit no longer is required, but the farmers say they still want that permit so they do not face federal legal problems.

Two farmers in North Dakota have failed to convince a judge that industrial hemp should not be regulated under federal law because it is not technically marijuana. Wanye Hauge and David Monson, were seeking a declaration that the Controlled Substances Act should not be applied to hemp so they could pursue state sanctioned cultivation of the commodity.

A Crosby man who has founded the Medical Cannabis Association of North Dakota would like the state to allow marijuana as a prescription medicine.
Del Snavely, who has used medical marijuana in the past, hopes to eventually circulate petitions for a ballot measure to legalize marijuana for medical use.

Industrial Hemp is currently legal in the state of North Dakota. HB1549 passed on second reading with a vote of 88 to 4 over two years ago! Here’s a section depicting the details:

Industrial hemp production becomes legal under North Dakota state law as of January 1, making it the first US state to do so. But while the state Agriculture Department is ready to start handing out licenses next month, it cautions potential farmers that they can't actually begin growing hemp until they are licensed by the state and are approved by the federal government.
Given that the Drug Enforcement Agency (DEA) remains opposed to legalizing the production of the marijuana relative -- the two plants are different cultivars of the cannabis plant, one grown for its oils, seeds, and fibers and the other to get you high -- North Dakota wheat, beet, and soybean farmers probably shouldn't be thinking about switching over anytime soon. That despite the fact that their cousins on the other side of that line in the trackless prairie that marks the US-Canada border in the area are growing it like crazy, sending it across the border, where it can be processed and sold as hemp products, and taking their US dollar profits back home.

The 8th US Circuit Court of Appeals in St. Louis last Tuesday upheld a lower court's decision to dismiss a lawsuit by a pair of North Dakota hemp farmers who argued they should be able to grow hemp crops without fear of federal prosecution.
Farmers Wayne Hauge and David Monson, who is also a Republican state representative, were awarded licenses from the state department of agriculture to grow hemp three years ago. They sought approval from the Drug Enforcement Administration (DEA), and after the DEA failed to respond, they filed suit in US District Court in Bismarck. There, US District Judge Daniel Hovland dismissed their suit.

If you have ever heard of the song, “Lets Go Get Stoned,” as sung by Ray Charles or Joe Cocker, you know the lyrics were referring to getting high or using cannabis aka marijuana. This mind altering drug goes by other names as well; names such as weed, pot, joint, blunt, hash and mary jane are quite common among users. Cannabis is a plant that contains a chemical called cannabinoids or cannabinolidic acids.
Another substance that is found in cannabis is THC, or Tetrahydrocannabinol, which gives the users that “high” sensation. When speaking of marijuana, the actual substance used in creating the high feeling comes from the leaves and flowering tops of the cannabis plant. Marijuana is considered to be a schedule 1 controlled substance today, because of the THC, which can be highly potent, depending upon the concentration factor of the THC.

1. Since 1996, twelve states have legalized medical marijuana use: AK, CA, CO, HI, ME, MT, NV, NM, OR, RI, VT, and WA. Eight of the twelve did so through the initiative process. Hawaii's law was enacted by the legislature and signed by the governor in 2000, Vermont's was enacted by the legislature and passed into law without the governor's signature in May 2004, Rhode Island's was passed into law over the governor's veto in January 2006, and New Mexico's legislation was signed into law by Governor Bill Richardson on April 2, 2007.
2. The Institute of Medicine's 1999 report on medical marijuana stated, "The accumulated data indicate a potential therapeutic value for cannabinoid drugs, particularly for symptoms such as pain relief, control of nausea and vomiting, and appetite stimulation."
