There are a number of medical cannabis (marijuana) bills in play in states across the US. Here we network on Ways and Means anyone can help with the effort to make each a medical marijuana state.
We need to get the word out and people contacting reps and officials and get this legislation into law. Also, lets not forget efforts at the Federal level.
NETWORK and Spread The Word, both On-Line and Off (!) ON-LINE, You can tell everybody in cyber-space by e-mailing a link to this website to them and/or (OFF-LINE> printing off the info and handing out where possible / necessary. Also phone call and read off and/or visit and hand deliver the info. You can take literature with you and approach businesses, organizations and even people on the street while you're out and about. Wear your pot-leaf shirt and register voters, as feasible. Gather signatures for any related petitions that are happening at the time as well.
This is a chain e-mail you can't refuse. Unlike most, this will actually help you - and a whole buncha others - just by passing it on.
Cannabis consumer or not - from the folks just trying to take care of themselves or a loved one to those who simply see the expensive, immoral waste of making war on the sick and dying - everyone is affected by this issue.
To accomplish this you need to first click on the following links and send a message to all the reps and media you can on the issue.
Then get everybody else to do the same. And follow up.
To do this you need to tell everybody you know.
And can confide in.
Then/or anonymously tell everybody you don't know
- or can't confide in. Yet.
Tell everybody else by Letters-to-the-Editor, displaying signage at street corners and over-passes (wear trenchcoat, fedora and sunglasses if afraid of exposure), and/or anonymously leaving literature and posting on-line at places where people are likely to find it.

Inform, Educate, Activate
INFORM and EDUCATE. Distribute medical marijuana brochures and other literature to your friends, family, local leaders and elected officials in an effort to educate the public and garner support. Educate your community by Printing, posting and handing out Flyers and other Printables in a mall, coffee shop, laundromat, college campus, lamp post, telephone poll, business window (ask first), hospital, or anywhere people will see them. Legislation:
Possession of less than 100 grams of marijuana is a citable offense only, with a fine of $100. Possession of 100 grams or more is punishable by a fine of up to $250. For possession of 200 grams or more, the penalty increases to a possible sentence of 6 months – one year in jail. Possession of 1,000 grams or more is punishable by 1 – 5 years in prison.
Any possession of less than 5,000 grams does not carry the presumption of prison, which leaves available the possibility of probation. Possession of 5,000 grams of marijuana or more is punishable by 1 – 5 years in prison. For any amount or 20,000 grams or more the penalty increases to a mandatory minimum sentence of eight years in prison.

In the city of Cincinnati they recently passed a law that requires an arrest and up to 30 days for posession. In the rest of Ohio it is just a ticket. There is a sunset date sometime next year.
“March 29, 2007 – Cincinnati, OH: Members of the Cincinnati City Council voted 7-2 this week to make a provisional ordinance criminalizing minor marijuana possession offenses “indefinite,” despite the law’s apparent failure to show a demonstrable reduction in serious crime or so-called ‘drug tourism.’ The municipal ordinance, initially passed by the Council in March 2006, was slated to expire this week.
Under the ordinance, marijuana offenders in Cincinnati face up to 30 days in jail, a $250 fine, and a criminal record for possessing small quantities of the drug. By contrast, under state law, possession of up to 100 grams of marijuana is punishable by a $100 citation and no jail time.” The rest of Ohio is unaffected.

Penalty:
* If violated, a mandatory jail term of three consecutive days (seventy-two consecutive hours.) The court may sentence an offender to both an intervention program and a jail term. The court may impose a jail term in addition to the three-day mandatory jail term or intervention program. However, in no case shall the cumulative jail term imposed for the offense exceed six months.
* The court may suspend the execution of the three-day jail term under this division if the court, in lieu of that suspended term, places the offender under a community control sanction and requires the offender to attend, for three consecutive days, a drivers\’ intervention program.
* License may be suspended from a definite period of six months to three years.”
Law enforcement:
Cops usually don’t do a search unless they smell it. Besides that there isn’t much surveillance, except at the stroudsburg mall. Stay away from there.

and:”The cops in Cleveland are mostly cool for the non-dealing smoker. mostly will just take the bud and send you away. most cleveland cops smoke weed thats why they take it.”

Legislation:
In the state of Ohio, possession of up to 100 grams of marijuana is punishable only by a civil citation and a $100 fine — you can not be arrested for simple marijuana possession
Ohio recently (2-3 months ago) passed a law which allows officers to administer drug tests during a traffic stop if they “suspect” intoxication. this legislation also created a “prohibitive level” of marijuana in your system making it possible for you to get a dui if youve smoked recently at all. so while i really love columbus, if youre gonna get high there…. walk or take a cab.
Ohio almost decriminalized personal use of reasonable amounts, except “Possession of paraphernalia is punishable by up to 30 days in jail and sale of paraphernalia is punishable by up to 90 days in jail.
For all drug convictions, including minor misdemeanors, the offender’s driver’s license is also suspended for a period of 6 months – 5 years. If you smoke openly, you’ll get busted. Although Ohio is one of the easiest states on marijuana smokers, this is still America… That being said, it is not unheard of for a nice officer to confiscate your stash (if it’s small enough) and send you “home”. While it’s technically arrestable to possess drug paraphernalia, it is usually dealt with the same way as pot – with a simple ticket.

High Street (appropriately named) runs through the center of the Ohio State University campus, and has lots of headshops. The campus area usually has sellers walking around (they look like bums), but look out for cops.

Law enforcement:
Cops are too bad here but be cool. A Crack pipe will get you in the slammer, but a pot pipe probably won’t. We’ve had so many problems with crack heads that nobody wants to do anything but get rid of em here. Pot’s been in Dayton a long time and pretty much it’s cool, but it’s still The USofA and the law is what it is.

You can score some chronic at howards carry-out on monroe and upton. Upton is also a good street to cruise for some bleezmos. The bars around the university are also a good place to try and score some bud. The Weiler Homes are a great place to try if your on the east-side of the river.

Law enforcement:
Cops mostly have bigger things to worry about than
weed. If you smoke while driving, make sure not to be obvious and dont
speed. Not a lot of undercover activity unless you get into the city or the
malls.
Where to buy marijuana:
Mill Creek park (the flats, bears den),
Boardman Park (walk around on trails, ask people who look like stoners). If
you aren’t white, you can get more into the city around public housing.
Southern Park mall, and Eastwood mall are also good places, just watch out
for mall security and the occasional undercover.
Marijuana prices:
$35-40 a 1/4 for some alright mids, $75-100 for a
half of mids $175+ an O for mids.
If you know the right people, you can get an O of high mids for $100-125.
Strains are usually more, but not much, prices are fairly cheap here.
Marijuana brands:
Orange Kush, Diesel, Cali bud- come in every so
often, almost impossible to just get off the street, however.

Multiple places have decriminalized non-medical cannabis in the United States; however, cannabis is illegal under federal law. Gonzales v. Raich (2005) held in a 6-3 decision that the Commerce Clause of the United States Constitution allowed the federal government to ban the use of cannabis, including medical use even if local laws allow it.

Ohio medical marijuana law now in effect

The Ohio Legislature’s medical marijuana law went into effect on September 8, 2016, bringing important but limited new protections for patients. The date also kicks off the formal rule-making process for agencies involved in the program, followed by the roll out of the formal system in late 2017 or the following year. Only then will patients have safe, regulated access to medical cannabis and complete legal protections.
With the law now in effect, patients may qualify for a provision of the new law called the affirmative defense. While it does not provide access to medical marijuana, it does provide a legal defense to a citation for marijuana possession, if the patient meets several important requirements. Possession of less than 100 grams (or about 3.5 ounces), giving 20 grams or less of marijuana to another person, or growing less than 100 grams of marijuana are each considered “minor misdemeanors,” punishable by a maximum fine of $150. A minor misdemeanor is not a “jailable” offense, but a person’s driver’s license can be suspended for a period ranging from six months to five years.
While Ohio’s marijuana penalties are less draconian than its neighbors, law enforcement officers are still wasting valuable time and resources. In 2012, Ohio officers arrested or cited 14,374 people for marijuana-related offenses, 94% of which were for possession only. At the same time, 91.6% of all reported burglaries — including home invasions — and 90% of all motor vehicle thefts went unsolved. Let your legislators know it’s time law enforcement stopped wasting time punishing adults for choosing a safer alternative to alcohol.

An Ohio Marijuana Legalization Initiative may appear on the November 3, 2015 ballot in Ohio as an initiated constitutional amendment. The measure, upon voter approval, would legalize the recreational and medical use of marijuana for persons who are 21 years of age or older. The use of medical marijuana would require a doctor's note.
According to Lydia Bolander, spokesperson for the group seeking the initiative's certification, the initiative would "regulate, tax and treat marijuana like alcohol" and establish a Marijuana Control Commission. Residents of the state would be permitted to open pot-related "manufacturing plants, retail stores and medical dispensaries." Additionally, the amendment would permit 10 grower-sellers in the state.

Under this initiative, just 10 locations in the state would be allowed to produce marijuana, leading some to claim that a monopoly is being established.
Three proposed marijuana farms would be in Cincinnati, and one would be located just north in Montgomery County. According to reports, "the farms would likely include structures that would allow cannabis to be grown indoors and therefore year-round."

Things are getting crazy in Ohio. One recreational marijuana legalization proposal, which appears headed for the ballot, would hand over control of all growing in the state to just 10 companies.
And now Ohio Attorney General Mike DeWine has said he has staff looking into a medical marijuana proposal which they'd draft themselves.

Will Ohio legalize marijuana this year?

In 2003, Rob Ryan got cancer – the second of his three battles against the disease. This time, it was in his colon.
The chemotherapy was wreaking havoc in his body. He wasn't eating. Medicines his doctor prescribed didn't stem his nausea. He was allergic to the opiates he received. Ryan, of Blue Ash, was wasting away.
"So I said, 'Forget this,' and I started to use marijuana. It worked," Ryan told The Enquirer. He smoked in an upstairs bathroom.
Soon, even his wife was convinced.
That was all illegal. But an overwhelming majority of Ohio voters believe that should change: Eighty-seven percent of Ohio voters believe medical marijuana use under the care of a doctor should be legal, according to a poll released last week.

Proposed medical marijuana amendment rejected
A proposed constitutional amendment to legalize medical marijuana in Ohio was rejected today by Attorney General Mike DeWine.
DeWine turned down petitioners for the End Ohio Cannabis Prohibition Act of 2012, citing four reasons why the submitted summary was not “fair and truthful” as required by state law.
The petition was submitted Aug. 2 by three Ohio residents, including Tonya Davis, of Kettering, a suburb of Dayton, who has been involved in several previous medical marijuana issues. Proponents submitted 2,034 signatures of registered Ohio voters, more than double the 1,000 required.
DeWine said the submitted ballot summary “omits references to amendment language which repudiates federal cannabis prohibitions” and language saying “persons cannot be considered to be under the influence of cannabis ‘solely because of the presence of metabolites or components of cannabis in his or her body.’ ”
He also faulted the summary because it says education will be provided about the “medical harms or benefits from the personal use of cannabis products,” when in fact the full amendment includes no such provision.
Finally, DeWine said the summary did not reference language in the body of the amendment saying that Departments of Agriculture and Commerce would be responsible for overseeing the program.
Three other medical marijuana issues, including one proposing legalization of growing hemp, have been approved by state officials, but do not appear likely to be before Ohio voters at an election anytime in the near future.

| This is not a good day for me. A friend of mine, who was really sick, because she was prescribed strong pharmaceuticals and she drank alcohol and became an alcoholic (which is legal).... She is dead! She was one of those that would not break the law. She would not attempt growing or smoke a lot of it until she could do so legally. She was proud of me and approved of what I was doing to change these bad laws that have taken from me and her family. Judy, I love you and your death will not be in vain.
She would still be alive if the Ohio Medical Compassion Act had been passed here in Ohio. Why? Because Marijuana has never killed anyone.
Susan Stevens--I am so scared for! Her life is on the line. She is 62, has never been in trouble before, and made the decision to take her health care into her own hands. She knew it wasn't exactly legal, but she never dreamed she would be in as much trouble as she is. Please don't let this woman (grandmother) from Mansfield be punished like another patient, Randy Brush, who in 11 months time cost Ohio taxpayers over $250,000! He received a sentence of 3 years for growing 4 plants and a 5k fine and 5 years supervised probation. They snuck him out of prison because he almost died while under state care. He did not need to almost lose his life. The prison system was not prepared for someone so sick. He did lose his freedom and family ALL because he took his healthcare into his own hands.
Arresting patients that use cannabis makes no sense with the over crowding of the Ohio prison system. Look at what you save by not arresting, prosecuting, and incarcerating sick folks who are just using personal use/ choice.
Look at what we are willing to do:
We are willing to be in a database, be known by law enforcement, carry a card that says we use it, and allow the state to supervise us all because we want to live, not die. We even eliminated dispensaries and store fronts so greed wouldn't come to Ohio.
Please know my life is in your hands, Dawn's life is in your hands, Randy, Susan, Eleanor--the list goes on and on of names I could add to this.
Susan's life/ freedom is in your hands. At the very least, allow her to tell a judge and jury why she broke a bad law and what she uses it for.
Please end this in Ohio. Please help us be able to live with dignity and some mental capacity. Oxycontin and morphine would make me die a slow death.
If I go to Assisted Living because I cannot use cannabis and have to use narcotics, I won't be able to care for myself. So, Ohio taxpayers will pay for my care. This is so wasteful of Ohio's money and is crazy. When we can allow the use of cannabis as a medicine, we can be independent, saving the taxpayers money.

Krahl, former Deputy Director of Drug Free America Foundation, has endorsed medical marijuana this week (March 26th 2009). “Being away from the Drug Free America Foundation allowed me an opportunity to take a fresh look at the issue,” Krahl said. Krahl, a graduate of the University of Akron, now teaches courses in criminal justice. Below is an article he wrote for Medical Marijuana Therapeutics/Research.
Ushering in a new level of optimism in Washington, DC and around the country, the Obama Administration recently signaled a sea change in drug enforcement policy. Last month, Attorney General Eric Holder affirmed an earlier commitment by the President to end federal raids on medical marijuana dispensaries. Despite the country’s woes, from a worsening economy to a war on several fronts, the Drug Enforcement Administration (DEA) has found the time, energy, and resources to continue its nonsensical effort to undermine the duly enacted medical marijuana laws of California and other states. That was, until the Attorney General announced a new approach to the failed war on medical marijuana.
Contrary to scientific opinion, the U.S. government still posits that marijuana has no medical value. Not only has the government used this position to harmfully intrude in the lives of our most vulnerable citizens, it has done so with scorn for the voters and legislatures that enacted state medical marijuana laws. Even though the White House had earlier indicated its intent to end federal raids in medical marijuana states, the yet still-seated Bush Administration officials continued a policy of rabid enforcement based on expediency. For example, even after President Obama took office on January 20, six licensed medical marijuana dispensaries were raided by the DEA.
There was a point in my professional career as Deputy Director of the Drug Free America Foundation when I supported the prohibition of marijuana as medicine. But then, I experienced a change of heart, if you will; a moment of clarity, an epiphany. After seriously investigating the issue, and getting beyond the rhetorical arguments of both sides, I began to realize that the prohibitionist viewpoint against the use of marijuana as medicine largely ignored three things, which are so embedded in the fabric of American society and reflective of our cultural values that their truth is almost self-evident.

Ed Orlett, Ohio representative for the Drug Policy Alliance, said Monday that even he was surprised when last week's Ohio Poll out of the University of Cincinnati showed such strong support for legalizing medical marijuana.
"It adds legitimacy to it here in Ohio," Orlett said. "Politicians usually tell us, 'If I do this, I'm going to get killed politically.' Well, apparently not, if you look at this."
The poll found 73 percent of residents favor allowing doctors to prescribe marijuana for medical reasons, including majorities in every demographic group from age, race and religion to political party. Ohio Lawmaker Introduces Medical-Marijuana Bill -

Use of marijuana for medical purposes would be decriminalized in Ohio under a measure introduced this week by a state lawmaker, the Mount Vernon News reported May 21.
The measure introduced by state Sen. Tom Roberts (D-Dayton) would "allow patients to use medicinal cannabis through a regulated system of quality health care," he said. The bill calls for the state departments of health and agriculture to establish a medical-marijuana regulatory board, establishes a cardholder system for medical-marijuana users, and restricts the drug to patients who have debilitating conditions.
Medical-marijuana patients would be allowed to possess up to 200 grams of marijuana and 12 mature plants for personal use.

A statewide issue to legalize medical marijuana is headed for the ballot in Michigan next year -- and could swing south to Ohio shortly thereafter.
The nonprofit Drug Policy Alliance, which backed an unsuccessful 2002 Ohio constitutional amendment to require treatment instead of imprisonment for nonviolent drug offenders, is watching Michigan closely, a spokesman said.
A dozen states already have some form of medical marijuana law on the books.
"Ohio would be a state worth considering, certainly a high priority. It would be a question of timing," said Edward J. Orlett, a former Democratic state legislator who represents the Drug Policy Alliance in Ohio.

In response to TV news footage of able-bodied young men buying cannabis in Oakland, city officials voted in 2004 to limit the number of dispensaries. The politicians were exploiting (and re-enforcing) a misconception that California’s medical marijuana law applies only to those with serious physical illnesses.
Many of my own patients are seemingly able-bodied young men. Their histories reveal problems that are indeed serious (impaired functionality at school and/or work, use of addictive drugs) and that are treated effectively with cannabis.
I began screening Californians seeking a physician’s approval to use cannabis in November 2001. Although the reference in Proposition 215 to a doctor’s “recommendation” of cannabis implied that some applicants would be seeking to use it medicinally for the first time, the applicants I encountered, almost invariably, had been using it in non-addictive, stable patterns.

This mind altering drug goes by other names as well; names such as weed, pot, joint, blunt, hash and mary jane are quite common among users. Cannabis is a plant that contains a chemical called cannabinoids or cannabinolidic acids.

1. Since 1996, twelve states have legalized medical marijuana use: AK, CA, CO, HI, ME, MT, NV, NM, OR, RI, VT, and WA. Eight of the twelve did so through the initiative process. Hawaii's law was enacted by the legislature and signed by the governor in 2000, Vermont's was enacted by the legislature and passed into law without the governor's signature in May 2004, Rhode Island's was passed into law over the governor's veto in January 2006, and New Mexico's legislation was signed into law by Governor Bill Richardson on April 2, 2007.
