Fortunately for AAMC Cindy won’t just stay home or private but has become dedicated to the cause of medical cannabis. Cindy started a group called “Mountaineers for Medical Cannabis”
The Mountaineers hold public meetings, educate, and are very active in informing political decision makers. Cindy was involved in the Kentucky Million Man Marijuana March and is good friends with our Kentucky Director Cher Ford-McCullough and Ohio medical cannabis pioneer Don Wirshafter.

W. Va. Group Pursues Marijuana Legalization

We are a small group of individuals who have joined together with the purpose of letting our governor and our legislative leaders know of our desire to have medical cannabis (marijuana) legalized. We have dubbed our group "Mountaineers for Medical Cannabis."
We are committed to help educate our fellow West Virginians about the many beneficial uses of this God-given herb and to create a forum of voter information.
We have spent many, many hours researching, attending rallies and marches in other states, and in correspondence with Gov. Bob Wise and our legislative representatives. Their replies indicate that they are willing to listen, but in Wise's own words, "there are not that many West Virginians clamoring for it."
It is our belief that if those West Virginians were not in fear of losing jobs, of losing their families, homes and other possessions and fear of incarceration, many more would come forth "clamoring" in favor of medical cannabis. It is time for those West Virginians in need, and those who believe in that need, to be heard!

Marijuana Supporters March Around Point Park -

Parkersburg -- About a dozen people marched in downtown Parkersburg Saturday carrying pro-medical-marijuana signs and chanting "The joy is not the point - it's the medicine."
The round-trip march from Point Park to the federal building on Juliana Street was the culmination of the second annual Mountaineers for Medical Cannabis Rally at Point Park Saturday.
Speakers at the event discussed the uses of medical marijuana and chastised politicians and pharmaceutical companies they believe are standing in the way of legalizing the treatment.
About 20 people attended the rally, said Cindy Wimer, secretary of the organization. More than 50 attended last year, she said.
"I think we were spoiled from last year. This year we had a problem getting the word out," Wimer said.
The group supports legalizing marijuana for medical use and nothing else, she said.

Parkersburg -- Alternate arrangements were made Wednesday so a march and rally for legalizing marijuana for medicinal uses won't conflict with the family-oriented "Parkersburg Through the Looking Glass" event on Saturday.
The Mountaineers for Medical Cannabis was planning a rally at Bicentennial Plaza from 1 to 3 p.m. Saturday at the same time of the day-long downtown Through the Looking Glass promotion organized by the Parkersburg-Wood County Convention and Visitors Bureau.
The bureau has been planning the event for several months, and Wednesday was the first time anyone with the agency had heard of the medical marijuana rally.
''I didn't know anything about it,'' said Steve Nicely, president of the tourist bureau.
The Mountaineers group obtained a permit from the police department and paid $100 for two police officers for the march, said Carol Wimer, state director of the group, part of the American Alliance for Medical Cannabis.
It was originally scheduled to start from Bicentennial Plaza, move to Juliana Street next to the Bureau of Public Debt, go to Fifth Street, to Market Street and back to the plaza.
"We don't know if there will be one or 1,000 people," she said. "This is the first time this is being held in Parkersburg."

GROUP WANTS LAWS CHANGED TO ALLOW MEDICINAL MARIJUANA

Cindy Wimer's eyes filled with tears as she remembered the suffering and pain her best friend had to endure after being paralyzed.
Her friend died about a year ago and his pain sparked Wimer to found the Mountaineers for Medical Cannabis, a group dedicated to legalizing marijuana for medicinal uses. "I had to watch him suffer," 47-year-old Wimer said from her Wood County home. "The government needs to help these people."
Wimer founded the group about eight months ago and was joined by her daughter-in-law, De Wimer, 28, and her good friend Linda Robinson, 49, both of Parkersburg.
The three women have done extensive research on the benefits of using marijuana for medicinal purposes. They have tried to rally support from residents and from their state legislators.
"We've been going to rallies and educating ourselves for several years," Cindy said. "I've been researching for four to five years."

Medical Marijuana: PTSD Victim Sues West Virginia Pain Management Center for Dismissing Him Because He Smokes Marijuana for Relief
| Medical marijuana patients are routinely discriminated against in medical settings. Even in medical marijuana states, patients are denied transplants because they are considered "drug abusers."
All across the country, medical marijuana patients face problems in obtaining traditional pain treatment, especially because of "pain contracts" used by doctors who either don't understand or believe in medical marijuana or who fear the heavy hand of federal law enforcement, or both. Now, in West Virginia, one patient is fighting back.
Putnam County resident Ronald Sprouse filed a lawsuit September 3 against a doctor and health center, claiming they refused to prescribe him pain medications and dismissed him as a patient after he tested positive for marijuana on June 13. Sprouse is suing the Family Care Health Center, officer manager Janice Amburgey, and Dr. Larry Beker for refusing to treat him because he uses marijuana medicinally.
In his complaint, Sprouse admitted he smokes marijuana and said he does so to relieve the symptoms of Post Traumatic Stress Disorder. "In addition, the Plaintiff asserts that many medications have been used in the past to attempt to treat his disorder without success," the complaint said.
"Only the use of marijuana has proven effective to control the Plaintiff's disorder." Without marijuana, Sprouse wrote, he becomes violent toward his family and is reluctant to leave his home for fear of how he will react to others. "Unless properly medicated the Plaintiff cannot sleep, has night sweats, and bouts of deep depression," the suit said

Multiple places have decriminalized non-medical cannabis in the United States; however, cannabis is illegal under federal law. Gonzales v. Raich (2005) held in a 6-3 decision that the Commerce Clause of the United States Constitution allowed the federal government to ban the use of cannabis, including medical use even if local laws allow it.
Most places that have decriminalized cannabis have civil fines, drug education, or drug treatment in place of incarceration and/or criminal charges for possession of small amounts of cannabis, or have made various cannabis offenses the lowest priority for law enforcement.

West Virginia’s candidates for governor both say they support medical marijuana

The West Virginia Legislature has failed to act on medical marijuana bills in recent years, but the obstructions clearly haven’t come from leaders of the state Senate. In February 2016, an effective medical marijuana bill, SB 640, was introduced by Senate Minority Leader Jeff Kessler (D-Marshall), with Senate Majority Leader Mitch Carmichael (R-Jackson) and three other senators as co-sponsors. This sensible, compassionate bill would have provided relief to patients with a variety of serious, debilitating conditions, but the legislature adjourned in March without taking action on the proposal.
The prospects for 2017 appear to be much more promising. At the first debate between the two major party candidates for governor, Democrat Jim Justice and Republican Bill Cole, both clearly indicated that they support medical marijuana. Justice went further, suggesting that legalization for adult use should be considered in the future.

In August, the West Virginia Center on Budget and Policy published an in-depth report examining the potential economic and budgetary impacts of legalizing marijuana in the state. They concluded that West Virginia could raise approximately $45 million in taxes and save $17 million currently spent on enforcement. The report also noted that “marijuana may potentially have a positive impact on West Virginia’s opioid-based painkiller and heroin epidemic by offering another, less-addictive alternative to individuals who are suffering from debilitating medical conditions.”

THE time is now to utilize the untapped, renewable resource of hemp. Food, clothing, shelter and fuel are products of this historically tried and true plant.
Until now, ignorance has lumped hemp and marijuana together as a Schedule 1 narcotic, in the same category as heroin and cocaine.
But legislation is moving through Congress in the form of H.R. 1866, the "Industrial Hemp Farming Act of 2009." It would exclude industrial hemp from the Schedule 1 list, making it legal for American farmers to once again grow the crop that was essential in the empowerment of our original 13 colonies and the early United States.
What is the difference between industrial hemp and marijuana? The major difference is the level of THC, the psychoactive molecule that induces the "high" associated with quality marijuana. From flowers that aren't allowed to pollinate, this substance swells into resinous buds that are used for the "marijuana effect."
Industrial hemp is allowed to pollinate, blessing humanity with one of the healthiest, handiest and tastiest oils known, hempseed oil. Therefore, hemp strains are selected for high seed production, not to get people "high."
Another major difference between hemp and marijuana is that industrial hemp (fiber) strains are grown in compact plots (four inches between stalks), so the plant reaches tall, not spreading wide, in contrast with marijuana plants. This is done to maximize vertical fiber production for many useful products - and doesn't produce THC buds.

If you have ever heard of the song, “Lets Go Get Stoned,” as sung by Ray Charles or Joe Cocker, you know the lyrics were referring to getting high or using cannabis aka marijuana. This mind altering drug goes by other names as well; names such as weed, pot, joint, blunt, hash and mary jane are quite common among users. Cannabis is a plant that contains a chemical called cannabinoids or cannabinolidic acids.
Another substance that is found in cannabis is THC, or Tetrahydrocannabinol, which gives the users that “high” sensation. When speaking of marijuana, the actual substance used in creating the high feeling comes from the leaves and flowering tops of the cannabis plant. Marijuana is considered to be a schedule 1 controlled substance today, because of the THC, which can be highly potent, depending upon the concentration factor of the THC.

1. Since 1996, twelve states have legalized medical marijuana use: AK, CA, CO, HI, ME, MT, NV, NM, OR, RI, VT, and WA. Eight of the twelve did so through the initiative process. Hawaii's law was enacted by the legislature and signed by the governor in 2000, Vermont's was enacted by the legislature and passed into law without the governor's signature in May 2004, Rhode Island's was passed into law over the governor's veto in January 2006, and New Mexico's legislation was signed into law by Governor Bill Richardson on April 2, 2007.
