Marijuana is illegal in Moscow, and so is any related action (growing, purchasing, smoking etc.). Possession of any amount of drugs – even one dose – or being under the effects of an illegal drug can cost the user several years in prison.
Or as other put it: Very illegal, with the new government.
Law Enforcement: If you are caught, your only (and best) chance as a foreigner, is to immediately offer a bribe. This ought not to be a small bribe either, because you are possibly facing a couple of years in prison for possession. USD$500 would be a good starting point. The good news is, that this bribe will nearly always be accepted. However a most recent update from an intrepid Moscow report says: “Possessing weed under 6 grams is decriminalized, with low fines, up to 30 is a heavier fine (and possible community work), but still no imprisonment.” So take this for what its worth, and be safe and discreet!!
With the new government, the police are much stricter about narcotics. Now with the enforcement of cops income statements, bribe prices have sky rocketed, try 500 dollars, then just go up, more cops bigger bride, if some is Russian have them speak, and if you have broken Russian don’t bother.
Where to Buy Marijuana in Moscow: our most recent report is: ” The fact is, that Moscow (as nearly everywhere in Russia) HAS NO STREET DRUG DEALERS. That mean – don’t try to deal with anybody you don’t know at all. At markets and squares you can try to talk with some Asian/Caucasian lads, but do it while being foreigner IMHO is VERY DANGEROUS. Much more easy (and much more fun) is to deal with Russian youth in the clubs. Best choice is trance, drum’n’bass and techno events. Huge amount of Moscow clubbers speaks at least little bit of English, and huge amount smokes))))))))”

Any park (called Ploschad) in Moscow is worth checking out, and asking either younger people, or those of central asian or armenian appearance. Another possibility if around the rynoks (markets), but stay clear of train stations, and metro stations.
To ask, you should ask “vui s’nyet gdye mozhna kupit anasha” this translates roughly to” do you know where I can buy marijuana”. Anasha is the word for grass, but usually this refers to leaf, which is of an exceptionally BAD quality. Better to substitute the word “anasha” for “shishki” which means means “flowers”, of to those who know what you are after, “buds”. Hashish is probably more widely available, and this is referred to as “gashish”…just substitute a “g” for the “h” in hashish. It will be black hash, so check to make sure that you are not being sold a bit of black rubber. If you come across deaf & mute people in public places, who are well known to be involved in the street tra de for hash, get eye contact, and give them a signal. The signal that you want to buy hash/buds is to close your hand in a fist, then extend ing your thumb and little finger outwards away from each other, and touch your mouth with your thumb, this means you want smoke. This is a hand gesture understood by all nationalities in the former soviet union.
Travelling throughout Russia, provides plenty of opportunity for buying. I have bought in locations all sorts of locations from tashkent, to Yuszhno sakhalinsk….always by asking friendly locals, or in some cases, by asking the pimps who were trying to sell me prostitutes. Just be careful, and street wise…don’t go out to parks at night, etc, and always keep an eye out for the cops. never hand over money first, or show how much money you have…Most dealers will prefer to receive us dollars rather than local roubles.
Moscow Marijuana Prices: our most recent report is : “Depends on the quality, but ordinary weed (wild-grown, but still OK) is 500-600 rub. per matchbox (sometimes amount changes to less, that’s how appear the expression “greedy moscow matchbox”), that’s around 5 gramms. Same price for a gram of hash. Hydroponic weed is more expensive, up to 100$ per matchbox. ”

Quite expensive…Expect to pay USD100 for a 5 gram piece of hash…a little less for equivalent in buds. Unless you love grass clippings, stay away from the anasha, it’s not worth it, and will probably give you more of a headache than a buzz.
Latest reports say: 500 rubels a match box, but most likely will be little to no weed just this substitute that looks like it. Hash is pretty good anywhere from 400 to 800 rubels, but hard to find
Brands: Different, from local crappy pot till awesome hydro from Amsterdam. Hash is mostly came from Middle Asia, but also can find lebanese, Nepal etc.
All pot sold in Moscow is imported from other nearby countries. Weed quality varies between very good weed, and poor low end pot.
More information: only buy from people you know they will cut it with, bad products. Its been rumored that they add tar to the hash, so if it taste funny throw it out. Its probably easier to score green in Singapore.

City tale:
Buyer beware: while drugs may be plentiful in Moscow, the risks are high..People familiar with the Russian capital say that the fall of the former communist regime in 1991 brought new freedom to this sprawling city of 9 million people in the Western region of the country’s 17 million square kilometres. But some of that western-style freedom, including a thriving party scene with a large amount of recreational drugs, can be costly if not enjoyed carefully.
Mark Ames, editor of The Exile, an alternative English-language newspaper, said the area near the People’s University is a “famous” spot for buying drugs. Asked if it was dangerous, he said, “Not as dangerous as sobriety.”
But Ames warned “everything’s hugely illegal” when it comes to drug use in Moscow and that the city’s police are “extremely intolerant unless you can pay a large bribe.” Felice Wilson, a journalist who lived in Moscow for a year, agreed that the police are “very corrupt.” “So maybe a pay-off would take care of them,” she said.
Russia has had tough anti-drug laws for years. Possession or sale of Marijuana or Hash could result in a jail sentence of up to three years. In 1997, over 90 percent of people prosecuted for drug charges were users rather than dealers.
New regulations established in April 1998 go much further. Possession of any amount of drugs – even one dose – or being under the effects of an illegal drug can cost the user several years in prison. Police can force any person to take a blood or urine test if they are suspected to be under the influence of drugs. “It will make it easier for the police to convict [petty drug users],” said Yuly Rybakov, a deputy in the nation’s lawmaking branch, the Duma. When the new law was enacted activists passed out leaflets pushing for the legalization of Marijuana and Hash, but were ignored – and even threatened with arrest – by the government. Over 250,000 people were arrested on drug charges in 1998 and in 1999 the Interior Ministry said it confiscated over 60 tons of drugs.
In June 2000 the Russian Parliament added an amendment to the law, declaring it illegal for media outlets, including Web sites, to even disseminate information about drugs. The amendment bans information about “producing, preparing and using” drugs, any medical advantages of drugs, or places where they are sold. But drugs are still prolific in Moscow and can be found most places where people gather to party. The Russian government reported that in the mid-1990s the country had nearly 1 million hectares of wild hemp and poppies growing there. That number has likely increased as capitalism, and the demand for recreational drugs, has spread. From the amount of drugs confiscated, the government estimates that business is growing by 30 percent each year.
“Drugs are pretty much widely available,” Wilson said. “As far as softer drugs go, from what I understand, most young people have at least tried pot and many use it regularly.” She explained that drug sales are not contained in specific areas of town, noting that “neighbourhoods are not necessarily delineated according to income and status.” “I wouldn’t say drug use is confined to particular neighbourhoods,” Wilson said.
Russia has long been famous for its vodka – both the quality of brands made there, such as Stolichnaya, and the prodigious consumption of it by Russian citizens. If the very real danger of buying Pot, Hashish or hallucinogens puts off visitors, they can take heart that the local drink is still legal. at least for now.

Law Enforcement: Russian police are fortunately quite corrupt and most police officers are known to take bribes, but be prepared to pay a lot for getting caught with cannabis, usually 300-500 U.S. dollars. The Police can stop and search you or demand a drug test for any reason, so walking around with dreadlocks and a Bob Marley shirt is a fast way to having to pay a stiff bribe. Citizens in Russia usually have far too many problems on their plates to really care about you smoking, so as long as you aren’t being a huge nuisance no one will call the police on you just for smoking up. In general be inconspicuous and try to blend in and you won’t have problems.

If you’re buying on your own without local help be prepared to pay a lot more. Once people realize you are foreign they tend to try and get more money out from you.
Brands: Most cannabis sold in St. Petersburg is imported from other nearby countries, due to the very active sea port. Weed quality varies between Top shelf Canadian BC bud, and poor low end pot grown by some hungry Russian farmers. Weed here is generally hard to find and if found is usually expensive and poor quality, however you can get lucky.
More information: Never give money to anyone without at least getting their number, calling their phone and see that it actually rings! Be careful and never go with people who seem shady or untrustworthy and never indicate that you have a fair amount of money on you. The ways to smoke here are often very improvised but very effective, they tend to focus on economy of usage while getting very baked. A basic water bottle pipe called a plushka (Russian for cannon) is used frequently. Russians are ingenious and know how to smoke with just about anything.
They also have a very nice green tour service called “Heady Tours St. Petersburg” (- www.headytours.org) and they offer a very cool ride through town service that gets you the best connections and allows you to meet the local stoners of St. Pete, The nice thing about hash is you can easily cook it into butter and get very stoned if you have no smoking devices. Any joints you are offered will almost definitely contain tobacco. In general St Petersburg is a beautiful city with a lot going on and is very interesting and eye pleasing to tour when stoned.

While Moscow is Russia’s political heart and symbolic head, St. Petersburg is considered the nation’s cultural capital. “Moscow has a much more active nightlife as far as the bar scene goes, while St. Pete is a little more Bohemian in nature,” said Mike Scollon, a 30-year-old American writer who lived in St. Petersburg for 2 ½ years.
Spanning a delta of the Neva River, the many waterways have earned St. Petersburg the moniker, “Venice of the North.” But Russians have had trouble settling on an official name.
Since it was established in 1703 as St. Petersburg, in honour of St. Peter, the city has undergone three name changes. In 1914 it became Petrograd, and then in 1924 it was renamed Leningrad to honour the father of the Communist Revolution. But when the Soviet Union crumbled in 1991, the Russians felt a surge of nostalgia and restored the city’s original name. Often called the “Northern Capital of Russia,” over 4 million people dwell in this community on the shore of the Baltic Sea. And like in many other Russian cities, “you can get anything you want,” Scollon said.
“The drug choices run from Heroin, Ecstasy and coke to traditional happy stuff like grass put through a shredder; stems, seeds and all,” he said, noting that mushrooms are also very popular with the locals when they are in season.
Scollon explained that Marijuana is “sold in a ‘stakan,’ or glass, which is measured by filling matchboxes and putting them in the glass.”
He said pot and Hashish smokers in St. Petersburg commonly use a plastic bottle with a hole cut in the bottom. “They put Hash on the cherry of a cigarette, insert the cigarette into the hole, let the smoke build up, grab the bottle, twist off the top, let go of the carb and inhale more Hash than you ever got in one go,” he said.

In 1924, Russian botanist D.E. Janichevsky concluded that ruderal Cannabis in central Russia is either a variety of C. sativa or a separate species, and proposed C. sativa L. var. ruderalis Janisch. and Cannabis ruderalis Janisch. as alternative names.[16] In 1929, renowned plant explorer Nikolai Vavilov assigned wild or feral populations of Cannabis in Afghanistan to C. indica Lam. var. kafiristanica Vav., and ruderal populations in Europe to C. sativa L. var. spontanea Vav.[19][28] In 1940, Russian botanists Serebriakova and Sizov proposed a complex classification in which they also recognized C. sativa and C. indica as separate species.
Within C. sativa they recognized two subspecies: C. sativa L. subsp. culta Serebr. (consisting of cultivated plants), and C. sativa L. subsp. spontanea (Vav.) Serebr. (consisting of wild or feral plants). Serebriakova and Sizov split the two C. sativa subspecies into 13 varieties, including four distinct groups within subspecies culta. However, they did not divide C. indica into subspecies or varieties.[16][30] This excessive splitting of C. sativa proved too unwieldy, and never gained many adherents.

MOSCOW - The other day I was walking through a Moscow street market not far from the old KGB headquarters in the Lubyanka when I was stopped short by the unmistakable whiff of marijuana smoke.
In the West such an encounter is not uncommon, but it is still a rare event here. Maybe I had been mistaken and it was only the rich, sweet smell of Turkish tobacco from which most Russian cigarettes are made. I retraced my steps. It was definitely marijuana.
That Russians were cheerily puffing away a few yards from the former centre of torture and repression of the old Communist state was a bold statement of their new-found freedoms, but it was also evidence in support of recent fears expressed by government authorities that Russia is rapidly becoming a centre of drug addiction and trafficking. Officials expect cheap marijuana to be flowing soon from Russia into western Europe.
The Moscow Drug Control Bureau estimates there are now between 5 and 7 million addicts of various drugs, apart from alcohol, in the former Soviet Union, against a mere 1.5 million at the beginning of 1991. The bureau expects the rate of addiction to climb until economic stabilisation is achieved, perhaps in another two or three years.

Cannabis's accepted medical use in the United States is increasingly recognized by health care professionals and the medical community, including the Institute of Medicine. Numerous medical organizations support legal access to cannabis for medicinal purposes. A new medical journal released in 2001 focuses on the medicinal use of cannabis and cannabinoids. National clinical conferences on the medicinal use of cannabis have been held in the United States in 2000 and 2002 and are scheduled to continue on a biennial basis. Most importantly, data on the number of physicians currently recommending therapeutic marijuana use to their patients demonstrate its acceptance by the medical community in the United States.

Hello,
The other day I was talking with my wife her in Moscow, Russia about how we are getting the illegal drug issue cleared up better in our building that we live in. I said to her, "I do not understand, Life is hard enough. Why destroy it with any drugs that you do not need to take."
Then I have been just quiet and dumbfounded at the reports that I am seeing from all news sources.
This subject is being supported by Mainstream Western News sources full force. The articles started out as "what if" articles and have now become, "Hey we can keep the money in America. Instead of giving it to the drug lords. Hip Hip Hurray!"

TRENTON BUREAU:
A Senate committee today cleared a measure that would allow medical use of marijuana in New Jersey.
The Senate Health, Human Services and Senior Citizens Committee voted to approve the long-stalled bill by a 6 to 1 margin; two senators abstained.
The bill calls for creating “alternative treatment centers” where people with chronic and terminal diseases would be allowed access to marijuana. Supporters say marijuana is a viable treatment option to alleviate pain in many cases.
“It is the definition of basic human decency that we do whatever we can to ease the pain and suffering of people living with severe chronic and terminal diseases,” said bill sponsor Sen. Nicholas Scutari, D-Union.
“When all other avenues of currently-approved pain relief have been exhausted, we need to give doctors the freedom to prescribe medical marijuana to give their patients a measure of comfort and dignity in the face of their debilitating diseases. This bill is about the most humane, compassionate option for those state residents who have nowhere else to turn in managing their illnesses.”
If ultimately approved by the full Legislature and signed by Governor Corzine, New Jersey would be the 14th state to allow medical use of marijuana.

A new study entitled Marijuana Effectiveness as an HIV Self-Care Strategy, which was released this past weekend in Clinical Nursing Research, indicates that persons living with HIV/AIDS rate cannabis as more effective in treating the symptoms of anxiety, depression, fatigue, diarrhea, and neuropathy than other prescription and over the counter medications.
The study, which was conducted over a two year period and included 775 patients from the USA, Africa, and Puerto Rico, assessed the use of cannabis as a symptom management approach for anxiety, depression, fatigue, diarrhea, nausea, and peripheral neuropathy. 27% of survey participants reported using cannabis for medicinal purposes.
Researchers wrote that cannabis use “was rated slightly more effective than antidepressants for anxiety and depression, Imodium for diarrhea, [over the counter] (OTC) medications for fatigue, and anti-epileptics and OTC medications for neuropathy” while cannabis was rated “slightly less effective for nausea than either prescribed or OTC medications.” Authors concluded that cannabis “is perceived by users as at least as effective as prescribed medications in symptom management.”

13 marijuana marchers arrested May 5, 2007 by police in the Arbat Street area, and also outside the ARBAT police station. Some beaten. One hospitalized. 6 men sentenced in a kangaroo court that night to 10 days in jail. One man to 15 days. 6 women were fined 4500 rubles each (about $175).
Later on May 5, 2007 there were around 30 more arrests at the evening GMM gathering in a park in the city of Moscow.

Those arrested in the park were released without fines in around 3 to 4 hours. The Cannabis Walk in the park at the All-Russia Exhibition Centre, was the second part of the May 5, 2007 Global Marijuana March (GMM) in Moscow.
The park is located at the VDNKH metro station. Arbat Street is located between the Arbatskaya and Smolenskaya metro stations in the west of Moscow ... attention in regard to the realistic position of medical cannabis.

History of Moscow marches
During the first two Moscow marches in 2002 and 2003 there were no arrests
because of small number of participants and lack of information on an event of authorities.
In 2004 organizers of the march for the first time decided to operate according to the law and have submitted the notice on carrying out. Under far-fetched and legally incorrect pretext ("propagation of drugs") the Moscow authorities "have given up in the coordination" (the interdiction of public action is not stipulated by the Russian legislation).
When the people who gathered on Arbat, nevertheless, tried to take a walk down the parkway, the demonstration was broken up by force, 60 persons were detended.
In 2005 GMM in Moscow was forbidden under the same pretext,
6 arrested.
In 2006 the organizers gave up an idea of a the march as a street procession. Near the Fountain "Friendship of Nations", at the All-Russia Exhibition Centre there'd been taken place "The Canna Be-in".
In spite of presence of some aggressively disposed citizens, the be-ing has passed without arrests and rather peacefully.
In 2007 after similar interdiction 10 participants of the procession on Arbat Street were detained. After the "hearing" that has been carried on with a host of remedial infringements,
6 person were sentenced to 10 days, one – to 15 days of the administrative arrest, two other participanties were fined.
The reasons, inducing Moscow authorities to forbid procession, are obvious – as a result of abolition of democratic procedures and, as a consequence, unaccountability to the citizens, who are actually deprived of suffrage, these figures are panically afraid of any display of street activity, and they forbid everything, that is contrary to their sanctimonious moral.
Insisting on illegality and inadmissibility of such actions, the CLL organizing committee notifies hereby the Moscow authorities that in 2008 there WILL NOT be any street processions and "marijuana marches".
We invite all not indifferent people to the "Friendship of Nations" to the All-Russia Exhibition Centre on May, 3rd, at 15:00.

The fountain "Friendship of The Nations" has been erected in 1954. In the center of a circle consisting of 16 female figures, that are personifying Republics of USSR – a sheaf made of inflorescences of sunflower, ears of wheat and hemp leaves. In 1961 USSR ratifies the prohibition Convention of the UN "On Narcotic Drugs". According to it, Cannabis is a dangerous drug, which should be destroyed everywhere.
Domestic hemp cultivating has fallen into decay, and it can't recover from this impact till now. We insist on necessity to return former value to the fountain, and we demand to eliminate prohibitive restrictions on hemp cultivation – the leader of Soviet agriculture. For this purpose we gather by the fountain on May, 3rd. Without politics.

VLADIVOSTOK, November 18 (RIA Novosti) - Drug police in Russia's Far East Amur Region have seized 100 kilograms (220 lbs) of marijuana, a police spokesman said on Tuesday.
The drugs, worth over 200,000 rubles ($7,200), were discovered in the house of a family in the village of Anosovo.
Marijuana packages were kept in the attic, in a water cistern, and elsewhere in the house, a spokesman said.
Criminal charges have been brought against a 51-year-old woman and her 31-year-old son.
According to drug control authorities, the price of marijuana has gone up tenfold in northern regions of Russia's Far East in recent months.

The two had about 2.5 kilos of dry marijuana, which was seized and impounded by ... Press release of meeting held to summarize the work of Two Khabarovsk residents were detained in the course of yesterday’s special operation in the woods near the Tselinnoye settlement, Jewish Autonomous Area, Far East.
It turned out that the 26-year-old man from the Pereyaslavki settlement outside Khabarovsk and the 25-year-old guy from the Far East city had arrived in the Jewish Autonomous Area for hemp. The two had about 2.5 kilos of dry marijuana, which was seized and impounded by local criminal investigation officers.
The stash would cost approximately 7,500 rubles ($278) on the Khabarovsk black market.
The young men claimed that they had purchased the drug for no one but themselves, which investigation has yet to find out.
The criminal duet were charged under Section 2 of the RF Criminal Code Article 228, facing lengthy prison terms. Both drug couriers were placed to the pre-trial cell. The investigation continues.

According to this article, US Attorney General Eric Holder has said that states will be allowed to make their own rules about medical marijuana, and that the US federal government will stop raiding medical marijuana dispensaries in California. In the 1990s, several US states passed referendums which allowed marijuana to be used legally for medical purposes. In a referendum, the registered voters vote directly on the proposed law, as opposed to the law being passed by the state legislature. Thus, when these states passed these referendums, it meant that the citizens of these states really wanted medical marijuana to be made legal.
However, in a blatant disregard for democracy and the people’s will, under the Bush administration, the national government refused to accept this law, and carried out raids of the medical marijuana dispensaries.

Book: Medical Cannabis Facilities.
Since California voters approved medical cannabis for use in 1996, most discussions surrounding it have involved either its biomedical or legal status. Left out of the discussion has been how medical cannabis patients developed a health service system of medical cannabis administration and what a best practice model of medical cannabis distribution might look like. This study surveyed 130 medical cannabis patients at 7 medical cannabis facilities in San Francisco and Berkeley, CA using an adapted version of Andersen's model of health service utilization.
Results show that medical cannabis patients have created a system of dispensing medical cannabis that also includes services such as counseling, entertainment and support groups; all important components of coping with chronic illness. Levels of satisfaction with facility care were fairly high, did not differ across study site and were significantly higher than nationally reported satisfaction with health care. 1. Since 1996, twelve states have legalized medical marijuana use: AK, CA, CO, HI, ME, MT, NV, NM, OR, RI, VT, and WA. Eight of the twelve did so through the initiative process. Hawaii's law was enacted by the legislature and signed by the governor in 2000, Vermont's was enacted by the legislature and passed into law without the governor's signature in May 2004, Rhode Island's was passed into law over the governor's veto in January 2006, and New Mexico's legislation was signed into law by Governor Bill Richardson on April 2, 2007.
