The penalties in the books are very strict, however the police seems to look the other way or will ask for a small negotiable bribe. The big problem in this country is opium and heroin so marijuana is not the police's first priority.
Law enforcement: If you're caught smoking weed a big fat bribe may get you out of trouble.
In Hoan Kiem district frequent police patrols were spotted. We have not heard of any foreigners checked but it seems generally unsafe to carry weed in your pockets. Be careful when entering night-clubs, you will probably be searched in your pockets by local security agents.
Smoking in the street/bars/club is better not to be tried.

Where to buy marijuana in Hanoi: The easiest way to get it is in Hoan Kiem district (near Hoan Kiem lake). Motorbike taxi drivers (or cyclo riders) will offer you something like this: "Motorbike? Marijuana?". Since there are frequent police patrols in that area, it seems safer to do all the business during a short ride, where the drivers hands you a pocket of cigarettes filled with weed, you check and pay the price.
Note that usually dealers are almost absent during daytime or while raining.
our most recent report is: "If you're staying in a back-packer hotel in the "Old city" ask your hotel guys. We bought some stuff on the street late at night and, though it was weed, it had been allowed to go wouldy and tasted foul (binned that lot!). Asking our hotel guys was more productive."

For Thai stick during the summer (the only time it's available) head down to Tet Bar at 2a Ta Hien, Hoan Kiem District. Outside a young Vietnamese dude named Than hangs out near the motorbikes and he's got the goods. 50 grams should cost around US$50.
For excellent Laos buds (autumn, winter and spring), head down to Cha Ca La Vuong Street (Hoan Kiem) and ask a motorbike taxi for a hookup. This stuff is only sold in bags of 50 or 100grams, and is dark green and fluffy with lots of crystals. Should cost between $40-80.
It's still hard to find papers in this city, despite the prevalence of good cheap weed!"
Hanoi marijuana prices: Prices are ranging from 50.000VND to 100.000VND (3 - 6 USD) for a pack of cigarettes filled with weed. Bargaining is a must, since at first sight you will be asked for anything between 10 - 20$.
Thai stick 50grams (pressed into brick form) = $50
Laos buds 50-100grams = $40-80
Brands: The smoke is not very strong and some varieties definitely need combination with tobacoo, to burn better.
Bush weed. 5/10.
More information: The locals here dont understand "marijuana" or "ganja". You gotta ask for TAI MA if you wanna get anywhere. Also watch out for the bongs....they smoke straight tobacco outta them.

Law Enforcement: Marijuana is illegal to sell in Vietnam, and it is technically illegal to possess. Normally the cops don’t care what foreigners do, but we have heard of some people getting into serious trouble. Smoking in some bars and pubs used to be absolutely OK, but things are changing as the city gets more tourism, so check with the local expats first. Two to three times a year the cops decide to crack down on social vices and nothing is available for a week or so, but usually there is a warning.

Where to Buy Marijuana in Ho Chi Minh City (Saigon): In Saigon it is very easy to buy Marijuana, but be careful because it is also very easy to get ripped off. For small quantities of very low quality goods many of the cyclo (rickshaw) drivers and motorcycle taxi drivers can help you out. Be careful as many of these guys are depraved heroin and opium addicts and have been known to mug foreigners looking for girls or ganja. Always check the merchandise first: they will rip you off, but don’t let them rip you off too much. Remember bargaining is normal. Note that heroine is also sold and used in this area, so be careful, there are needles on the ground and the disastrous actions of addicts .
Our most recent report is: “From the roving booksellers. These guys walk around with a stack of books and pop in and out of cafes, restaurants and other touruist hang-outs in the back-packers areas. Ask. Sometimes they will offer without asking. Very easy to buy weed in HCMC”
Ho Chi Minh City Marijuana Prices and brands: The cyclo and motorcycle taxi drivers offer grass, but the quality is always unreliable. For 50,000 Dong (3USD) you will get a good 10 grams or more. Beware the quality is very low, but is worth it for shits and giggles. Hash is rare and usually expensive. An interesting note, papers are very hard to find, perhaps it is a good idea to bring your own papers to skin up with.

* Abstract: As a result of the program of social, political, and economic reforms called doi moi" (meaning renovation) implemented by the Communist Party in 1986, market forces have been allowed to operate in Vietnam subject to state supervision. The centerpiece of doi moi has been to attract foreign investment.
The results of this reform, as this brief article will show, have been mixed: South Vietnam has had far more success attracting foreign investors than North Vietnam, and much of the foreign capital has flowed to the urban areas, leaving the countryside woefully underdeveloped.

Vietnam is committed to introducing a market orientated land administration system in
accordance with the Doi Moi reform agenda. Since the early 1990’s significant progress has
been achieved in the development of land related legislation and policies. The challenge has
been to develop legislation and policies that achieve a balance between rapid economic
development, alleviation of poverty and the protection of the environment.
This paper describes the innovative approach taken in achieving the balance between these
sometimes competing objectives, the roles that the Ministry of Natural Resources and
Environment and the SIDA funded Strengthening Environmental Management and Land
Administration (SEMLA) Programme have played in assisting the Government strike the
balance and the benefits that are arising from this approach.

Until last year, I had never had the opportunity to visit Asia. Thanks to the generous
funding of the Henry Luce Foundation and support of the Asia Foundation, I was able to
study legal reform in Vietnam during the summer of 2003. The experience was rich and
stimulating, introducing me to a land and culture that I quickly grew to love. I benefited
from Chad Bolick and Jonathan Stromseth’s faith in my abilities as a prospective Luce
fellow and their guidance during my stay in Vietnam. I was also able to meet numerous
Vietnamese friends and professionals, as well as ex-pats, all of whom made my stay in
the country memorable.
Returning from Vietnam, my interests in transitional economies and legal reform led me
to take a course on comparative law with Professor Louis Aucoin at the Fletcher School.
Under his advisement, I decided to write my masters’ thesis as a comparative law
analysis in order to better place the experience and knowledge I gained about Vietnam.
My thesis compares China and Vietnam because of their shared political and cultural
roots, but also for their differing reform policies and economic performance. Having
never been to China, I relied exclusively on desk research to write those sections of the
paper. My wife Kate helped with edits and the encouragement to complete my thesis a
semester early and my mother Karen weighed in with her always appreciated wisdom and
insight. My father Tom, who passed away in 2000, served in the Vietnam War and was a
constant presence during my time in the country.

Cannabis's accepted medical use in the United States is increasingly recognized by health care professionals and the medical community, including the Institute of Medicine. Numerous medical organizations support legal access to cannabis for medicinal purposes. A new medical journal released in 2001 focuses on the medicinal use of cannabis and cannabinoids. National clinical conferences on the medicinal use of cannabis have been held in the United States in 2000 and 2002 and are scheduled to continue on a biennial basis. Most importantly, data on the number of physicians currently recommending therapeutic marijuana use to their patients demonstrate its acceptance by the medical community in the United States.

TRENTON BUREAU:
A Senate committee today cleared a measure that would allow medical use of marijuana in New Jersey.
The Senate Health, Human Services and Senior Citizens Committee voted to approve the long-stalled bill by a 6 to 1 margin; two senators abstained.
The bill calls for creating “alternative treatment centers” where people with chronic and terminal diseases would be allowed access to marijuana. Supporters say marijuana is a viable treatment option to alleviate pain in many cases.
“It is the definition of basic human decency that we do whatever we can to ease the pain and suffering of people living with severe chronic and terminal diseases,” said bill sponsor Sen. Nicholas Scutari, D-Union.
“When all other avenues of currently-approved pain relief have been exhausted, we need to give doctors the freedom to prescribe medical marijuana to give their patients a measure of comfort and dignity in the face of their debilitating diseases. This bill is about the most humane, compassionate option for those state residents who have nowhere else to turn in managing their illnesses.”
If ultimately approved by the full Legislature and signed by Governor Corzine, New Jersey would be the 14th state to allow medical use of marijuana.

A new study entitled Marijuana Effectiveness as an HIV Self-Care Strategy, which was released this past weekend in Clinical Nursing Research, indicates that persons living with HIV/AIDS rate cannabis as more effective in treating the symptoms of anxiety, depression, fatigue, diarrhea, and neuropathy than other prescription and over the counter medications.
The study, which was conducted over a two year period and included 775 patients from the USA, Africa, and Puerto Rico, assessed the use of cannabis as a symptom management approach for anxiety, depression, fatigue, diarrhea, nausea, and peripheral neuropathy. 27% of survey participants reported using cannabis for medicinal purposes.
Researchers wrote that cannabis use “was rated slightly more effective than antidepressants for anxiety and depression, Imodium for diarrhea, [over the counter] (OTC) medications for fatigue, and anti-epileptics and OTC medications for neuropathy” while cannabis was rated “slightly less effective for nausea than either prescribed or OTC medications.” Authors concluded that cannabis “is perceived by users as at least as effective as prescribed medications in symptom management.”

| Five Chinese men have been sentenced to death in northern Vietnam for trafficking hashish.
The men were accused of trafficking almost eight tons of hash destined for Canada, according to the Vietnam News Agency (VNA).
The hashish came from Pakistan and was about to be shipped to North America through the Vietnamese port of Mong Cai, VNA said.
The Chinese men, ranging in age from 42 to 57, were arrested in May 2008. They were also charged with smuggling almost $180,000 in cash.
Vietnam became known for its high-quality cannabis during its 10-year war with the United States, but the communist government in power since the war ended in 1975 has some of the toughest drug trafficking laws in the world.

US Government Says It Will Stop Interfering with Medical Marijuana |
According to this article, US Attorney General Eric Holder has said that states will be allowed to make their own rules about medical marijuana, and that the US federal government will stop raiding medical marijuana dispensaries in California. (See article “Can Marijuana Help Rescue California’s Economy?”at this link)
In the 1990s, several US states passed referendums which allowed marijuana to be used legally for medical purposes. In a referendum, the registered voters vote directly on the proposed law, as opposed to the law being passed by the state legislature. Thus, when these states passed these referendums, it meant that the citizens of these states really wanted medical marijuana to be made legal.
However, in a blatant disregard for democracy and the people’s will, under the Bush administration, the national government refused to accept this law, and carried out raids of the medical marijuana dispensaries.

The Chinese book Nan Fang Shu Mu Tzang from the 6th century AD describes the flora to the south of the Jangzi river in present-day central Vietnam, and tells of hemp’s cultivation and use as the main material for making clothes.
The present distribution of traditional hemp cultivation in Vietnam is limited to some northern mountain areas along the border with China, where the Hmong, Yao and other tribes live. This picture is quite different in comparison with the historical records.
Traditional clothes are still made primarily by the Hmong and Yao mountain tribes. The Hmong weave hemp, ramie and cotton, while the Yao weave only cotton.
Nowadays in Vietnam, there are still a few large factories producing specialty products from hemp fiber, but this industry has nearly died out. Old methods of production and traditional products are not attractive to farmers, who do not like to cultivate hemp. The renewed production and use of hemp awaits for the international development of technology for hemp cultivation, processing and manufacture, as well as a strong international market for hemp products.

1. Since 1996, twelve states have legalized medical marijuana use: AK, CA, CO, HI, ME, MT, NV, NM, OR, RI, VT, and WA. Eight of the twelve did so through the initiative process. Hawaii's law was enacted by the legislature and signed by the governor in 2000, Vermont's was enacted by the legislature and passed into law without the governor's signature in May 2004, Rhode Island's was passed into law over the governor's veto in January 2006, and New Mexico's legislation was signed into law by Governor Bill Richardson on April 2, 2007.
