Referendums On Medical Marijuana And Hemp - US Virgin Islands

IMMEDIATE PRESS RELEASE - (22 August 2012)
USVI NORML congratulates Senator Terrance Nelson on his bold move in seeking to place referendums on the November 2012 ballot regarding medical marijuana and hemp. This follows three diligent years of work by USVI NORML in educating the people and running a citizen's initiative for full legalization of marijuana in 2009/2010. Senator Nelson deserves much gratitude and praise by the many people who have been seeking relief that legalizing both medical marijuana and hemp offer.
USVI NORML and The Green Party of the Virgin Islands join in fully supporting Senator Terrance "Positive" Nelson as he brings forth legislation to put two (2) referendums on the November 2012 Ballot. The first, Bill 29-0349, is a referendum that seeks to put forth the question "Are you in favor of the Legislature enacting legislation that allows for the licensing and regulation of medicinal marijuana patients, care-givers, cultivators and distributions centers?" The second, Bill 29-0350's referendum question currently reads "Are you in favor of promoting the production, processing, manufacture and distribution of industrial hemp in the Virgin Islands?"
Both of these referendums will impact the personal lives of the people.

We have started our Norml chapter in the USVI. This week we were on 3 talk radio shows here and had another newpaper article written on the group and our efforts. I met with 2 Senators and the Lt. Governor's wife (we discussed how our efforts may affect the youth of the Territory). We had great response to our radio shows - 1 was 2 hours long and the calls never stopped. We had only 1 negative caller.
One of the Senators has pledged to introduce legislation this session for the legalization of MJ (not just med and not just decrim). I will be talking with him this weekend.
We really need financial supporters - even our minimum membership @ $15 will help. We need money to print our brochures and information for the educational process for the general public and the medical community.
I have personally financed the effort to date. I can't keep it up.
If anyone would like to see the USVI legalize medical and decriminalize marijuana - step up and support us financially. We are planning to offer temporary use permits for visitors to the VI once the laws are passed.
That will truly make America's Paradise - Paradise!

No Problem in Jamaica. Weed is cheap and strong. Don't smoke in public (i.e. on beaches) unless you are careful. Attitudes are very relaxed, and many people smoke. Best bet is to buy from the hotel staff. Any of the (male) hotel staff will help you out. At first you will be offered brown weed - be persistant, and they will break out with the good stuff. ..

Why bother with the risk of brining it yourself. You can get it there, and it's even cheaper than you would pay in the states. Less risk buying it there than going through the airport with it.

You will have no problem getting ganja in Jamaica. I have always purchased from the cab driver or the wood carvers.
Depending on where you are, it's usually accepted to smoke in public (at least in Negril). As far as grand cayman, do not even try it. They are very strict regarding drugs. If you are cruising, you should bring some on board, just be very careful. I would not try to purchase any in the caymans.
Good luck and I'm sorry the world has such a small mind regarding the use of marijuana. I have had friends with cancer and it was their only relief.

Marijuana is illegal in Jamaica and if you are caught with it, you will most likely be fined or you might go to jail - neither is really what you want on vacation, I think. Nonetheless, you'll be offered it all the time and quality varies considerably. Price is much lower than in the US.
Don't carry MJ to or from JA, that's just dumb.
As for Notimpressed's point....don't buy rolled joints, only buds - it's darn near impossible to add anything to MJ that way.

grown by true ganja lovers, grown in jamaica and the virgin islands.
This is almost all the weed i smoked while working down in the islands. The first picture is me kicking back with a 2 ounces or so. I was gonna roll all the weed on that plate into joints, until i found out i had one paper left.
The second picture is about 3 ounces of jamaican sativa.
The third picture is a quarter pound of lambsbread
The last picture is a quarter pound of thai.
the pictures dont do justice. except for the thai, all the bud was mostly seedless and smelled so sweet and fruity, mouthwatering flavor. Much better then canadian beasters, american outdoors. I'd rather have the lambsbread over any headies (unless the headies cost the same price). The thai had some seeds and a really earthy scent with a good natural taste.
it all cost 800 a qp, the thai was 700.

TRENTON BUREAU:
A Senate committee today cleared a measure that would allow medical use of marijuana in New Jersey.
The Senate Health, Human Services and Senior Citizens Committee voted to approve the long-stalled bill by a 6 to 1 margin; two senators abstained.
The bill calls for creating “alternative treatment centers” where people with chronic and terminal diseases would be allowed access to marijuana. Supporters say marijuana is a viable treatment option to alleviate pain in many cases.
“It is the definition of basic human decency that we do whatever we can to ease the pain and suffering of people living with severe chronic and terminal diseases,” said bill sponsor Sen. Nicholas Scutari, D-Union.
“When all other avenues of currently-approved pain relief have been exhausted, we need to give doctors the freedom to prescribe medical marijuana to give their patients a measure of comfort and dignity in the face of their debilitating diseases. This bill is about the most humane, compassionate option for those state residents who have nowhere else to turn in managing their illnesses.”
If ultimately approved by the full Legislature and signed by Governor Corzine, New Jersey would be the 14th state to allow medical use of marijuana.

A new study entitled Marijuana Effectiveness as an HIV Self-Care Strategy, which was released this past weekend in Clinical Nursing Research, indicates that persons living with HIV/AIDS rate cannabis as more effective in treating the symptoms of anxiety, depression, fatigue, diarrhea, and neuropathy than other prescription and over the counter medications.
The study, which was conducted over a two year period and included 775 patients from the USA, Africa, and Puerto Rico, assessed the use of cannabis as a symptom management approach for anxiety, depression, fatigue, diarrhea, nausea, and peripheral neuropathy. 27% of survey participants reported using cannabis for medicinal purposes.
Researchers wrote that cannabis use “was rated slightly more effective than antidepressants for anxiety and depression, Imodium for diarrhea, [over the counter] (OTC) medications for fatigue, and anti-epileptics and OTC medications for neuropathy” while cannabis was rated “slightly less effective for nausea than either prescribed or OTC medications.” Authors concluded that cannabis “is perceived by users as at least as effective as prescribed medications in symptom management.”

Nelson Reintroduces Medical Marijuana Bill |

The prudish observer might think that the U.S. Virgin Islands is trying to sin its way to prosperity. Earlier this year the Legislature and the governor moved forward with the so-called sin taxes and now Sen. Positive Nelson, in his persistent effort to reform marijuana laws, has reintroduced the Virgin Islands Medical Cannabis Patient Care Act.
In a news release, Nelson said he is fulfilling his obligation to the people of the Virgin Islands who supported the November 2014 ballot initiative to allow for the legalization of medical cannabis in the Virgin Islands.

Virgin Islands NORML Calls For End To Marijuana Prohibition

For the fourth year in a row, US Virgin Islands National Organization for the Reform of Marijuana Laws — USVI NORML — has renewed its request to the Governor and Legislature of the US Virgin Islands to end the prohibition of cannabis.
The group said it wants responsible marijuana use by adults to be taxed and regulated, and for cannabis to be made available to adults for medicinal benefits and for personal recreational use.
“We propose a day of moratorium as a good faith gesture in advance of imminently passing laws to end the failed prohibition of cannabis,” said USVI NORML Executive Director Linda Adler. “The moratorium will remove any penalties attributed to the personal possession and use of marijuana for this predetermined 24-hour period.
“This day shall be proclaimed as Cannabis Liberation Day,” Adler said.

US Government Says It Will Stop Interfering with Medical Marijuana |
According to this article, US Attorney General Eric Holder has said that states will be allowed to make their own rules about medical marijuana, and that the US federal government will stop raiding medical marijuana dispensaries in California. (See article “Can Marijuana Help Rescue California’s Economy?”at this link)
In the 1990s, several US states passed referendums which allowed marijuana to be used legally for medical purposes. In a referendum, the registered voters vote directly on the proposed law, as opposed to the law being passed by the state legislature. Thus, when these states passed these referendums, it meant that the citizens of these states really wanted medical marijuana to be made legal.
However, in a blatant disregard for democracy and the people’s will, under the Bush administration, the national government refused to accept this law, and carried out raids of the medical marijuana dispensaries.

The 30th Legislature on Friday will discuss Sen. Terrence “Positive” Nelson’s bill that seeks to lessen the penalties for marijuana possession from imprisonment to fines.
On Thursday a town hall meeting was held to discuss the matter, and what many of those in attendance want is for the prohibition on marijuana to be lifted and for the territory to join the states of Colorado and Washington, where marijuana has now been legalized and taxed, for recreational purposes.
“I don’t understand why we have to decriminalize and why we can’t just go to legalize,” said Ariela Hayes, who has previously testified on the issue before the Senate. “We need to drop the apprehension. The time is now and I think our community will completely support this.” … read more

{23 Aug 2013) In 1969, a Gallup poll showed 12 percent of Americans said marijuana should be legal in the United States.
In 2013, a man who first smoked marijuana in 1969 at the age of 21 would turn 65 and claim his Medicare. If our hypothetical friend is still toking, he's probably also bringing the line at a convenience store to a screeching halt daily, trying in vain to claim a senior discount on taquitos and cheese popcorn as those behind him grow mutinous, then murderous.
But I know we can't win a "war" against a pastime that 52 percent of Americans support legalizing. It's impossible to succeed. It's immoral to try.
Once the hippies turned into the AARPs, the war on marijuana was over. Even for die-hard anti-pot people, continuing this fight makes about as much sense as, well, "Tosh 2.0" does to a sober viewer.

LEGALIZING MARIJUANA MAKES MORE SENSE FINANCIALLY THAN LEGALIZING PROSTITUTION

(11 Jul 2013) Is our Legislature really considering legalizing prostitution?
There are many reasons against sanctioning prostitution, on moral principles. The usual complaints: degradation to women and degeneration of societal standards, etc. There is also a detrimental economic aspect to legal prostitution in our smalltown community.
Unless we start "bunny ranches" like the state of Nevada and invite nonVirgin Islanders to partake of prostitution services, legalized prostitution will not enhance our economy. Prostitution in a community our size will remove money from our residents' pocketbooks-like gambling.
The money individuals spend on gambling and prostitution are better spent on self-improvement or family obligations. That is not to say people are not entitled to their own ideas of "fun." However, our community must always think about the financial benefits of legal enterprises. Legalized prostitution would increase Income Tax and Gross Receipts Tax revenues, but it would not improve the quality of the community or improve the economy.
If the community is to consider controversial issues to increase tax revenue, let's consider industrial hemp and decriminalizing or legalizing marijuana as an export product to countries that have already decriminalized or legalized the plants' use.
I believe the villainy of marijuana is diminishing throughout the world with the increase of research comparing the beneficial and adverse effects of the herb use to the effects of cigarette and alcohol.
I am always amazed at the viewpoint of naysayers to many good economic enhancing suggestions, particularly, with marijuana and development. People act like it would be a free for all with marijuana being sold "willy-nilly" and smoked as individuals wished. That would be far from the truth.
Any legislation includes comprehensive rules. If marijuana was decriminalized or legalized for use within the territory, it would be up to the community to decide how we want the legalization to manifest itself, for example in cafes- as in Amsterdam, which do not serve alcohol but do serve light fare - or in various open air areas on each island.

EX-ADDICT PATRICK KENNEDY LEADING FIGHT AGAINST LEGALIZING POT

WASHINGTON - Stung by momentum to legalize marijuana, opponents are fighting back with an unlikely leader: a recovering drug addict and liberal ex-congressman from Rhode Island named Patrick Kennedy, a member of the famous political clan.
"I cannot be silent, and I don't imagine anyone else could be silent if they knew the facts as I know the facts- and all I'm trying to do is get those facts to the broader public," said Kennedy, son of the late Massachusetts Democratic Sen. Edward M. Kennedy.
Spreading the word, Kennedy is traveling the country as chairman of Project SAM ( Smart Approaches to Marijuana ), which he formed in January and which now has affiliates in five states.
Mason Tvert, spokesman for the pro-legalization Marijuana Policy Project, called Kennedy a hypocrite.
"His family made millions off the sale of alcohol, and we hope that he and his organization recognize that marijuana is far less harmful and that adults should not face penalties just for using it," said Tvert, adding that Kennedy wants to force marijuana users into "education camps."
Allen St. Pierre, executive director of the National Organization for the Reform of Marijuana Laws, another pro-legalization group, said Kennedy is relying on arguments from a past generation: "Most of the stuff he's saying is about 20 to 30 years old."
"Over a 40- year period, there have been dozens to hundreds of anti-marijuana groups _ most of them don't really last very long and they don't have much success," St. Pierre said. "We have to see in a year or two or three if Project SAM is going to be around, or is it just a flash in the pan?"

American Medical Marijuana Society -
Bills which would legalize the production of industrial hemp and the use of marijuana for medicinal purposes will be considered on Monday and Tuesday, August 13 and 14, in the U.S. Virgin Islands.
Senator Terrance "Positive" Nelson, the first and only Rastafarian senator in the Virgin Islands, is bringing the bills forward. Senator Nelson has vowed to bring marijuana legislation before the Senate, and has other senators who have publicly supported him and these bills for ballot referendums.
Senator Nelson has also said publicly that he is working on a marijuana decriminalization bill that will be presented before the end of this Senate session. Toke of the Town has seen a draft of the as yet unnumbered bill, which is not yet final.
According to Linda Adler of USVI NORML, this year's decrim bill is much better than the one introduced last year.

(Marianas Variety) HAGÅTÑA — There is no legislation formally introduced yet, but Sen. Rory Respicio on Wednesday took the initiative to test the waters by introducing the idea of legalizing marijuana on Guam, a proposal that is sure to trigger fiery debates in the community.
Legalized marijuana in United States territories of Guam, Saipan, and hopefully the Virgin Islands means some really cool new vacation spots that don’t require a passport and checking through Customs. These tiny economies could certainly use the tourism revenue and can’t really afford to be spending limited police and court funds on responsible adult cannabis consumers.

1. Since 1996, twelve states have legalized medical marijuana use: AK, CA, CO, HI, ME, MT, NV, NM, OR, RI, VT, and WA. Eight of the twelve did so through the initiative process. Hawaii's law was enacted by the legislature and signed by the governor in 2000, Vermont's was enacted by the legislature and passed into law without the governor's signature in May 2004, Rhode Island's was passed into law over the governor's veto in January 2006, and New Mexico's legislation was signed into law by Governor Bill Richardson on April 2, 2007.
