CANNABIS IN POLAND - STATEMENT BY JAKUB GAJEWSKI CONCERNING HIS ARREST FOR CANNABIS OIL

While medicinal marijuana is proving to be beneficial for many types of cancer, and often more widely available in more and more countries, Poland seems to be stuck in the stone ages. Currently, the founder of Polish Free Hemp Society if fighting for his freedom after treating family and friends with medical marijuana.
Hello, My name is Gajewski Jakub, i am co-founder of Wolne Konopie (Free Hemp Society). For 15 years we try to educate our society about cannabis legalization in Poland. In our association i am in charge of medical use of cannabis especially oil made from flowers and leaves of cannabis. Due to a recent cancer case in my family i decided to import cannabis oil (RSO) from Holland and try to treat my mother and father with it.
After a successful treatment of my mother – melanoma changes, i tried oil on my best friend who is ill with glioblastoma Grade IV. My friend has no chance as doctors said he was a palliative patient. After 9 months of treatment his cancer disapeared! and the only thing left is a empty space where the cancer used to be, so the cancer gradually got smaller every day. Around the same time i got in contact with Adam Wierzba – a patient with anaplastic lymphoma (lymph nodes was attacked by cancer). Adam break his chemotherapy because of bad comfort. After cannabis oil treatment and diet change in 112 days Adam got fully cured with the help of the oil alone. My history is complicated this days because when i tried to import oil i got caught and accused for importing illegal substance (oil amount 0.9L) to Poland.

Polish lawmakers have this week voted to legalise medical cannabis.

The EU member voted overwhelmingly in favour of the move – only 2 politicians out of 443 voting against the bill. Pending approval from the senate, the legislation will make Poland the latest country to embrace medicinal cannabis, joining the likes of the Czech Republic, Portugal and Spain.
An opinion survey conducted in January found that 78 percent of Poles believe access to marijuana should be legal.
Public debate of medicinal pot usage in Poland intensified in 2015 after the controversial firing of a doctor at a Warsaw children’s hospital who had administered marijuana to his young epileptic patients on an experimental basis without notifying his superiors.
The debate was then revived last year by the leftist lawmaker Tomasz Kalita, who suffered from brain cancer and later died in January 2017.
Last year the health minister yielded to public pressure and approved refunds of certain specialised treatments involving cannabis-based medicine imported solely at the request of the patient and following special authorisation from the ministry.
The bill itself, however, was tabled by a somewhat unlikely cultural figure – Polish rapper turned independent politician Piotr Liroy-Marzec (aka ‘Liroy’) was responsible for putting forward the legislation.
Liroy has enjoyed a meteoric rise to prominence as a politician in his native Poland after receiving 20,000 votes as an independent candidate in the 2015 election.
The legislation will allow prescription-only cannabis-based medicine to be made available at pharmacies, with ingredients sourced from abroad.

Like in most countries, cannabis spread to Poland naturally, several thousand years ago. It has been cultivated for most of the last millennium. Similarly, until the early 20th century it was a legal substance, used in medicine and recreation.

Warsaw might conjure up images of World War II ghettos and bombed out buildings, but the city has re-grown, and a few pot seeds apparently took root too.
While it doesn’t enjoy the same reputation as a party hotspot that its neighbour Prague, Czech Republic, does, and despite fairly strict drug laws, smoking abounds in this former Soviet Bloc city.
Anka, a local studying at a vocational school, finds plenty of time to squeeze concerts, pubs and discos that are liberally sprinkled around the city into her busy schedule.
"At weekends I try to attend anything up to three events," she said. "I often smoke hash and marijuana -- they're as common as beer in the company I keep."
While the Polish drug scene is alive and well, the Polish government has revamped its once liberal laws and is doing its best to pull the plug on even recreational use. The parliament recently passed laws banning possession of all soft drugs, even in small amounts obviously intended only for personal use.
The U.S. State Department reports that "penalties for possession, use, or dealing in illegal drugs are strict, and convicted offenders can expect jail sentences and heavy fines."
Despite the restrictions, pot and hash are easy to find.
"On a walk through some Warsaw suburbs I saw what looked and smelt suspiciously like marijuana growing freely in the hedgerows," said Richard, an American who lives in Warsaw.
The homegrown marijuana is of pretty high quality skunk and orange and runs about $8 to $10 per gram or $65 for 10 grams. Hash is harder to find, since most of it is imported instead of produced locally. Black Afghan hash is about $10 to $12 per gram, when you can find it.
In line with the home-grown pot itself, the easiest places to find it are where locals hang out.
"It is easiest to get everywhere," said Niall, from Scotland. "School, clubs, friends, neighbourhoods."
If you’re having a hard time meeting locals, head for the University district or the Palace of Culture near the main train station. Both locations are filled with both dealers and tokers who might be willing to share a small hit with a visitor.
"On the East side of Palace of Culture there is a big tent where they serve cheap beer, play great music and best -- you can smoke whatever you want," said a visitor in Warsaw going by the nickname Hemmy. "When the cops come, just throw away your "cigarette" and say what? It must've been someone in the park! ”There is a great drumming scene too."
Another location where pot and hash can be found among piles of junk, fake antiques and the occasional gun is the flea market at Stadion Dziesieciolecia, arguably the largest in Europe.
"There are more than 10,000 stands where you can buy almost anything. They even used to sell weapons!" said a tourist from Denmark. "People come from not only Poland, but from the whole eastern Europe - especially the old Soviet republics -- to sell clothes, food, caviar, music, handyman tools and all kinds of electric equipment."
Once you’ve loaded up on some ganga and developed a serious case of the munchies, hit up the little Vietnamese food stands huddled around Plac Konstitucji, which serve almost identical but edible generic Asian takeout.
When heading out after hours, take some pains to dodge the Red Light District and the main train station where pickpockets tend to congregate.
"We wandered by accident into an area of huts masquerading as shops between Zielna and Marshall Street," said Drew from the United States. "All seemed to be involved in either the sex industry or armaments trade. I’ve come across the sex industry in many places, but nothing like this."
Instead, head out for a night of clubbing or pub-crawling.
Cul de Sac (ul. Foksal 2) is lodged in an imposing building and bolstered by the comfortable and faintly decadent leather couches and mellow atmosphere inside. Ground Zero (ul. Wspolna 62) is a converted domed bomb shelter with surprisingly good Mexican food next door at the Warsaw Tortilla Factory.
"There are plenty of nightclubs in Warsaw," said local Radzio. "You may not be let in if you are under 18 though, and if you are wearing sportswear."
And by the end of a day of smoking, drinking and general partying, just be sure you know the way home.
"Remember to always carry the name of the street in which you are staying. It may be unpronounceable and you may need it for the taxi driver," said one American visitor who got lost with her brother. "He got a little drunk and was in no fit state to tell the taxi driver his address.
Big sis had to step in and get us back to some unpronounceable street with an amazing combination of “szcs’ in the name."

Is the cannabis high quality? Hydroponic, indoor soil or outdoor? Wat is the penalty for being caught with a small sac under 8 grams of marijuana in poland? Seeing as how poland is poor can u buy off the police like u can in mexico? Is it difficult to obtain marijuana in poland?

Quality differs but good stuff is available. I am not positive how it is grown but it may be dried by freezing (?) as sometimes you would find buds very hard and need a knife to cut.
It is best to apply for drug counseling program when in trouble otherwise you would have prison term to do which may be postponed for years or changed for community service.
You can't buy off police, I wouldn't recommend it with any small money, they would likely arrest you and press bribery charges against you.
I don't have latest about prices but so called 5th "piatka" cost about 100 PLN

20-30zl per gram, mostly hydroponic. Expats who use it often claim it's too strong here, due to growing methods. If I understand correctly, people buy in smaller quantities, not least because most users are young and poor. Therefore they want to get as stoned as possible for as little money as possible.
I did once hear of sombody getting from a customs officer, but it would be daft to go down that line. A friend (Polish) just got a six month suspended sentance for possession of a fraction of a gram. Better to take the train to Berlin where anything goes.
Interestingly enough, it's starting to grow wild in the east of the country. There is already a bit of a situation about this in Ukraine, and presumably the seeds are blowin' in the wind...

Seeing as how poland is poor can u buy off the police like u can in mexico? Is it difficult to obtain marijuana in poland?

Quality differs but good stuff is available. I am not positive how it is grown but it may be dried by freezing (?) as sometimes you would find buds very hard and need a knife to cut.
It is best to apply for drug counseling program when in trouble otherwise you would have prison term to do which may be postponed for years or changed for community service.
You can't buy off police, I wouldn't recommend it with any small money, they would likely arrest you and press bribery charges against you.

20-30zl per gram, mostly hydroponic. Expats who use it often claim it's too strong here, due to growing methods. If I understand correctly, people buy in smaller quantities, not least because most users are young and poor. Therefore they want to get as stoned as possible for as little money as possible.
I did once hear of sombody getting from a customs officer, but it would be daft to go down that line. A friend (Polish) just got a six month suspended sentance for possession of a fraction of a gram. Better to take the train to Berlin where anything goes.
Interestingly enough, it's starting to grow wild in the east of the country. There is already a bit of a situation about this in Ukraine, and presumably the seeds are blowin' in the wind

TRENTON BUREAU:
A Senate committee today cleared a measure that would allow medical use of marijuana in New Jersey.
The Senate Health, Human Services and Senior Citizens Committee voted to approve the long-stalled bill by a 6 to 1 margin; two senators abstained.
The bill calls for creating “alternative treatment centers” where people with chronic and terminal diseases would be allowed access to marijuana. Supporters say marijuana is a viable treatment option to alleviate pain in many cases.
“It is the definition of basic human decency that we do whatever we can to ease the pain and suffering of people living with severe chronic and terminal diseases,” said bill sponsor Sen. Nicholas Scutari, D-Union.
“When all other avenues of currently-approved pain relief have been exhausted, we need to give doctors the freedom to prescribe medical marijuana to give their patients a measure of comfort and dignity in the face of their debilitating diseases. This bill is about the most humane, compassionate option for those state residents who have nowhere else to turn in managing their illnesses.”
If ultimately approved by the full Legislature and signed by Governor Corzine, New Jersey would be the 14th state to allow medical use of marijuana.

A new study entitled Marijuana Effectiveness as an HIV Self-Care Strategy, which was released this past weekend in Clinical Nursing Research, indicates that persons living with HIV/AIDS rate cannabis as more effective in treating the symptoms of anxiety, depression, fatigue, diarrhea, and neuropathy than other prescription and over the counter medications.
The study, which was conducted over a two year period and included 775 patients from the USA, Africa, and Puerto Rico, assessed the use of cannabis as a symptom management approach for anxiety, depression, fatigue, diarrhea, nausea, and peripheral neuropathy. 27% of survey participants reported using cannabis for medicinal purposes.
Researchers wrote that cannabis use “was rated slightly more effective than antidepressants for anxiety and depression, Imodium for diarrhea, [over the counter] (OTC) medications for fatigue, and anti-epileptics and OTC medications for neuropathy” while cannabis was rated “slightly less effective for nausea than either prescribed or OTC medications.” Authors concluded that cannabis “is perceived by users as at least as effective as prescribed medications in symptom management.”

Medical marijuana legal in Poland but still rare

The little boy shakes his hands violently to and fro, but the involuntary motion eases within minutes after his mother puts the syrupy, honey-brown oil into his mouth: medicinal marijuana.
Krzysztof is a playful, smiling five-year-old Polish boy with Down’s syndrome. His parents say they owe his life to the medical cannabis oil they began giving him two years ago.
A new law came into force on Tuesday allowing Poles to use stronger medicinal marijuana than the kind authorised so far—but critics say few may see the benefits of it.
In Krzysztof’s case, conventional drugs had failed to ease the more than 200 epileptic seizures a day that left him weak, exhausted and gasping for breath.
“Two years ago we tried medical marijuana as a last resort after everything else had failed to relieve our son’s violent seizures, and he began to improve from the very first day,” Krzysztof’s father, Artur Schewe, told AFP.
“We were overjoyed because just days earlier we had been preparing for our son to die,” said the bearded and bespectacled 52-year-old insurance salesman.
Tender palliative care

The Schewes have been giving Krzysztof cannabis oil that is already legal in Poland.
“We’ve seen incredible benefits,” says his mother Dorota, adding that his seizures have dropped by “around 80 percent”.
“Krzysztof has become much more active, he started to laugh and to cry, he plays, he can concentrate and his immune system is stronger so he’s much more healthy.”
The cannabis oil the Schewes have been using has a high concentration of Cannabidiol, or CBD—an anti-inflammatory agent which is derived from marijuana plants but does not cause patients to get high.
The oil has only minute traces of psychoactive tetrahydrocannabinol, or THC.
THC is regarded as more effective in the treatment of chronic pain, post-traumatic stress and in palliative care.
The new law that took effect on Tuesday grants Poles the right to use medical marijuana with higher concentrations of high-inducing THC.
But the Schewes along with other medical marijuana activists, physicians and legislators argue that shortcomings in the new legislation mean few patients will be able to access or afford it.
Only imported marijuana
Doctor Marek Bachanski, a paediatric neurologist, who has pioneered Poland’s use of medical marijuana to treat epilepsy in children, says the new legislation comes with several hurdles.
“Polish patients will have very limited access to this type of treatment because we don’t produce medical marijuana domestically,” he told AFP.
Legislation passed by Poland’s right wing-dominated parliament in June rules out recreational use. It allows cannabis-based drugs with high concentrations of THC to be made, on prescription, in Polish pharmacies using only imported marijuana.
Although imports are likely to be more costly, conservative Polish lawmakers feared that allowing domestic marijuana cultivation would open the door to legalising recreational marijuana, a move they oppose.
According to Bachanski, there is already “not enough medical marijuana imported from The Netherlands” and that adequate supplies “will only arrive next year.”
Lack of marijuana knowledge
Bachanski also says “just a handful” of Polish doctors really know how to use medical marijuana to treat patients.
Polish pharmacists also lack the knowledge and equipment to fill prescriptions for various types of medical marijuana, Bachanski adds.
Under EU rules, patients who are unable to fill their prescriptions in Poland, are entitled to do so in one of the bloc’s 13 other member states where medical marijuana is legal.
Critics, however, warn that the higher costs of seeking medicine abroad could make this unaffordable for many Poles.
They want further legislation to allow domestic production and processing of medical marijuana to bring down costs and guarantee access.
Poland’s Health Minister Konstanty Radziwill insists such concerns are overstated. He points to dozens of patients, especially children, already getting special funding and import permits for medical marijuana on a case-by-case basis.
Rapper-MP proposes bill

Piotr Krzysztof Liroy-Marzec, a Polish rapper turned member of parliament, has been the driving legislative force behind legal medical marijuana in Poland.
After a 2015 survey found that 78 percent of Poles favoured legalisation of medical cannabis, Liroy tabled legislation to do just that in February 2016.
But his draft was heavily amended to rule out domestic production before being passed this June by parliament, dominated by the conservative Law and Justice (PiS) party.
Eyeing the global multi-billion dollar boom in medical and recreational marijuana, the bearded and heavily tattooed 46-year-old Liroy says he now intends to table fresh legislation allowing “Poland to grow our own marijuana and send our medicine around the globe.”

There already is one medicine containing active marijuana substances used in the treatment of multiple sclerosis.
The drug, Sativex, can be prescribed by a doctor but is not reimbursed by the Polish National Health Service (NFZ). The Ministry explained that such medicines can be specially imported into Poland. These drugs can be used if they can be proved to help save the life or health of the patient, and the legitimacy of such requirements is confirmed by a professional consultant. The Health Minister is also in the process of investigating whether there are any instances in Polish law “that prevent importing the drugs from abroad”.
Three bills are currently being discussed in the Sejm lower house of parliament in relation to the use of therapeutic marijuana. Two of them deal with treatments involving hemp oil (Rick Simpson Oil). Third, proposed by deputy Speaker Wanda Nowicka (independent), envisages that it would stop being a crime to cultivate and harvest marijuana for healing and personal use – in accordance with a documented physician’s prescription, in quantities not exceeding the demand for a maximum of 90 days’ use.
Recently, he Children’s Memorial Health Institute in Warsaw banned a doctor who ran experimental cannabis-based treatment of epilepsy in children from pursuing his work.

Polish Medical Cannabis Patients Can Expect Relief by October

(August 9, 2017) The bill itself, however, was tabled by a somewhat unlikely cultural figure – Polish rapper turned independent politician Piotr Liroy-Marzec (aka ‘Liroy’) was responsible for putting forward the legislation.
Liroy has enjoyed a meteoric rise to prominence as a politician in his native Poland after receiving 20,000 votes as an independent candidate in the 2015 election.
The legislation will allow prescription-only cannabis-based medicine to be made available at pharmacies, with ingredients sourced from abroad.
Polish President Andrzej Duda signed into law last a month a measure which will allow the production and sale of medical cannabis to qualified patients. The Sejm – Poland’s lower governing legislative body – passed the bill earlier in the spring, earning a tremendous vote of support with 440 in favor to only 2 against. The progress of medical cannabis in Poland is just the latest example of how sensible marijuana law reforms are quickly advancing across the globe. With European powerhouse Germany leading the way medicinally and Canada recreationally, the global movement to end cannabis prohibition has a ton of momentum behind it, which is good news for patients, consumers, entrepreneurs and everyday citizens alike.
Poland’s new law seeks to create a system of manufacture and distribution of cannabis to patients with physician approval. While the original bill supported patients’ rights to produce their own medicine, the final version does not go as far. The measure ultimately signed by President Duda allows the Polish State to import raw cannabis materials and dispense the medicine through pharmacies, though current law does not allow for the state to cover the cost of cannabis as it does for other medicines. Patients can expect to see access to cannabis flowers, tinctures and other extracts.
Doctors will be allowed to prescribe various products of the plant for debilitating conditions, including things such as severe epilepsy, chronic pain and side effects from chemotherapy and cancer. However, the bill does not offer a specific set of conditions, allowing an openness to future therapies.

Just two days ago, Poland’s Lower House of Parliament overwhelmingly (440 yay to 2 nay) voted in favor of medical marijuana legalization. Poland’s President, Andrzej Duda has signed the medical cannabis bill into law after a few months of swift progress on cannabis reform in the country.
Backed by the recommendation of the nation’s Health Care Committee, this move makes Poland the newest European Union country to legalize medical marijuana.
What happens now?

Poland will have certain qualifying conditions for medical marijuana such as stomach ailments brought on by cancer treatment, MS and epilepsy, as well as chronic pain. However, the law is intentionally unrestricted to allow doctors the freedom to prescribe medical marijuana for any condition that can be treated with cannabis if supported by research.
Pharmacists are gearing up to dispense cannabis flower, tinctures, resin and extracts to patients with prescriptions once import specifications are established.
Member of the Polish Parliament, one of the authors of the bill, and Polish rap and hip hop pioneer, MP Piotr Liroy-Marzec told Marijuana.com,
We sent [a to-do list] to the government to let them know what they need to do to prepare. The Polish Institute of Cannabis will be starting right now. Education on cannabis is what Poland needs, for the doctors, judges, and pharmacists.
As the bill goes into effect in October, a cannabis-based institute will coincide with the new legislation to do exactly what Liroy-Marzec is putting forward; educating the public and medical professionals on cannabis.

Currently, simple possession of cannabis is punishable by a maximum three-year jail sentence. Though there is no distinction between cannabis and other drugs in the eyes of Polish law, an amendment in 2011 gave prosecutors the option of not pursuing small personal possession cases, which led to a significant reduction in the number of cases prosecuted by the General Prosecutor’s Office.
Synthetic cannabis has been prescribed by doctors at certain pharmacies in Poland since 2012, but the efficacy of natural cannabis was declared scientifically sound for its medical potential for chemotherapy treatment in particular.
The Polish also have a long-standing history in hemp production, as many generations in the area have used hemp varieties therapeutically and medicinally since the 1900s.

The legislation originally proposed would have permitted the personal cultivation of marijuana, for which Liroy-Marzec is still advocating. Polish legislators felt more at ease with a regulatory system with doctors and pharmacists as the drug’s educated liaisons.
Liroy-Mazec also believes that domestic cultivation and the decriminalization of recreational adult use should logically become the next steps for Poland. Nevertheless, medical marijuana legalization in the county is certainly a victory.
Given how swiftly medical marijuana legalization occurred, it may not be as difficult in the near future to make subsequent changes to the law.

The new law allows medical marijuana to be prescribed by physicians, and sold in pharmacies. Qualifying conditions that allow for the medical use of cannabis includes chronic pain, multiple sclerosis, epilepsy and nausea and vomiting caused by chemotherapy.
The law allows cannabis to be imported from other countries in order to be sold by Poland pharmacies. Pharmacies will be authorized to sell dried cannabis, cannabis extracts and tinctures. A Polish Institute of Cannabis has been formed in order to educate the public, physicians and pharmacies on the details of the new law.
Poland – an eastern European country with a population of around 37 million – now joins just a handful of countries around the world that have legalized medical cannabis, including Italy, Spain, Croatia and Uruguay.

Polish President Andrzej Duda has signed legislation legalizing medical cannabis use in the nation, allowing patients to register with pharmacies who will dispense medical cannabis products, according to a 112 International report. Initially, the measure would have allowed patients to grow their own cannabis; however, amendments to the bill removed that provision, allowing instead for pharmacies to prepare drugs from raw materials that will be imported into Poland.
The program will allow patients with severe illnesses, such as chronic pain, multiple sclerosis, treatment resistant epilepsy, and nausea and vomiting from chemotherapy, to access medical cannabis therapies if approved by a physician, but there is not presently a set qualifying condition list for program access.
The rules will allow patients to access raw cannabis, extracts, and tinctures. A cannabis institute will be created to educate pharmacists, physicians, and the public on the next steps.
“We sent [a to-do list] to the government to let them know what they need to prepare,” said MP Piotr Liroy-Marzec in a Marijuana.com report. “The Polish Institute of Cannabis will be starting right now. Education on cannabis is what Poland needs, for the doctors, judges, and pharmacists.”

Yesterday, President Duda signed Poland’s medical cannabis bill into law, making Poland the latest European Union member country to permit the use of medical marijuana.
Cannabis reform in Poland has moved fast and steady in the last couple of months.
Near the end of June, a bill to allow medical marijuana in the European nation was overwhelmingly voted forward by Poland’s Lower House of Parliament. The proposed legislation had incredible support with 440 in favour and 2 against.
In the first week of July, the nation’s Health Care Committee gave their recommendation for legalization to move forward. This approval effectively paved the way to the office of President Andrzej Duda who signed the bill into law on July 20th.
Pharmacists in the Polish nation will soon be able to dispense cannabis, once it is available by import, to those with a doctor’s prescription. Products that will be available in Poland include raw cannabis, tinctures, resin, and other extracts.
Qualifying conditions will include chronic pain, nausea and vomiting from cancer treatment, multiple sclerosis, and drug resistant epilepsy, but there are no specific conditions laid out in the legislation.
This intentional open-endedness allows doctors to prescribe cannabis based on new research that comes out. At this time, however, patients will not be refunded for the purchase of cannabis.

With medical cannabis provisions in the United States and Europe at a high, Poland is the latest country moving to legalize medical cannabis.

The consensus for the new legislation, passed by Poland’s Lower House of Parliament, voted 440-2 in favor of the move.
One of the main authors of the bill is rapper-turned-politician Piotr Krzysztof Liroy-Marzec, who has been an MP for 12 years. He told Marijuana.com, “The medical marijuana bill is a is a result of a shared effort by the Coalition for Medical Marijuana — an unofficial group of volunteers. I’m one of them and also the speaker of this bill in the Polish Parliament.”
While the bill was introduced back at the beginning of 2016, Marzec noted that it still has some political hurdles to pass before it becomes law.
However, Marzec is very optimistic for the future, “I hope soon it will be [passed]. My bill is at the final stage of the legislative process and we are waiting for the Senate to give its acceptance and for the President’s signature,” he said.
If the bill passes the higher echelons of the Polish parliament it will allow doctors to give patients medical cannabis, as a treatment option where other medicines have failed.

Poland's lower house of parliament, which is controlled by the conservatives, on Thursday voted to make medicinal marijuana legal under certain circumstances.
The EU member follows in the steps of the Czech Republic, Finland, the Netherlands, Portugal, Spain, as well as 23 US states and Uruguay, which in 2013 became the first country to make cannabis entirely legal.
Four hundred and forty lawmakers voted in favour—with two against and one abstention—of legislation to allow prescription-only cannabis-based medicine to be made at pharmacies using imported ingredients.
The law, which still needs to be approved by the senate and the Polish president to come into force, excludes the recreational use of cannabis.

Poland could be on the fast track to legalizing medicinal cannabis now that a well-known member of parliament (MP) has officially introduced a bill calling for the legalization of marijuana for medical uses.
“The bill is the culmination of what I have been saying for years, especially during my election campaign,” explained PM Piotr Liroy-Marzec.
“I promised this to the sick people I met, that I would prepare such a bill.”
Liroy-Marzec’s bill proposes the creation of a register of government-licensed and approved doctors who would be able to prescribe marijuana to patients dealing with certain health conditions.

A prominent politician and several other activists have smoked marijuana in front of the Polish Parliament as part of their campaign to legalize cannabis in the Eastern European country.
With police looking on, Janusz Palikot, the head of the left-wing Palikot's Movement, took a few tokes from a joint under falling snow on Friday to make his point, reports the Associated Press.
Dozens more gathered around a platform where they smoked cannabis and chanted "Grow It, Smoke It, Legalize It."
At the center of the rally was a banner showing a green marijuana leaf and the word "Legalize." The smell of burning cannabis was heavy in the chilly air during the demonstration, which took place across the street from the Sejm, the lower house of Parliament.

Poland arrests 7, seizes marijuana
WARSAW, Poland, April 17 (UPI) -- Polish police said they have arrested seven people and seized about 500,000 marijuana plants in a raid of hidden plantations in northwestern Poland.
An anti-narcotics police team arrested two people and confiscated 800 marijuana plants when they uncovered a specially equipped underground marijuana plantation in a village near Szczecin, the Polish news.pl Web site said Friday.
This was the fourth closure of a marijuana plantation in the Szczecin region this year, police said.
The plantation was located in a potato cellar, equipped with irrigation and ventilation systems and with artificial lighting.

Several thousands of Cannabis sativa bushes have been confiscated by the Central Investigation Bureau (CBS) on the grounds of a school in Zdunska Wola, central Poland.
Dubbed the largest marijuana plantation in Poland by CBS agents, it contained several thousand marijuana bushes as well as 720 seedlings and over 174 kilo of marijuana prepared for sale, all of which was discovered in a three-floor abandoned building on an old school ground in central Poland.
Mariusz Sokolowski from the Central Police Headquarters announced that four people have been arrested for cultivating marijuana.
“The potted plants were found on three floors of a former school. Additionally, the entire building was outfitted with a security and alarm system which was meant to warn the plantation owners of intruders,” stated Sokolowski.
According to CBS agents, marijuana from the plantation was likely sold throughout Poland. “We confiscated a huge amount of marijuana and seedlings. It could be the largest marijuana plantation in Poland,” added Sokolowski.
CBS agents have been working on the case for several months. The investigation is being led by the Prosecutor’s Office of Katowice, southern Poland. (mmj)

A 55 year old woman in the town of Lobez in north western Poland may have inadvertently provided the key to world peace.
The unnamed woman had a number of marijuana plants, some of them reaching 3 meters in height, which she grew from seeds bought at the market. Because it is illegal to grow marijuana in Poland, the police arrested her for cultivation of the narcotic, and she faces a jail term of three
years.
It sounds like any other grow-op until you hear why she was cultivating the plants. She was growing them for the benefit of her cow, which was behaving in a ‘skittish and unruly’ manner. When a friend suggested that marijuana might help, she mixed some in its feed and the unruly animal became as calm as a lamb.
Aw! Isn’t that a sweet fuzzy tale? It would surely melt the heart of any official as long as they didn’t think too much, or assumed that the woman was so naive that she didn’t know she would be drinking marijuana laced milk.

According to Polish Radio, a campaign to loosen the marijuana laws is underway in Poland.
A petition to the Ministry of Justice requesting the legalization of marijuana for personal use has already been signed by hundreds of people, including drug rehab specialists and members of Monar, a nonprofit group that works with addicts, the HIV/AIDS positive, and the homeless.
Now, would-be legalizers are trying a new tack: direct contact with members of parliament (MPs). "Cannabis canvassers" recruited via the Internet have been paying visits to politicians in an effort to win them over, and it seems to be working. The canvassers have already collected the signatures of five MPs, including former health minister Marek Balicki.
Legalization of personal possession (or decriminalization) would be a step forward for Poland. Under current law, possession of even small amounts of marijuana is a serious criminal offense.

According to this article, US Attorney General Eric Holder has said that states will be allowed to make their own rules about medical marijuana, and that the US federal government will stop raiding medical marijuana dispensaries in California. In the 1990s, several US states passed referendums which allowed marijuana to be used legally for medical purposes. In a referendum, the registered voters vote directly on the proposed law, as opposed to the law being passed by the state legislature. Thus, when these states passed these referendums, it meant that the citizens of these states really wanted medical marijuana to be made legal.
However, in a blatant disregard for democracy and the people’s will, under the Bush administration, the national government refused to accept this law, and carried out raids of the medical marijuana dispensaries.

Cannabis sativa, the official term for marijuana, has been cultivated from 2800 BC onward in China. Even though largely cultivated for hemp fibers (ma in Chinese) for the production of rope, the Chinese use it also as a medicine for virtually anything: the flowers (ma-po) were used for the treatment of open wounds; the skin of the seeds (ma-len) and resin residue for the stimulation of the nervous system; the seeds themselves (ma-jen) against infections and skinrashes, being generally regarded as stimulant, restorative, laxative, and an excellent dewormer of babies and dogs. The oil (ma-yu) is used as a hair lotion and as an antidote for sulphur poisoning. The freshly pressed leaves were deemed to help against scorpion stings; and even the ash of the burnt plant has a use, improving the functioning of fireworks.
In Europe cannabis has also been cultivated down the ages in medicinal "herbalgardens" (German: Kräutergarten, Dutch: kruidentuin, French: jardin des herbes) for the treatment of mania, hysteria, delirium tremens, hydrophobia, tentanus and cholera. ("This must have resulted not only in many happy, but also dead users", Bill Drake wrote in his 1970 Cultivators Handbook of Marijuana.)
