Availability in Spain.
In Spain, since the late 1990s and early 2000s, medical cannabis underwent a process of progressive decriminalization and legalization. The parliament of the region of Catalonia is the first in Spain have voted unanimously in 2001 legalizing medical marijuana, it is quickly followed by parliaments of Aragon and the Balearic Islands. The Spanish Penal Code prohibits the sale of cannabis but it does not prohibit consumption. Until early 2000, the Penal Code did not distinguish between therapeutic use of cannabis and recreational use, however, several court decisions show that this distinction is increasingly taken into account by the judges. From 2006, the sale of seed is legalized, possession or consumption is still forbidden in public places but permitted in private premises. Moreover, the cultivation of cannabis plants is now authorized in a private place.
Several studies have been conducted to study the effects of cannabis on patients suffering from diseases like cancer, AIDS, multiple sclerosis, seizures or asthma. This research was conducted by various Spanish agencies at the Universidad Complutense de Madrid headed by Dr. Manuel Guzman, the hospital of La Laguna in Tenerife led neurosurgeon Luis González Feria or the University of Barcelona.
After legislation, several cannabis clubs have been established including the Basque Country and Catalonia. These clubs, the first of its kind in Europe, are non-profit associations who grow cannabis and sell it at cost to its members. In 2006, members of these clubs were acquitted in trial for possession and sale of cannabis.

Drug use and possession for personal use do not constitute a criminal offense under Spanish law. However, public consumption can be penalized with administrative fines.
Public possession of less than two ounces of cannabis is not a criminal offense, although heavy administrative fines can be levied. Possession of more than two ounces, growing for sale, or selling are considered criminal offenses, but prison terms are not as severe as those levied in the US.
Where to Buy Marijuana in Barcelona:
There are plenty of “coffee shops” all over the place. Albeit they are all “social clubs” with membership required. You can take a tour and become a member instantly. if you go stand outside one, don’t look totally sketchy, and ask nicely, a member will get you some very good quality bud.
Do -not- get the brick hash the Pakistanis are selling in the south of el Gotic, it is crap and insanely over-priced. Should you attempt to get weed from the black guys in the same area, make sure you look at the quality and assure that it’s good -before handing them any money, if they refuse, tell them to fuck off and stop wasting your time. Then ask one of the other guys in the vicinity, they are often competitors, and not friends.

Cannabis is illegal in Spain but it is not a major concern if the police catches you with some pot as they will most likely just confiscate the gear and then leave.

Where to buy marijuana:
The street Calle Elvira, is the pot capital of Granada. Avoid getting hit by stoned drivers in this narrow street, but just wait a few moments and someone will offer you some. Also, the Plaza Nueva region is home to some wonderfully friendly English speaking homeless hippies who have loads of it. Finally, along Gran Via, in front of CajaGranada lives a guitar playing hippie who has some.
Marijuana Prices:
As long as you look like you know what you are doing, you can get it for 6-8 euros a gram. Otherwise, you may end up paying 12 euros or more.

Madrid police do not have a single coordination set-up to attend foreign visitors either as victims or as detainees. The city police (“Guardia Urbana”) say they will, in such cases, contact the respective embassies. The “Policia Nacional”, charged with public order, have the habit of bringing all foreigners they pick up, to their “comisaría” on Madrazos street in the city centre.

He and I walked down the path…I asked him for twenty, and he said forty. I said twenty, and again he said forty. I said no, twenty. Then he said thirty and I said okay. I couldn’t get a good sniff as it was wrapped so tight, but I took my chances, and I’m glad to say: Damn good hash…probably about four grams.”

Legislation:
it is legal to grow in your home. because Spanish drug laws are limited to public space, you only have to worry about the law if you’re toking up on a street, museum or in a park. If you do get caught, possession of up to 50 grams of cannabis is considered for personal use and there are no criminal penalties. If you have large stashes and they must be quite large divvied up into smaller portions you will probably be tagged a dealer and hit with an “attempt against public health” charge, which can carry a prison sentence.

I barely ever saw cops when I lived in Sevilla. I had no problem walking down a side street and taking a couple puffs on a pipe or porro(joint). Many Spaniards do it themselves.
Where to buy marijuana:
The best thing to do when you want to buy is to ask around at bars and clubs. Look for people smoking themselves or people you think smoke. You will generally pay more, the quality is poor, and you get less. But, you can also get lucky and meet someone who grows their own pot.

You can sit in a couple of parks at Placa Encarnacion or near Placa de Espana and smoke there, no one ever approached us. Take enough to drink with you, so the heat will not kill you.

The parliament of Spain's Baleares region voted in April by a large majority to allow doctors on Mallorca to prescribe cannabis for therapeutic purposes. The decision comes after responsibility for the health system was passed on to the regional government by the central government.
The vote means that 60 pharmacies and four hospitals in Catalonia will start prescribing cannabis to patients for whom other treatments have failed. Doctors in Catalonia will be able to prescribe cannabis in capsules or as an infusion for four specific groups of patients: those suffering from AIDS, cancer, chronic pain, or multiple sclerosis. The new policy affects roughly 150,000 patients.
Spain's Health Minister, who must approve such decisions, said she accepted that cannabis "has some therapeutic value" and approves of "the controlled use of tablets in specific cases and under medical supervision."
The pilot project, which will operate for a year, was proposed by Barcelona's College of Pharmacists, following a similar program in the Netherlands with 8,000 patients.

Medical Marijuana.
Marijuana has many possible medical uses. Positive effects are claimed for ailments such as cancer, AIDS, and glaucoma. AIDS can cause a loss of appetite known as "wasting syndrome", which can lead to drastic weight loss and weakness. Chemotherapy used in the treatment of cancer causes nausea resulting in an inability to keep down food.
Marijuana's healing nature for these two illnesses is a result of its ability to increase a person's appetite as well as relieving nausea, allowing a patient to regain weight. Marijuana reportedly helps glaucoma patients by reducing intraocular pressure that can cause damage to the eye.

Cannabis was a part of the American pharmacopoeia until 1942 and is currently available by prescription in the Netherlands, Canada, Spain, and Italy in its whole plant form.
In 1937, the U.S. passed the first federal law against cannabis, despite the objections of the American Medical Association (AMA). Dr. William C. Woodward, testifying on behalf of the AMA, told Congress that, "The American Medical Association knows of no evidence that marijuana is a dangerous drug" and warned that a prohibition "loses sight of the fact that future investigation may show that there are substantial medical uses for Cannabis."
Ironically, the U.S. federal government currently grows and provides cannabis for a small number of patients. In 1976 the federal government created the Investigational New Drug (IND) compassionate access research program to allow patients to receive up to nine pounds of cannabis from the government each year. Today, five surviving patients still receive medical cannabis from the federal government, paid for by federal tax dollars.

Between 1840 and 1900 over 1000 major medical articles recommending cannabis as a therapeutic agent were published.
It is still puzzling that no serious modern survey of the therapeutic value in cannabis has been conducted. This is because it is illegal, and may well be due to pressures from the pharmaceutical and drug companies who fear loss of profits if cannabis is accepted medicinally.

Con la denominación de "ALACANNABIS, Asociación de Usuarios y Estudios del Cánnabis 
de Alicante" se constituyó en el año 2000 legalmente como asociación según lo dispuesto en la Ley 191/64 de 24 de Diciembre y normas complementarias del Decreto 1440/65 de Mayo al amparo de lo dispuesto en el artículo 22 de la Constitución.
Regulada según lo dispuesto en la Ley Orgánica 1/2002 de 22 de Marzo, reguladora del derecho de asociación y careciendo de ánimo de lucro.
Durante estos diez años Alacannabis ha organizado Jornadas Cannábicas en la Universidad de Alicante con ponentes como: Antonio Escotado (escritor), Ignasi Peña (psicólogo), Mario Bellandi (genetista de Delicatessen Seeds Bank) Carlos Bauso (psicólogo y psicoterapeuta), Fernanda de la Figuera y Martín Barriuso (presidentes de la FAC), Héctor Brotons (abogado).
Alacannabis ha organizado también durante estos últimos 10 años la Marcha Mundial de la Marihuana en ALicante, el dia de San Canuto y 8 ediciones de la copa cannábica Alacannabis Cup. Emitimos por internet "Hablemos de Cánnabis" todos los martes desde las 21h00 a las 23h00.

Así mismo proponemos a la sociedad e instituciones un modelo, que estamos demostrando que es viable, en el que por medio de clubes o sociedades las personas consumidoras puedan obtener plantas de cannabis y sus derivados, producidos estos en círculos cerrados y sin fines comerciales.
Que se abra un debate público sobre las políticas de drogas y la participación de la sociedad civil en el diseño de dichas políticas, tal y como se menciona en la Estrategia sobre Drogas de la Unión Europea (2005-2012).

La Asociación Madrileña de Estudios sobre el Cannabis A.M.E.C. es una asociación de consumidores y estudiosos de todo lo relacionado con el cannabis y sus derivados. Fue fundada y dada de alta en el registro de asociaciones en 1995. Desde entonces sus esfuerzos se han encaminado a denunciar los abusos y atropellos que la actual legislación provoca en los consumidores de cannabis y a reclamar, a los poderes públicos, una política de drogas más justa y eficaz.
Para ello, a lo largo de su historia, la AMEC ha organizado copas de la marihuana, concentraciones, manifestaciones, pasacalles cannábicos e incluso jornadas sobre nuestra planta amiga en la Universidad Complutense de Madrid.
Todo ello obedeciendo a nuestro compromiso con la defensa al derecho a que cada persona consuma las sustancias que desee, y la defensa al derecho a tener una verdadera educación sobre drogas, algo opuesto a la propaganda y desinformación que utilizan los gendarmes antidroga.
En la actualidad, la AMEC cuenta con unos 300 soci@s y dispone de un local donde se reúnen los voluntarios que forman los grupos de trabajo, que son los que se encargan de llevar a cabo las actividades e iniciativas. Son grupos abiertos y todos los socios están invitados a participar y a colaborar, ya que son fundamentales para el funcionamiento de la asociación. The ICRS is a non-political and non-religious organization dedicated to scientific research in all fields of the cannabinoids, ranging from biochemical, chemical and physiological studies of the endogenous cannabinoid system to studies of the abuse potential of recreational cannabis.
In addition to acting as a source for impartial information on cannabis and the cannabinoids, the main role of the ICRS is to provide an open forum for researchers to meet and discuss their results.
The mission of the ICRS is to: foster cannabinoid research, to promote exchange of information and ideas about cannabis and the cannabinoids through the organization of scientific meetings; to encourage financial support from funding agencies and industries;
to facilitate liasons between funding agencies, industry and the academic community, and to serve as a source of reliable information on the chemistry, pharmacology, toxicology and the behavioral, psychological and social effects of cannabis and the cannabinoids (ICRS By-Laws, adopted June 1992).

i think its legal to have one plant per person in the house..so if its you n 3 room mates, you can have 4 plants in the house n the cops can't do shit if theyre in your house and you can smoke it in your house legally as well..its illegal to sell it and it is illegal to smoke outside, you can get fined like 300 euros..but most cops where i'm from turn the other way if youre in a spot where theres not a lot of people like a park bench at night time or the beach..they just don't care ... i've even smoked a few joints on the way to work walkin on the sidewalk n no one says anything..one time they just told us to go somewhere else cuz we were smoking at a park bench

i am over in Spain, they say it is legal to posses the blessed plant, but in Barcelona i see nothing but control freaks., but then again, grow shops, medical research is openly promoted and controlled., in many ways, way better then the US, even Canada.

N.J. Senate approves medical marijuana bill -

TRENTON BUREAU:
A Senate committee today cleared a measure that would allow medical use of marijuana in New Jersey.
The Senate Health, Human Services and Senior Citizens Committee voted to approve the long-stalled bill by a 6 to 1 margin; two senators abstained.
The bill calls for creating “alternative treatment centers” where people with chronic and terminal diseases would be allowed access to marijuana. Supporters say marijuana is a viable treatment option to alleviate pain in many cases.
“It is the definition of basic human decency that we do whatever we can to ease the pain and suffering of people living with severe chronic and terminal diseases,” said bill sponsor Sen. Nicholas Scutari, D-Union.
“When all other avenues of currently-approved pain relief have been exhausted, we need to give doctors the freedom to prescribe medical marijuana to give their patients a measure of comfort and dignity in the face of their debilitating diseases. This bill is about the most humane, compassionate option for those state residents who have nowhere else to turn in managing their illnesses.”
If ultimately approved by the full Legislature and signed by Governor Corzine, New Jersey would be the 14th state to allow medical use of marijuana.

A new study entitled Marijuana Effectiveness as an HIV Self-Care Strategy, which was released this past weekend in Clinical Nursing Research, indicates that persons living with HIV/AIDS rate cannabis as more effective in treating the symptoms of anxiety, depression, fatigue, diarrhea, and neuropathy than other prescription and over the counter medications.
The study, which was conducted over a two year period and included 775 patients from the USA, Africa, and Puerto Rico, assessed the use of cannabis as a symptom management approach for anxiety, depression, fatigue, diarrhea, nausea, and peripheral neuropathy. 27% of survey participants reported using cannabis for medicinal purposes.
Researchers wrote that cannabis use “was rated slightly more effective than antidepressants for anxiety and depression, Imodium for diarrhea, [over the counter] (OTC) medications for fatigue, and anti-epileptics and OTC medications for neuropathy” while cannabis was rated “slightly less effective for nausea than either prescribed or OTC medications.” Authors concluded that cannabis “is perceived by users as at least as effective as prescribed medications in symptom management.”

The Spanish Health Ministry is expected to give its blessing to a Catalonian plan to allow doctors to prescribe marijuana to patients in need. The London Independent on Sunday reported on Feb. 6, 2005 ( "Spain's Health Ministry To Allow Doctors To Prescribe Cannabis") that "In a bold venture that puts Spain at the forefront of the medical use of cannabis in Europe, 60 pharmacies and four hospitals in Catalonia are to prescribe marijuana for therapeutic use where other treatments have failed. The pioneering scheme surpasses measures taken by the Dutch, leaders in the field, and puts British efforts in the shade. A British drug company has been denied permission to produce medicinal cannabis for trials - because of lack of political will, critics say.
Doctors in Catalonia will be able to prescribe cannabis in capsules or as an infusion to help four specific conditions: anorexia among Aids patients; nausea caused by chemotherapy in cancer patients; constant pain - including migraine - that has been unresponsive to other treatments; and muscular problems among those with multiple sclerosis. About 150,000 patients are expected to benefit. Spain's Health Minister, Elena Salgado, said she accepted that cannabis 'has some therapeutic value'. She approved 'the controlled use of tablets in specific cases and under medical supervision', but insisted on the need to fight drug addiction. Spanish health policy is devolved to the regions, but must receive Madrid's blessing."

A Spanish medical marijuana activist group, the Amigos de María, has announced the creation of the first publicly known medical marijuana dispensary in the country. Operating through the Internet, the "Cannabis Pharmacy" will provide information about medical marijuana, encourage patients to grow their own, and put patients in contact with listed growers who are prepared to donate part of their crops for patients.
While the Cannabis Pharmacy is the first public dispensary, it is not the first Spanish dispensary. As the group noted, "We are aware that other groups have been doing this for several years in a more or less clandestine form.
The only new thing is that we have gone public in the hope that our politicians take note of the matter and normalize, once and for all, the use of cannabis, and until that time arrives, we can reduce the risks of the therapeutic use of cannabis."
Spain is moving jerkily toward acceptance of medical marijuana, with Catalan authorities having authorized a pilot program for marijuana in pharmacies last year. Earlier this year, authorities in Barcelona announced plans for a trial of the marijuana-based sublingual spray Sativex that will involve up to 600 patients and 60 participating pharmacies.

Barcelona, Spain: Spanish health officials have approved the importation and use of Sativex, an oral spray consisting of natural cannabis extracts, for select patients suffering from Multiple Sclerosis (MS), neuropathic pain, and other conditions.
Produced by the British biotechnology firm GW Pharmaceuticals and marketed by Bayer, Sativex is a whole plant medicinal cannabis extract containing precise doses of the cannabinoids THC and cannabidiol (CBD), as well as naturally existing terpenoids (oils) and flavonoids (antioxidants).
In clinical trials, Sativex has been demonstrated to alleviate numerous MS-associated symptoms compared to placebo, including pain, muscle spasms, and bladder incontinence. The drug is available by prescription in Canada and is pending regulatory approval in the United Kingdom.
Six hundred patients, including those suffering from MS, chronic pain, cancer, and the AIDS wasting syndrome, will be provided Sativex under the Spanish Ministry of Health's compassionate access program. The government's limited approval of the drug marks the first time Europeans will have legal access to Sativex outside of a clinical trial.

In a bold venture that puts Spain at the forefront of the medical use of cannabis in Europe, 60 pharmacies and four hospitals in Catalonia are to prescribe marijuana for therapeutic use where other treatments have failed.
The pioneering scheme surpasses measures taken by the Dutch, leaders in the field, and puts British efforts in the shade. A British drug company has been denied permission to produce medicinal cannabis for trials - because of lack of political will, critics say.
Doctors in Catalonia will be able to prescribe cannabis in capsules or as an infusion to help four specific conditions: anorexia among Aids patients; nausea caused by chemotherapy in cancer patients; constant pain - including migraine - that has been unresponsive to other treatments; and muscular problems among those with multiple sclerosis. About 150,000 patients are expected to benefit.
Spain's Health Minister, Elena Salgado, said she accepted that cannabis "has some therapeutic value". She approved "the controlled use of tablets in specific cases and under medical supervision", but insisted on the need to fight drug addiction. Spanish health policy is devolved to the regions, but must receive Madrid's blessing.

The Spanish Health Ministry is expected to give its blessing to a Catalonian plan to allow doctors to prescribe marijuana to patients in need. The London Independent on Sunday reported on Feb. 6, 2005 ( "Spain's Health Ministry To Allow Doctors To Prescribe Cannabis") that "In a bold venture that puts Spain at the forefront of the medical use of cannabis in Europe, 60 pharmacies and four hospitals in Catalonia are to prescribe marijuana for therapeutic use where other treatments have failed.

According to the Independent, "The pilot project, which begins next month - initially for a year - stems from a proposal by Barcelona's College of Pharmacists, following a similar experiment in the Netherlands in 2003, although that has just 8,000 patients. The plan was agreed by Catalonia's left-wing regional government, a coalition of socialists, Greens and independent republicans. The initiative, due to be approved by the Spanish Health Ministry after more than a year of strenuous lobbying, is expected to prompt Spain's other autonomous regions to adopt similar measures."

According to this article, US Attorney General Eric Holder has said that states will be allowed to make their own rules about medical marijuana, and that the US federal government will stop raiding medical marijuana dispensaries in California. (See article “Can Marijuana Help Rescue California’s Economy?”at this link)
In the 1990s, several US states passed referendums which allowed marijuana to be used legally for medical purposes. In a referendum, the registered voters vote directly on the proposed law, as opposed to the law being passed by the state legislature. Thus, when these states passed these referendums, it meant that the citizens of these states really wanted medical marijuana to be made legal.
However, in a blatant disregard for democracy and the people’s will, under the Bush administration, the national government refused to accept this law, and carried out raids of the medical marijuana dispensaries.

This mind altering drug goes by other names as well; names such as weed, pot, joint, blunt, hash and mary jane are quite common among users. Hawaii's law was enacted by the legislature and signed by the governor in 2000, Vermont's was enacted by the legislature and passed into law without the governor's signature in May 2004, Rhode Island's was passed into law over the governor's veto in January 2006, and New Mexico's legislation was signed into law by Governor Bill Richardson on April 2, 2007.
