When it comes to the Medical Cannabis movement there are really only 2 things that truly matter. Legality and Efficacy. In other threads i explain Legalities as i can and how we need to directly deal with Law Enforcement Officials face to face and help them understand as they help us understand their positions. Without proper knowledge, nobody wins. With proper education and information, everyone can win. That is my only goal.

The history of cannabis products and their use has been long, colorful and varied. "To the agriculturist, cannabis is a fiber crop; to the physician, it is an enigma; to the user, a euphoriant; to the police, a menace; to the trafficker, a source of profitable danger; to the convict or parolee and his family, a source of sorrow" (Mikuriya, 1969: 34). The fact is that cannabis has been held simultaneously in high and low esteem at various times throughout recorded history, particularly in our own times.
Other medical uses were later developed and spread throughout the Middle East, Africa, and Eastern Europe. Several years after the return of Napoleon's army from Egypt, cannabis became widely accepted by Western medical practitioners. Previously, it had had limited use for such purposes as the treatment of burns. The scientific members of Napoleon's forces were interested in the drug's pain relieving and sedative effects. It was used during, and to a greater extent, following his rule in France, especially after 1840 when the work of such physicians as O'Shaughnessy, Aubert-Roche, and Moreau de Tours drew wide attention to this drug.
With the rise of the literary movement of the 1840-1860 period in France (Gautier, Baudelaire, Dumas, etc.), cannabis became somewhat popular as an intoxicant of the intellectual classes. In the United States, medical interest in cannabis use was evidenced in 1860 by the convening of a Committee on Cannabis Indica of the Ohio State Medical Society,
which reported on its therapeutic applications (McMeens, 1860: 1). Between the period 1840-1890, Walton states that more than 100 articles were published recommending cannabis for one disorder or another.

The second article is about a statment made by Bernad Kouchner, founder of Doctors Without Borders and a proponent of human rights. Although Mr. K is a socialist, he joined French President Sarkozy's conservative government. Shortly after taking office, Mr. K requested to appoint a minister for Human Rights in the foreign ministry and his request was granted. He now says he made a big mistake, the policies of government and human rights can never really be reconciled.
Former minister of Human Rights as appointed by Kouchner, Senagal-born French lawyer Rama Yade said "France has not renounced its role as a country of human rights" and that the French People know that human rights serve a purpose.
Perhaps Mrs. Yade, Mr. K and Mr. Sarkozy should look in their own backyard, where you can get busted for wearing a pot t-shirt- so much for human rights and freedom of speech!
Even in the United States, the heart of darkness of the drug war, cops may want to bust you for wearing a pot t-shirt, but they cant.
And that's just part of it! In France, any advocacy of changing the laws is illegal and prosecuted. The French publisher of my book Closet Cultivator was placed on trial in France for publishing the book! They felt it besmerched his publishing company, which specialized in porn.
And of course, there are harsh laws for cultivation, transport, sale and possession. I even saw someone busted at Jim Morrison's grave!

bonjour à tous,
je lance le débat, car j'ai vu une émission récemment qui parlait du cannabis et de son THC qui est élevé en hollande 21 voir 22%. et donc qu'une étude avait été faite en france, comme quoi la consommation de cannabis augmentait de 5 fois plus en une année l'apparition de la schizophrénie et cela m'a interpellé, le thème était "cannabis rends fou".
et je me suis souvent posé la question,(comme le lsd rend fou, pourquoi le cannabis ne provoquerait pas la schizophrénie), avec une consommation habituelle élevée, car après tout on ne peut déterminer son THC, car normalement en france on à pas le droit de le faire pousser, mais il est autorisé par les grossiste d'hollande d'importer des sachets de graines en france (la légalité ne tiens pas à grand chose). je ne serait pas surprise qu'un jour on me disent que cela venait du cannabis, chose à ne pas faire (fumer).

N.J. Senate approves medical marijuana bill -

TRENTON BUREAU:
A Senate committee today cleared a measure that would allow medical use of marijuana in New Jersey.
The Senate Health, Human Services and Senior Citizens Committee voted to approve the long-stalled bill by a 6 to 1 margin; two senators abstained.
The bill calls for creating “alternative treatment centers” where people with chronic and terminal diseases would be allowed access to marijuana. Supporters say marijuana is a viable treatment option to alleviate pain in many cases.
“It is the definition of basic human decency that we do whatever we can to ease the pain and suffering of people living with severe chronic and terminal diseases,” said bill sponsor Sen. Nicholas Scutari, D-Union.
“When all other avenues of currently-approved pain relief have been exhausted, we need to give doctors the freedom to prescribe medical marijuana to give their patients a measure of comfort and dignity in the face of their debilitating diseases. This bill is about the most humane, compassionate option for those state residents who have nowhere else to turn in managing their illnesses.”
If ultimately approved by the full Legislature and signed by Governor Corzine, New Jersey would be the 14th state to allow medical use of marijuana.

A new study entitled Marijuana Effectiveness as an HIV Self-Care Strategy, which was released this past weekend in Clinical Nursing Research, indicates that persons living with HIV/AIDS rate cannabis as more effective in treating the symptoms of anxiety, depression, fatigue, diarrhea, and neuropathy than other prescription and over the counter medications.
The study, which was conducted over a two year period and included 775 patients from the USA, Africa, and Puerto Rico, assessed the use of cannabis as a symptom management approach for anxiety, depression, fatigue, diarrhea, nausea, and peripheral neuropathy. 27% of survey participants reported using cannabis for medicinal purposes.
Researchers wrote that cannabis use “was rated slightly more effective than antidepressants for anxiety and depression, Imodium for diarrhea, [over the counter] (OTC) medications for fatigue, and anti-epileptics and OTC medications for neuropathy” while cannabis was rated “slightly less effective for nausea than either prescribed or OTC medications.” Authors concluded that cannabis “is perceived by users as at least as effective as prescribed medications in symptom management.”

PARIS—The French government will approve the experimental medical use of marijuana in hospitals next year as a first tentative step toward relaxing the country's Draconian drug laws.
Discussions also are to be held early next year on the abolition of prison sentences for possession of small quantities of marijuana and other 'soft' drugs - perhaps eventually leading to decriminalization of cannabis use, government officials say.
Although the government has ruled out any formal change in drug laws in the near future, it is contemplating administrative changes to soften the harsh French rules.
To help counter political opposition, the government has commissioned a scientific study of the relative dangers of marijuana and other illegal substances, including comparisons with legal drugs such as alcohol and nicotine.
"We can act . . . without waiting for a change in the law," Health Minister Bernard Kouchner told a two-day national conference on drug abuse, held at the health ministry last weekend.
More than 200 doctors, drug experts, scientists, teachers and social workers recommended that the government should abolish the 1970 drug laws, which they described as "obsolete and inoperative."

French Minister of Health, Bernard Koucher, endorsed efforts to legalize marijuana for medicinal purposes, according to a recent article in the English newspaper Independent on Sunday.
The London news weekly reported the official stating, "Obviously, it should be possible to prescribe [cannabis.] For a doctor, that could be a real benefit."
Koucher is the third member of the present French government in recent months to express a favorable opinion toward marijuana-law reform.
Medical marijuana will be one of several drug-related topics debated at a national health conference in Paris next Friday and Saturday.

US Government Says It Will Stop Interfering with Medical Marijuana |
According to this article, US Attorney General Eric Holder has said that states will be allowed to make their own rules about medical marijuana, and that the US federal government will stop raiding medical marijuana dispensaries in California. (See article “Can Marijuana Help Rescue California’s Economy?”at this link)
In the 1990s, several US states passed referendums which allowed marijuana to be used legally for medical purposes. In a referendum, the registered voters vote directly on the proposed law, as opposed to the law being passed by the state legislature. Thus, when these states passed these referendums, it meant that the citizens of these states really wanted medical marijuana to be made legal.
However, in a blatant disregard for democracy and the people’s will, under the Bush administration, the national government refused to accept this law, and carried out raids of the medical marijuana dispensaries.
