If you get in trouble, try to get out as fast you can with the minimum number of people and pesos getting involved. Keep a few US $100 bills in your wallet (no ID, just money). The green $$$ talks if you get busted.
another report we received is: “Cops are easy to bribe, if you do it quickly, blind them with Grant and Jefferson, don’t make it reach the station becuase you will have to bribe more people. if you see a cop pretend you don’t understand, then when he tells you he’s gonna arrest you say something like: why don’t we just settle this here and save us both the trouble, say you are making a “pakiusap” and tell him you respect him as an officer. it always does good to stroke their ego before offering a bribe. Don’t show any ID and as much as possible pretend you are not a tourist”
and also: “Philippine drug laws are extremely strict, especially for foreigners!!! Bribing most cops will buy you a “Get out of jail free” card. If you ever get caught just flatter the officers about their “professionalism” and how you believe their country is “by far” the best on Earth!!! After about 3-4 minutes of that tell the officers you want to make a deal! Friends of mine have done this with no problems, but DONT let them take you back to the station! You’ll wind up having to bribe every officer and it’ll cost you around $3000 as opposed to maybe $400. I smoked daily when I was in the Philippines and I did standing transactions right in front of my condominium(Busy Metro Area), and saw “Pulisya” roughly 5 times in 3 years!!! Im also not a fool!!! If you have ANY common sense this shouldn’t be a problem!!! Dont risk 25 years in a Filipino prison(Ungodly Filth) because you think you’ll never get caught! Be discreet and cautious about your business!!!”
Where to buy marijuana:
Sagada-sagada is a haven for pot smokers, its kind of like Amsterdam because it has coffee shops and the locals are very tolerant (in fact they encourage cannabis), it’s a tourist destination for hiking trecking and other out door activites, Once you get down the bus locals may offer you anything from sensi, pollen, hash to charas. Sagada is famous for its pollen and hash. its very easy to get any cannabis products here. the police will only catch you if you smoke near the station, otherwise its okay, you can smoke in your room or better yet in the mountains while doing a treck.
Sagada is about 14hrs from manila, you take a bus that goes straight to Bagiou the you take another one that goes to Sagada, the ride is pretty rough but when you get there its woth it. The locals speak impecable english.
Banawe- is home to the famous Ifugao rice terraces. It is also home to some sweet hash and weed. Although the locals are tolerant it is somewhat of a second rate Sagada. If you look like you toke kids will come up to you and offer hash.
Pasay- go to ‘o farrel street (along park ave.) and ask around for butch he’ll hook you up with a sweet 5er. that’s about 50grams of weed.
and also: “Baguio- Baguio is 6 hours from Manila by bus. Get yourself to Cubao and ask where the bus station is. Once you arrive get to “Botanical Garden” and the adjacent parks.You’ll know your in the right place because there are LOTS of horses for horseback riding everywhere, and it reeks of horseshit at the entrances!!! Tell one of the horse guys “Marijuana?”. He will ask you how much,he’ll leave and come right back,pay,and puff away!!!!!!!!!!! In Baguio never give them the money before you get the weed!!! Baguio is one of the largest manufacturers of cannabis in Asia, and its only a 5 mile town!!!!!!!!!
Malate- Find Pablo Ocampo Street, and locate Vito Cruz Cityland. Directly in front of the building, and across the street, there are a group of tricycle drivers(Yellow Tricycles). Get the attention of one of the drivers,or you might go so far as to get inside the tricycle. Once your in the tricycle he’ll probably ask you “Where to BOSS” or something to that effect. Then just tell him “Marijuana my friend?”. He will understand and probably just nod his head yes! Then you make your order. Before I found my current hydroponics dealer I did exactly this EVERYDAY!!! Once you make a good deal, get the guys cell number so you can text contact him during your next craving! Conceal your address and name!!! Your on your way to a Shitty stone, but its better than nada!!! I know my fellow Cannaseurs agree!!!!”

Law Enforcement:
watch out for the local police, especially the special drug enforcement unit called PEDEA. They are so stupid they might think you are into it. Although policemen can be easily bribed, don’t let it reach the station if not you will have shell out a large amount, apart for the fact you have to use their john (it’s fucking dirty)

TRENTON BUREAU:
A Senate committee today cleared a measure that would allow medical use of marijuana in New Jersey.
The Senate Health, Human Services and Senior Citizens Committee voted to approve the long-stalled bill by a 6 to 1 margin; two senators abstained.
The bill calls for creating “alternative treatment centers” where people with chronic and terminal diseases would be allowed access to marijuana. Supporters say marijuana is a viable treatment option to alleviate pain in many cases.
“It is the definition of basic human decency that we do whatever we can to ease the pain and suffering of people living with severe chronic and terminal diseases,” said bill sponsor Sen. Nicholas Scutari, D-Union.
“When all other avenues of currently-approved pain relief have been exhausted, we need to give doctors the freedom to prescribe medical marijuana to give their patients a measure of comfort and dignity in the face of their debilitating diseases. This bill is about the most humane, compassionate option for those state residents who have nowhere else to turn in managing their illnesses.”
If ultimately approved by the full Legislature and signed by Governor Corzine, New Jersey would be the 14th state to allow medical use of marijuana.

A new study entitled Marijuana Effectiveness as an HIV Self-Care Strategy, which was released this past weekend in Clinical Nursing Research, indicates that persons living with HIV/AIDS rate cannabis as more effective in treating the symptoms of anxiety, depression, fatigue, diarrhea, and neuropathy than other prescription and over the counter medications.
The study, which was conducted over a two year period and included 775 patients from the USA, Africa, and Puerto Rico, assessed the use of cannabis as a symptom management approach for anxiety, depression, fatigue, diarrhea, nausea, and peripheral neuropathy. 27% of survey participants reported using cannabis for medicinal purposes.
Researchers wrote that cannabis use “was rated slightly more effective than antidepressants for anxiety and depression, Imodium for diarrhea, [over the counter] (OTC) medications for fatigue, and anti-epileptics and OTC medications for neuropathy” while cannabis was rated “slightly less effective for nausea than either prescribed or OTC medications.” Authors concluded that cannabis “is perceived by users as at least as effective as prescribed medications in symptom management.”

MANILA - Myca and Jun Yutuc did not know that they could legally access medical marijuana, the drug they could have used to save the life of their child, Moon Jaden Lugtu-Yutuc, in the Philippines.
Moon Jaden suffered from a rare form of epilepsy.
Their doctors, perhaps, did not know too.
“We talked to the neurologist of our child, the doctor just laughed at us and said [the drug was illegal. [He] said we should not believe in everything we hear,” Myca told ABS-CBN News’ Punto por Punto.
Jun said a similar advice came from Moon Jaden’s doctor at the intensive care unit when their daughter was still fighting for her life. “She got to the ICU on August 18 [2013]. By August 21, we were already telling the doctors we wanted to use marijuana. They told us it was not possible because there were not enough studies to support its use.”
Weeks after, the doctors realized Moon Jaden could no longer handle the spasms. Jun said the doctors already urged them to bring Moon Jaden home and use alternative means, such as marijuana.
After reading various studies and watching videos about medical marijuana, Jun set out to look for suppliers – underground.
“We were supposed to implement the process, but the suppliers could not give it to us because of the typhoon that ruined the marijuana in August,” Jun said.
The earliest the suppliers could give them was December. On September 19, however, Moon Jaden passed away.

NY gov takes careful step on medical marijuana

NEW YORK (AP) — Gov. Andrew Cuomo made a political splash by introducing a medical marijuana plan in the State of the State speech, but his cautious approach has been met with skepticism from pot advocates who question whether the proposal is mostly for show.
While nearly two dozen states have OK'd marijuana for medical purposes and Colorado and Washington have legalized its use for pleasure, Cuomo is tapping a 1980 state law to allow as many as 20 hospitals to dispense the drug to people with certain severe illnesses as an experimental research project.
"I'm absolutely thrilled that he's actually verbalized the words 'medical marijuana,' but he's just got to go further," said Susan Rusinko, a 52-year-old central New York resident who said a hit of pot is a "wonder drug" that relaxes immobilizing leg spasms from her multiple sclerosis. It's unclear whether she would even qualify for Cuomo's initiative or whether there would be a participating hospital near her.

MANILA - Isabela Rep. Rodito Albano on Wednesday said he will file in March a bill legalizing marijuana in the Philippines for medicinal purposes.
Stressing he doesn't want to promote pot sessions, Albano said he merely wants to open the debates for the legalization of marijuana for medicinal use.
"Ipa-file ko pa lang bill sa March. Pinag-aaralan pa legalization ng marijuana. Pagde-debatehan yan yung medicinal use. Hindi paghithit. Lumalabas ngayon naririnig ko na comment parang papayagan na mabebenta na parang sigarilyo. Di po ganun yun. Buksan natin sa debate itong usapin ng marijuana," he said.
Albano jokingly said: "Di ko naman sinasabi na ipipilit ko na magpa-pot session o baka pag nag pot session dito lumiwanag ang debate."
The US state of Colorado recently legalized recreational marijuana.
Albano's allies in the House minority bloc said they support the legalization of marijuana for medicinal use.
ACT Teachers party-list Rep. Antonio Tinio said based on his conversations with some personnel of the Bureau of Jail Management and Penology, decriminalizing the possession of marijuana will help decongest the country's jails.
House Minority Leader Ronaldo Zamora added: "We are in agreement that marijuana for medicinal, strictly medicinal purposes, it should be examined and legitimized. For recreational purposes, that's an entirely different issue."

MANILA, Philippines—Minority lawmakers are mulling the legalization of marijuana for medical use and decriminalizing its possession to reduce the jailbirds in the country’s packed prisons.
Minority Leader Ronaldo Zamora said that his group agreed to consider the legalization of medical marijuana.
Isabela Rep. Rodolofo Albano III revealed that he planned on filing a bill in March that would permit the sale and purchase of cannabis strictly for medical use.
Albano stressed that he was only pushing for medical marijuana and “not for smoking or selling it like cigarettes.”
“I’m only interested in opening up the debates on the possibility of relaxing the law on marijuana use solely for medical purposes and not for recreation,” said Albano. “If there are those against it, I won’t force it because the public might think we will be holding a pot session here in Congress. For me, it is only for medical reasons because mothers whose children are afflicted with epilepsy have asked me to champion the cause for medical marijuana.”
Albano said the oil extracted from marijuana has been found to be a cure for a number of ailments.. “One man’s poison can be another man’s honey. If one has tried all medicine except for marijuana, why won’t you try it?” said Albano.

US Government Says It Will Stop Interfering with Medical Marijuana |
According to this article, US Attorney General Eric Holder has said that states will be allowed to make their own rules about medical marijuana, and that the US federal government will stop raiding medical marijuana dispensaries in California. (See article “Can Marijuana Help Rescue California’s Economy?”at this link)
In the 1990s, several US states passed referendums which allowed marijuana to be used legally for medical purposes. In a referendum, the registered voters vote directly on the proposed law, as opposed to the law being passed by the state legislature. Thus, when these states passed these referendums, it meant that the citizens of these states really wanted medical marijuana to be made legal.
However, in a blatant disregard for democracy and the people’s will, under the Bush administration, the national government refused to accept this law, and carried out raids of the medical marijuana dispensaries.

This mind altering drug goes by other names as well; names such as weed, pot, joint, blunt, hash and mary jane are quite common among users. 1. Since 1996, twelve states have legalized medical marijuana use: AK, CA, CO, HI, ME, MT, NV, NM, OR, RI, VT, and WA. Eight of the twelve did so through the initiative process. Hawaii's law was enacted by the legislature and signed by the governor in 2000, Vermont's was enacted by the legislature and passed into law without the governor's signature in May 2004, Rhode Island's was passed into law over the governor's veto in January 2006, and New Mexico's legislation was signed into law by Governor Bill Richardson on April 2, 2007.
