WHAT THE MEASURE DOES:
844-6, for example, has some good parts:
1) Allows an unlimited number of immature plants. Changes the definition and eliminates the limit. (unless I am missing something) This is huge and dramatically changes the calculus of the plant limits.
2) Eliminates possession limits for growers! ( again, did I misread this?)
3) Declares that marijuana MUST be treated like other medicines.
4) Section 17 clarifies that if a school moves in after a dispensary, the dispensary may remain.
5) Section 9 allows personal agreements where growers can be assigned a portion of the property right to plants and marijuana. It would be far better to just say that the grower owns the plants and find a way to hold growers, caregivers and patients accountable.
And bad ...
Starting on March 1, 2016, grow sites in residential areas will only be
able to grow for 2 patients maximum (12 plants); non-residential
locations will only be able to grow for 8 total (48 plants).
Growers will be subjected to a fee and inspections (even for personal
grows)
Growers will have to report monthly to the state and keep records up to 7 years.
Any violation of the rules allows OHA to contact law enforcement.
